ECONOMIC DEVELOPMENT AUTHORITY OF
CITY OF SALEM, VIRGINIA
A meeting of the Economic Development Authority of the City of Salem,
Virginia, was held in the Council Chambers at City Hall, 114 North Broad Street, on
August 17, 2021, at 3:00 p.m. The following members of the Authority were present:
Quinn Mongan, Dave Robbins, Macel Janoschka, Paul Kuhnel and Rob Robinson. Cindy
Shelor and Sean Kossman were absent.
There, also present was Rob Light, Assistant City Manager, Rosie Jordan,
Treasurer, Mike Lockaby, Guynn, Waddell, Carroll & Lockaby, P.C., Wayne Adkins and
Crystal Williams, Secretary to EDA.
The EDA Chair, Dave Robbins called the meeting to order at 3:00 p.m.
The minutes from the July 20, 2021, meeting was received as presented followed
by a motion to accept.
Motion: Mongan, Second: Janoschka; All aye
Ms. Jordan reviewed the financial report with the EDA. The report was received
and filed. Ms. Jordan reviewed the FY2022 proposed EDA budget. A discussion was
held followed by a motion to approve the budget.
Mr. Adkins stated that he and Crystal Williams met with the EDA Chair last week
and discussed the minor changes the Façade Grant documents. The documents have been
updated and City staff would like to request a motion from the EDA to reinstate the
program.
Motion: Kuhnel, Second: Mongan; All aye
The Chair stated the City Manager presented the Downtown Salem Future Land
Use map and would like for the EDA to approve the map to be used in conjunction with
the Façade Grant Program.
Motion: Mongan, Second: Kuhnel; All aye
The Chair further stated we need to get the program out to notify businesses and
property owners. Mr. Adkins stated City staff would not do a mass mailing, but we would
list the program on the website and will touch base with some directly.
The Chair asked Mr. Adkins to reach out to the Zoning Administrator to work
with anyone that may have been eligible for the CDBG program.
Mr. Adkins gave a presentation to the EDA on Degree Inflation. A discussion was
held, and it was determined that the Eda would sponsor an event in the future which
would include our business and industry CEO’s. Mr. Adkins will come back to the EDA
with the details.
There being no further business the meeting adjourned at 4:10 p.m.
