UNAPPROVED MINUTES
CITY COUNCIL SPECIAL WORK SESSION
September 12, 2019
A special work session of the Council of the City of Salem, Virginia, was held at the
Virginia Tech Carilion School of Medicine and Fralin Biomedical Research Institute at VTC, Two
Riverside Circle, Roanoke, Virginia, on September 12, 2019, at 6:00 p.m., there being present
the following members of said Council, to wit: Byron Randolph Foley, William D. Jones, Jane W.
Johnson, James A. Martin, and John E. Saunders; James E. Taliaferro, II, Interim City Manager
and Clerk of Council; Crystal L. Williams, Assistant to the City Manager; and Judy Hough, Deputy
City Clerk; governments from more than 20 localities spanning the New River Valley, Roanoke
region, and Alleghany Valley were represented; and the following business was transacted:
Mayor Foley reported that this date, place, and time had been set in order for the Council
to hold a work session; Mayor Foley called the Council meeting to order; and
WHEREAS, Tim Sands, PhD, President of Virginia Tech, and Nancy Howell Agee, President
and CEO of Carilion Clinic, welcomed everyone to the joint regional government forum; and
WHEREAS, Lee Learman, MD, PhD, Dean, VT-Carilion School of Medicine, presented
“Training Physicians to Transform Healthcare;” and
WHEREAS, Nancy Howell Agee presented “Carilion Clinic’s Capital Investment Plan and Its
Impact on Enhancing Health Care in Southwest Virginia;” and
WHEREAS, Michael J. Friedlander, PhD, Vice President for Health Sciences, Virginia Tech
and Founding Executive Director of Fralin Biomedical Research Institute at VTC, presented
“Overview of the Fralin Biomedical Research Intitute at VTC and Its Impact on the Regio n;” and
WHEREAS, Tim Sands presented “Virginia Tech’s New Educational Initiatives and their
Impact on the Region and the Commonwealth;” and
WHEREAS, following the presentations, there was a question and answer period; and
WHEREAS, there being no further business, Mayor Foley adjourned the meeting at 7:54
p.m.
