MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
A meeting of the Economic Development Authority of the City of Salem, Virginia was
held on October 10, 2023, at 3:00 p.m. in Council Chambers of City Hall, 114 North Broad
Street, Salem, Virginia 24153. The following members of the Authority were present: Dave
Robbins, Quinn Mongan, Macel Janoschka, Paul Kuhnel, Cindy Shelor, and Sean Kosmann.
There, also present was Rob Light, Assistant City Manager, Rosie Jordan, Treasurer, Jim
Guynn, Legal Counsel, Tommy Miller, Director of Economic Development, Wayne Adkins,
Business Outreach Coordinator and Crystal Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m.
The minutes from the September 30, 2023, and Joint Work Session meeting on October
2, 2023, were presented and approved as written.
Ms. Jordan reviewed the financial report as of September 30, 2023. The report was
received as presented.
Mr. Miller provided the following updates: Mr. Fitzgerald has recorded the UCC filing
for the equipment for STS Group North America, LLC; the final edits are being made to the
performance agreement for Wabtec; and an East Bottom community meeting will be held on
November 8, 2023, at the Civic Center. Mr. Adkins has been visiting the businesses to share the
information. The Council and EDA will share the cost of the meeting. The Chair suggested
signage to let homeowners know they are invited.
As a follow-up comment, Ms. Shelor shared with Mr. Miller that the general population
needs to know what is going on in Economic Development.
Mr. Adkins stated the mural at the Allsports property is progressing. Mr. Murrill should
be finished by the end of October. Work will start on a mural on Broad Street on the 2nd on Main
property. The EDA is absorbing the costs for half of that mural.
Mr. Miller provided some general updates.
There being no further business the meeting adjourned.
