ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
On April 18, 2022, at 3:00 p.m., a meeting of the Economic Development Authority of the
City of Salem, Virginia was held in Council Chambers of City Hall, 114 North Broad Street, Salem,
Virginia. The following members of the Authority were present: Dave Robbins, Cindy Shelor, Sean
Kosmann, and Quinn Mongan. Macel Janoschka, Paul Kuhnel and Rob Robinson were absent.
There, also present was Rosie Jordan, Treasurer, Amy Morris, Finance, Mike Lockaby,
Guynn, Waddell, Carroll & Lockaby, P.C., Wayne Adkins, Business Outreach Coordinator, Tommy
Miller, Director of Economic Development and Crystal Williams, Secretary.
The meeting was called to order at 3:00 p.m. and the minutes from the February 8, 2022,
meeting were accepted as presented.
Ms. Jordan reviewed the financial report as of March 31, 2022. The report was accepted as
presented.
Ms. Jordan reviewed the FY2023 proposed budget documents. A discussion was held, and the
decision was made that the EDA will review further and provide feedback at the next meeting.
The Chair introduced Tommy Miller, the new Director of Economic Development. Mr. Miller
shared some comments with the EDA.
Mr. Adkins gave updates on façade grants, business and industry and workforce.
There being no further business the meeting adjourned at 3:40 p.m.
