meeting and the J oint Regional Local Elected Officials Meeting with C arilion and Virginia Tech
held on September 12, 2019.

A.Amendment to the Zoning Ordinance
Hold public hearing and consider an ordinance on first reading for rezoning the properties of R.
Fralin Companies, Inc, contract purchaser, and T he Simms Family Limited Partnership and S FE,
LLC, property owners, located at 211 Diamond Road and 135 Diamond Road (Tax Map #s 272-2-
1 and 273- 2-1) from A G - Agriculture District / RSF - Residential Single Family District to RSF
Residential Single Family District. (C ontinued from the August 26, 2019, meeting. Petitioner has
requested to withdraw the request. Recommend withdrawing the request; see Page 1 Planning
C ommission minutes.)
B.Special Exception P ermit
Hold public hearing to consider the request of R. Fralin Companies, Inc., contract purchaser, and
T he Simms Family Limited Partnership, property owner, for the issuance of a Special Exception
Permit to allow Single Family Dwellings, Attached with proffered conditions on the property
located at 211 Diamond Road (Tax Map # 272 - 2 - 1). (Continued from the August 26, 2019,
meeting. Petitioner has requested to withdraw the request. Recommend withdrawing the request;
see Page 1 Planning C ommission minutes.)

Hold public hearing to consider the request of R. Fralin Companies, Inc., contract purchaser, and
T he Simms Family Limited Partnership and SFE, LLC, property owners for the issuance of a
Special Exception Permit to allow C luster Housing Overlay - Single Family Dwellings, Detached
with proffered conditions on the properties located at 211 Diamond Road (Tax Map # 272-2-1) and
135 Diamond Road (Tax Map # 237-2-1). (Advertised in the September 5 and 12, 2019, issues of
the Salem Times Register. Petitioner has requested to withdraw the request. Recommend
withdrawing the request; see Page 1 Planning Commission minutes.)
B.Use Not P rov ided F or P ermit
Hold public hearing to consider the request of Hines Services, LLC , dba Farmer Auctions, lessee,
for the issuance of a Use Not Provided For Permit to allow retail sales and an auction and
appraisal business on the property located at 29 Wildwood Road (Tax Map # 137-1-1.2).
(Advertised in the September 5 and 12, 2019, issues of the Salem Times Register. Recommend
approval with conditions; see Page 2 Planning Commission minutes.)
C .Salem School Board
C onsider setting date for public hearing in accordance with Section 22.1-29.1 of the C ode of
Virginia, 1950 as amended, regarding the expiration of terms for Andy Raines and Artice Ledbetter.
(Suggest date of October 14, 2019)
D.Appropriation of F unds
C onsider request to appropriate proceeds from the sale of equipment. Audit - Finance Committee
