HomeMy WebLinkAbout12/20/2022 - Economic Development (EDA) - Minutes - MINUTES OF THE OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF SALEM, VIRGINIA On December 20, 2022, at 3:00 p.m., a meeting of the Economic Development Authority of the City of Salem, Virginia was held in the Council Chambers of City Hall, 114 North Broad Street, Salem, Virginia. The following members of the Authority were present: Dave Robbins, Macel Janoschka, Sean Kosmann, Paul Kuhnel, Cindy Shelor and Quinn Mongan. Rob Robinson was absent. There, also present was James E. Taliaferro, II, City Manager, Rosie Jordan, Treasurer, Jeremy Carroll, Guynn, Waddell, Carroll & Lockaby, P.C., Wayne Adkins, Business Outreach Coordinator, Tommy Miller, Director of Economic Development and Crystal Williams, Secretary. The meeting was called to order at 3:00 p.m. and the minutes from the November 15, 2022, meeting were approved as written. Ms. Jordan reviewed the financial report as of November 30, 2022. The report was received as presented. Mr. Miller gave an update on the strategic plan process. All stakeholder meetings have been held and he is concentrating on compiling the information into a spreadsheet to provide feedback to the EDA and plans to deliver the strategic plan in the first quarter of 2023. A motion was made to hold a closed session in accordance with Section 2.2-3711 A (5) concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business or industry’s interest in locating or expanding its facilities in the community, relating to available space at the former GE building. Motion: Mongan; Second: Kuhnel; All aye Upon reconvening a motion was made in accordance with Section 2.2-3712 D of the Code of Virginia, 1950 as amended to date, and the EDA certified that in closed session only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the closed session was convened were heard, discussed, or considered by the EDA. Motion: Mongan; Second: Shelor; All Aye Mr. Adkins shared an update about murals. An artist is coming to meet with city staff and some EDA members January 9th. As a follow up to the discussion at last month’s meeting Mr. Adkins shared City staff has met with some EDA members and plans to come back to the EDA with a formal proposal using historical maintenance on a property as a type of consideration for property owners to receive funding assistance for a façade grant. Mr. Adkins is working with Lewis Barker and Robin Poteet to consider a design for the front of the Barker Realty building located at 13. E. Main Street and more information will be forthcoming. There were several business visits reported as well as an update on workforce development. There being no further business the meeting adjourned at 4:29 p.m.
