1.C all to Order
A special meeting of the C ouncil of the C ity of Salem, Virginia, was called to order
at 8:00 a.m., there being present all the members to wit: Byron Randolph Foley,
Mayor, J ane W. J ohnson, Vice-Mayor, C ouncil members: William D. J ones, J ames
A. Martin, and J ohn E. Saunders; with Byron Randolph Foley, Mayor, presiding;
together with J ames E. Taliaferro, II, Interim City Manager and C lerk of C ouncil;
Rosemarie B. J ordan, Director of Finance; Mike Stevens, C ommunications
Director; J udy L. Hough, Deputy C ity Clerk; and Stephen M. Yost, C ity Attorney.
2.Pledge of Allegiance
3.C losed Session
A.Closed Session
Hold a C losed Session pursuant to Section 2.2-3711A(1) of the 1950 C ode of
Virginia, as amended, to discuss a personnel matter pertaining to the
appointment of a new City Manager.
Vice Mayor J ohnson motioned to move to closed session at 8:01 a.m. in accordance
with the provisions of Section 2.2-3711A(1) of the 1950 C ode of Virginia, as
amended, for the purpose of discussing the following specific matter: a personnel
matter pertaining to the appointment of a new C ity Manager. Bill J ones seconded
the motion.
Ayes: Saunders, Martin, J ones, J ohnson, Foley
Vice Mayor J ohnson motioned to reconvene at 8:28 a.m. and that in accordance with
Section 2.2-3712D of the C ode of Virginia, 1950 as amended to date, C ouncil
hereby certifies that in C losed Session only items lawfully exempted from open
meeting requirements under the Virginia Freedom of Information Act and only such
items identified in the motion by which the Closed Session was convened were
heard, discussed, or considered by the Council. Bill J ones seconded the motion.
Ayes: Saunders, Martin, J ones, J ohnson, Foley
J ane J ohnson motioned that J ames E. Taliaferro, II, be appointed as C ity Manager
for the City of Salem effective immediately, and that the City Attorney is authorized
to prepare a letter agreement memorializing the appointment and that the Mayor is
authorized to sign such letter on behalf of the City. J ohn Saunders seconded the
motion.
Ayes: Foley, J ohnson, J ones, Martin, Saunders
