COUNCIL MEETING
March 22, 2019
A special meeting of the Council of the City of Salem, Virginia, was held in Council
Chambers, City Hall, 114 North Broad Street, on March 22, 2019, at 8:00 a.m., there being
present the following members of said Council, to wit: Byron Randolph Foley, Jane W.
Johnson, William D. Jones, James A. Martin, and John E. Saunders; with Byron Randolph Foley,
Mayor, presiding; together with James E. Taliaferro, II, Interim City Manager and Clerk of
Council; Rosemarie Jordan, Director of Finance; Tammy Todd, Assistant Director of Finance;
Stephen M. Yost, City Attorney; and the following business was transacted:
Mayor Foley reported that this date, place, and time was set as a special meeting of City
Council, in accordance with Section 4.6 (b) of The Charter of the City of Salem, Virginia, in order
for the Interim City Manager to present the budget to Council for fiscal year 2019-2020 in
accordance with Section 8.3 of The Charter of the City of Salem, Virginia; and
WHEREAS, members of the news media were notified of said meeting by press release
e-mailed on March 15, 2019; and
WHEREAS, the Interim City Manager appeared before the Council and stated that this
budget year has been significantly different than budgets in the past few years. We have been
able to program in a fair amount of capital purchases ($2M) and a 3% raise for full-time
employees. He is pleased to present to Council for its consideration and deliberation, a
balanced budget. He thanked Director of Finance Rosie Jordan, Assistant Director of Finance
Tammy Todd, Accounting Supervisor Mary Ann Penney, and all Department Directors for their
work in the preparation of the budget for the fiscal year 2019-2020. He then presented the
budget for the fiscal year 2019-2020 to Council on behalf of himself and city staff; and
WHEREAS, budget work sessions are tentatively scheduled for April 23rd through 25th.
Council will approve the schedule as part of the regular City Council meeting on Monday, March
25, 2019; and
THEREUPON, said budget for the fiscal year 2019-2020 was received as presented by the
Interim City Manager.
There being no further business to come before the Council, the same on motion
adjourned at 8:05 a.m.
