ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
On February 8, 2022, at 3:00 p.m., a meeting of the Economic Development Authority of the
City of Salem, Virginia was held in the Community Room of the Civic Center, 1001 Roanoke
Boulevard, Salem, Virginia. The following members of the Authority were present: Dave Robbins,
Paul Kuhnel, Cindy Shelor, Sean Kosmann, Rob Robinson, and Quinn Mongan. Macel Janoschka
was absent.
There, also present was Rosie Jordan, Treasurer, Amy Morris, Finance, Jim Guynn, and Matt
Schmitt, Guynn, Waddell, Carroll & Lockaby, P.C., Wayne Adkins, Business Outreach Coordinator
and Crystal Williams, Secretary.
The meeting was called to order at 3:06 p.m. and the Chair noted the agenda called for the
annual consideration of the election/re-election of officers.
A motion was made for Dave Robbins to continue serving as Chairman.
Motion: Mongan; Second: Kuhnel; All aye
A motion was made for Quinn Mongan to continue serving as Vice-Chairman.
Motion: Shelor; Second: Robinson; All aye
A motion was made for Rosie Jordan to continue as Treasurer and Crystal Williams as
Secretary.
Motion: Mongan, Second: Robinson; All aye
The minutes from the November 16, 2021, meeting was presented and followed by a motion
to accept.
Motion: Janoschka; Second: Kuhnel; All aye
Ms. Jordan reviewed the December 2021 financial report, and the report was received as
presented.
Mr. Adkins gave an update on the façade grants. He shared that activity is slow but the four
projects the Hickson Lock & Key building, the Bookkeeping Building, the Dorsey property (formerly
Hidden Treasures), and the Newberry building are all in various stages.
Mr. Adkins gave a business and industry update. Layman Candy closed on the property, and
he is working with them along with VEDP on the job creation incentives. The former GE building
closed at a sales price of 11.4M. Colliers International is the broker and they are currently working
with a potential tenant that is a manufacturer.
Mr. Adkins gave a workforce update.
There being no further business the meeting adjourned at 3:47 p.m.
