INTRODUCTION

In the past several years, the City of Salem
has made strides to revitalize its downtown in
ways that promote community engagement,
adaptive reuse of historic buildings, local
entrepreneurship, and sustained relationships
with Roanoke College. Following the adoption
of its 2012 Comprehensive Plan and 2016
Downtown Plan, the City has strategically worked
with local residents, businesses, and developers
to begin to implement and achieve its downtown
revitalization goals. New developments that
have attracted new businesses and residents to
the downtown are already adding to the overall
vibrancy of Salem’s Main Street.
As a supplement to its most recent plans and
incentives, the City is using grant funds from the
third round of the State’s Urban Development
Area (UDA) program to develop an advisory
Pattern Book for downtown. This Pattern Book
is designed to help citizens, business owners,
developers, and policy makers generate more
ideas for enhancing downtown’s public spaces.
While the ideas expressed in this document can
be applied throughout the city, this pattern book
is focused directly on the parts of Salem included
in the City Core UDA. Adopted in 2015 along with
the Village Core UDA and Mixed-Use Corridor
UDA, the City Core UDA includes all of downtown,
Roanoke College, the Boulevard, and some
surrounding residential neighborhoods. In the
spirit of Traditional Neighborhood Development
(TND), on which the UDA program is based,
this Downtown Pattern Book provides design
guidance that will help downtown Salem become
a more pedestrian-accessible and human-scaled
place for all to enjoy.
To meet downtown Salem’s current needs,
this pattern book will be organized into three
primary sections: (1) city, college and business
partnerships, (2) rethinking the ground floor and
parking, and (3) rethinking streets, alleys and the
public realm.
Downtown Salem Pattern Book
The Downtown Salem Pattern Book is designed
to provide inspiration to City staff, private
developers and business owners, and the public
regarding how Salem can apply new urban design
ideas to continue to enhance its downtown.
This document presents ideas and projects
through case studies and precedent imagery
that demonstrate how other jurisdictions have
improved various aspects of their downtown
public realms.
The projects and ideas shared in this Pattern Book
emphasize municipalities that are compatible
with the scale and character of Salem, and focus on
realistic, implementable projects. This document
is not regulatory and its recommendations do not
function as design standards. Nevertheless, future
development in downtown Salem should refer to
this document in order to better understand both
Salem’s existing and desired future character.

Downtown Salem Pattern Book
The Downtown Salem Pattern Book is intended
to provide design guidance and inspiration
for Salem’s Downtown Core UDA. This UDA
encompasses all of downtown Salem: north from
Roanoke College, south to the railways near the
Graham White Manufacturing Company, east
from Lake Spring Park, and west to Longwood
Park. While the Downtown Core UDA includes
residential neighborhoods adjacent to downtown,
the guidance provided in this pattern book, and
future applications only pertains to commercial
and mixed-use places in downtown and along the
Boulevard as noted on the map on page 9.

Roanoke College is both a community asset and
an invaluable partner as Salem’s downtown
revitalizes and evolves. Despite Roanoke
College being a critical component of Salem’s
downtown and the City Core UDA, its campus is
visually disconnected from Main Street. Ongoing
streetscape projects on Main Street and College
Avenue are striving to better connect the College
to the Downtown, yet there are still additional
opportunities to apply streetscaping and
wayfinding to better connect Roanoke College to
Downtown- as indicated in this document.
The College Avenue Promenade that follows
demonstrates a way in which a college and a
municipality have worked together to strengthen
its visual and physical connections.

College Avenue Promenade (Blacksburg, VA)
College Avenue Promenade (Blacksburg, VA)
College Avenue in Blacksburg, Virginia is a
critical pedestrian link between North Main
Street in downtown and Virginia Tech’s
Drillfield and campus. Given College Avenue’s
function as a primary pedestrian gateway into
downtown that’s flanked by cultural amenities,
Blacksburg converted that street from a car-
oriented corridor to a curbless street with wider,
safe sidewalks. The project added trees and
plantings, decorative paving treatments, and
an outdoor amphitheater. The new streetscape
better defines the street as a strong connection
between the university and downtown,
encourages people to linger and visit neighboring
shops and restaurants, and adds to Blacksburg’s
unique sense of place.

revitalizing and reimagining Roanoke College’s
buildings within the downtown will be
increasingly important in order to further connect
the college to downtown. The following projects
are examples of how municipalities, colleges and
developers have used creative joint ventures and
partnerships to redevelop existing buildings or
create new buildings that create more vibrant
and places with a mix of uses.
To better connect Harrisonburg’s revitalizing
downtown and James Madison University’s
campus, public and private entities have created
new student housing opportunities within
Harrisonburg’s downtown. The Urban Exchange
at 238 E. Water Street is a great example of a
private redevelopment housing project that is
designed to create a stronger relationship with
the downtown by housing local college students
within the downtown core. This redevelopment
project converted a series of low-density strip
commercial properties into two mixed use
buildings with an interior linear park. The park
is enhanced with colorful elevated walkways
that link each residential floor. Following the
building’s construction in 2008, the development
has triggered additional small-scale development
projects, with new restaurants and shops in and
around Harrisonburg’s downtown.

Built in 2006, Midtown Square is a mixed-use
development located adjacent to Longwood
University in Farmville, Virginia. The project,
which was developed as a joint venture between
Pinnacle Construction and Development
Corporation and Longwood University, consists
of 416 student beds, and hosts 45,000 square
feet of ground floor retail and commercial
space. The development is situated directly
across Farmville’s Main Street from Longwood
University’s campus center, and functions as a
development link between downtown Farmville
and the university campus. The development is
comprised of four separate four-story buildings
and is positioned along a street grid which aligns
with surrounding existing streets.

Located across Harrisburg Avenue from its
campus center, Franklin & Marshall College
independently developed College Row in 2007.
Between its two five-story buildings, College Row
includes 125 apartment-style dormitories for 400
upperclassmen, and 50,000 square feet of retail
space in the buildings’ ground floor. Designed by
the College to retain more upperclassmen on-
campus and add more vibrancy to the campus and
its environs, College Row now hosts a brewery
and supports local businesses that serve student
residents. College Row’s extended streetscape
on Harrisburg Avenue encourages students to
linger and helps to better emphasize the avenue’s
connection to downtown Lancaster.

Completed in 2011, Seagull Square is an on-
campus mixed-use development partnership
between Salisbury University and Rinner
Development. The project hosts 185 student
apartments and 23,000 square feet of retail space
within one five-story building. Located on the edge
of Salisbury University’s campus, the building is
designed as a signature building with gateway
features such as a central clock tower and a plaza.
The development serves as a creative transition
between the formal campus and its surrounding
suburban shopping centers; the mixed-use
building includes limited teaser parking along its
suburban frontage, while the building’s campus
frontage is more academic and integrates into
an adjacent courtyard. The building also includes
limited ground floor classroom space that adjoins
the retail and commercial spaces.

The ground floor of urban buildings help define
the character and experience of downtown’s
main streets and public realms. Building ground
floors and their uses have a significant impact on
the vibrancy of the street and of the public realm.
When building ground floors host uses such as
shops, restaurants and lobbies that provide access
to and utilize the adjacent sidewalks, these uses
attract people to the buildings and contribute
to more street life and activities. Typically, when
ground floors are filled with less active uses, such
as offices or uses that don’t encourage client
patronage, the ground floor and its adjacent
sidewalks will be less active and will detract from
an area’s vibrant street life. The following images
demonstrate buildings with ground floor uses that
contribute to more vibrant streets and sidewalks.
VIBRANT GROUND FLOORS
Downtown Salem Pattern Book
Most downtown patrons access Salem’s
downtown businesses by car. While it’s necessary
to continue to provide better access to downtown
for bicyclists and pedestrians, there are also ways
to provide better access to existing parking in
downtown Salem in order to facilitate easier
visits to downtown by car.
Currently, almost all parking in downtown
Salem is privately owned and managed across
numerous property parcels. There are no existing
shared parking agreements and limited on-street
parking spaces, making parking in downtown feel
challenging and cumbersome. Unless a business
hosts its own parking lot, there’s no guarantee
that a patron will be able to find a parking space
on a conveniently located downtown street. A
current lack of parking coordination, despite a
large parking supply, creates the illusion that
downtown does not have enough parking.
This perceived lack of parking deters potential
customers and patrons from utilizing the
downtown.
As new development occurs in downtown new
public parking will likely be needed in the future.
In the meantime, downtown’s institutions and
businesses can collaborate with the City to
develop shared parking agreements that not only
facilitate customers to visit an individual business
or institution, but also promotes visitors to park
once, and then walk to numerous businesses and
places throughout downtown.
To maximize shared parking agreements,
the City should consider implementing
complimentary parking management strategies
such as wayfinding and signage for drivers and
pedestrians to easily navigate parking. As part
of a 2014 design challenge, the Long Island
Index and Dub Studios devised a similar parking
management system for Patchogue, New York’s
downtown. Dub Studios’ design proposal, called
“Brackets”, devised a network of pedestrian
pathways, automated signage and landscape
improvements that make it easier to find available
parking, and more pleasing to walk from parking
areas to destinations. For more information

Studios’ proposal for Patchogue, and two maps
that illustrate one potential way to use existing
alleys, pedestrian ways, sidewalks, and parking
drive lanes in Salem to create a clear pedestrian
pathway network that better connects downtown
businesses and institutions to available parking.

Dub Studio’s “Brackets” utilizes Patchogue’s existing private and public parking lots and unifies them using new
pedestrian pathways that direct pedestrians with clear signage and painted pathways. Similar to how someone
might navigate a parking garage’s label areas, a driver only needs to rememeber the appropriate parking lot name .
Wayfinding and designated walkways will safely direct the pedesterian from their vehicle to their final destination.

screening service areas, emphasizing pedestrian

Depending on location and adjacent uses,
parking can become underutilized. An example
of an underutilized parking lot might be a church
parking lot that is only occupied during weekend
services. Alternatively, a government building
parking lot might only be occupied during week
business hours. Shared parking agreements
more effectively utilize surface parking, but some
parking spaces are still rarely used. Rather than
have empty asphalt parking spaces, downtown
property owners and businesses can work
together to create temporary or permanent
open spaces for downtown patrons and visitors

Just south of downtown, Roanoke Boulevard (the
Boulevard) between East Burwell Street and South
College Avenue is a small, two-block, commercial
cluster. The area includes some historic buildings
that are anticipated to be rehabilitated, such
as the Peacock Cleaners Building. The area’s
existing buildings are interspersed with surface
parking lots that are prime for infill mixed-use
redevelopment projects. The following images
show examples of what the character of new
development along the Boulevard could look like.
As redevelopment opportunities arise, there are
also opportunities to rethink the Boulevard’s
streetscape. The roadway within the two-block
stretch currently consists of four vehicular travel
lanes flanked by on-street parking. Existing
sidewalks are continuous throughout the two-
block stretch but are narrow and do not comply
with the Americans with Disabilities Act (ADA)
standards. As most properties include on-site
parking, there are many wide curb cuts, which
discourage walking. As Salem continues to grow
and thrive, the Boulevard presents an opportunity
to create another walkable commercial corridor a
couple blocks south of the downtown core.
These two blocks are the only portion of the
Boulevard with more than two drive lanes. North
of East Burwell Street and southeast of South
College Avenue, the roadway narrows to one
drive lane in each direction. The illustrative map
on the following pages shows one example of how
the Boulevard’s streetscape could be improved
to facilitate more walkability, create a better
sense of place, provide more greenery, and allow
better access to existing and future businesses.
Precedent images on the following pages show
examples of redesigned streetscapes that
incorporate design elements like planted medians,
widened sidewalks, and added crosswalks that
could be applied to a future Roanoke Boulevard
streetscape project.

or “bulb-outs” create more space for pedestrians
and make crossing the street easier by shortening
crossing distances across the roadway.
Widened sidewalks provide more space for

widened sidewalk allow for consistent tree

ALLEYS
Typically considered places for building servicing
or parking access, downtown alleys have been
repurposed in many jurisdictions across the
country as places for people. When not being used
for building servicing or parking access, alleys
can have second lives as pedestrian walkways
and places for art installations and temporary
parks. Given downtown Salem’s historic street
grid layout, downtown’s existing streets and
alleys create fourteen 265-foot blocks flanking
Main Street. These alleys are Cherry Alley,
White Oak Street Alley, Colorado Street Alley,
and Strawberry Alley. The map below shows
downtown Salem’s existing alley locations. The

can repurpose its alleys both temporarily or
permanently to create more places for people to

FOOD TRUCKS
Food trucks can be a creative way to add more
diverse dining options to Salem, especially
during special events like Old Salem Days. The
flexibility and mobility of food trucks can also
provide ways to activate parts of downtown that
are underserviced by dining options or can serve
businesses like breweries which don’t typically
serve food on-site. While encouraging more food
trucks in downtown Salem provides exciting
opportunities, the City should also consider
designating special food truck zones that can
cluster food trucks during designated hours of

Through the hard work of business owners,
developers, City staff, and citizens, Salem and
its downtown are growing and thriving. As new
businesses and residents move downtown, and
historic buidings are restored, there are more
opportunities for downtown to be a more vibrant
place with both a local and regional draw.
The guidance and examples provided in this
Pattern Book aim to continute to build on and
support the progress that has already been made
in Salem. With an emphasis on small and realistic
projects, this document aims to make downtown,
its businesses, and amenities more visible and
accessible to residents and visitors. By rethinking
Salem’s partnerships with businesses and

T he Executive Secretary Pro Tem noted this date and time have been set to hold a
public hearing to consider adopting Resolution of Recommendation regarding T he
Downtown Salem Urban Development Area (UD A) Study and for amending the
"Comprehensive Plan of the City of Salem, Virginia" to reflect the addition. She
reported that notice of such hearing had been published in the March 28, and April
4, 2019, issues of the Salem Times Register.
Staff noted the following regarding the request: in 2015, the City of Salem adopted
several Urban Development Areas (UD As) as part of the Comprehensive Plan, one
of which encompasses Downtown and is known as the City C ore UD A. Urban
Development Areas identify areas that have transportation needs where the locality
wishes to direct state transportation dollars. Expanding on the UD A program and in
conjunction with the C ity’s consultants Rhodeside & Harwell, the attached
Downtown UD A Study is presented.
Ben Tripp appeared before the C ommission noting that staff is requesting the
C ommission to continue this request to the May meeting.
C hair Daulton noted that this is a public hearing; however, there were no other
persons present to speak regarding this matter.
