ECONOMIC DEVELOPMENT AUTHORITY OF
CITY OF SALEM, VIRGINIA
On November 16, 2021, at 3:00 p.m., a meeting of the Economic Development
Authority of the City of Salem, Virginia was held in the Community Room of the Salem
Civic Center, located at 1001 Roanoke Boulevard, Salem, Virginia. The following
members of the Authority were present: Dave Robbins, Macel Janoschka, Paul Kuhnel,
Cindy Shelor and Sean Kosmann. Rob Robinson and Quinn Mongan were absent.
There, also present was Jay Taliaferro, City Manager, Rob Light, Assistant City
Manager, Rosie Jordan, Treasurer, Mike Lockaby, Guynn, Waddell, Carroll & Lockaby,
P.C., Wayne Adkins, Business Outreach Coordinator and Crystal Williams, Secretary to
EDA.
The Chair called the meeting to order at 3:04 p.m.
The minutes from the October 19, 2021, meeting was presented and followed by a
motion to accept.
Motion: Janoschka; Second: Kuhnel; All aye
Ms. Jordan reviewed the September 2021 financial report, and the report was
received as presented.
The Chair introduced Kirtesh Patel with Omma Management, LLC. Mr. Patel
shared his background and projects with the EDA.
Ms. Williams presented a formal request from Mr. Walker on the Valleydale
property (Indiana Street, LLC) to extend the maturity date for one year. As part of the
extension request Mr. Walker would like to bring the interest current for the loan. The
current loan is scheduled to mature in January and this extension would end January 31,
2023. A motion was made to accept Mr. Walker’s request.

Mr. Adkins gave an update on the façade grant program progress followed by
several property updates.
Mr. Adkins made a request of the EDA to fund a job fair in April 2022 that will
be held at the Salem Civic Center. The approximate cost of the job fair is $2,850. A
discussion was held followed by a motion.

There being no further business the meeting adjourned at 4:11 p.m.
