CITY COUNCIL & EDA JOINT WORK SESSION
March 25, 2019
A joint work session of the Council of the City of Salem, Virginia, and Economic
Development Authority (EDA) of the City of Salem, Virginia, was held at the Electric
Department Conference Room, 730 West Main Street, Salem, Virginia, on March 25, 2019, at
5:30 p.m., there being present the following members of said Council, to wit: Byron Randolph
Foley (absent), William D. Jones, Jane W. Johnson, James A. Martin, and John E. Saunders;
with James E. Taliaferro, II, Clerk of Council, presiding; together with the following EDA
members: Todd Parsons, Acting Chair of the EDA, Wayne Adkins, Cindy Shelor, Dave Robbins,
Quinn Mongan & David Thornhill (absent); also, Steve Yost, City Attorney; Rosemarie B.
Jordan, Director of Finance; Crystal LaBrie, Assistant to the City Manager; Melinda J. Payne,
Director of Economic Development, and Sadie Remington, Economic Development Specialist;
and the following business was transacted:
Mr. Taliaferro reported that this date, place, and time had been set in order for the
Council to hold a work session; and
WHEREAS, a discussion was held regarding the role of the EDA and Council, followed by
a discussion of guidelines and use of city-owned properties; and
WHEREAS, Jay Taliaferro discussed there will be a follow-up meeting with the EDA and
Council to further discuss guidelines; and
WHEREAS, Ms. Remington gave Council an update on the job fair; and
WHEREAS, there were no other topics for discussion; and
There being no further business to come before the Council, the work session was
adjourned at 7:15 p.m.

1.C all to Order
A regular meeting of the Council of the City of Salem, Virginia, was called to order
at 7:30 p.m., there being present the following members to wit: Byron Randolph
Foley, Mayor (absent), J ane W. J ohnson, Vice-Mayor, C ouncil members: William
D. J ones, J ames A. Martin, and J ohn E. Saunders; along with J ames E. Taliaferro,
II, Interim City Manager and C lerk of C ouncil; Rosemarie B. J ordan, Director of
Finance; and Stephen M. Yost, C ity Attorney.

Consider acceptance of the minutes from the March 11, 2019, work session and
regular meeting.

4.New Business
A.P ersonal P roperty Tax Relief Act (P P T RA)
Consider request to adopt Resolution 1354 setting the allocation percentage for
personal property tax relief for the 2019 tax year. Audit - Finance C ommittee.
Mr. J ones noted the Audit Finance Committee met earlier this evening to discuss
this request. In December 2005, the Personal Property Tax Relief Act (PPT RA)
provided relief to owners of personal use motor vehicles statewide. City C ouncil
adopted an ordinance enacting these changes to the Act in December 2005. T he
C ity uses the “Specific Relief” method to allocate the relief at the same percentage
across the board to the first $20,000 of personal use value. Vehicles valued at
$1,000 and below receive 100% tax relief. T he C ommittee reviewed the request and
recommends adoption of the resolution that establishes the percentage reduction for
personal property tax relief at 56.66% for the City of Salem for the 2019 tax year.
William J ones motioned to adopt Resolution 1354 setting the allocation percentage
for personal property tax relief for the 2019 tax year. J ames Martin seconded the
motion.

B.Budget Work Session Dates
Consider setting dates for 2019-20 budget work sessions. (Suggested dates are
April 23, 24, and 25, 2019.)
Mr. Taliaferro noted that Council needs to consider setting dates for the 2019-20
budget work sessions. T he proposed dates are April 23, 24, and 25, 2019.
William J ones motioned to set April 23, 24, and 25, 2019, for 2019-20 budget work
sessions. J ames Martin seconded the motion.
