OF THE ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
A meeting of the Economic Development Authority of the City of Salem,
Virginia, was held in Council Chambers at City Hall on October 21, 2020 at 11:00 a.m.
The following members of the Authority were present: Cindy Shelor, Wayne Adkins,
Macel Janoschka, Dave Robbins, and Rob Robinson; Absent Quinn Mongan and David
Thornhill
There, also present was James Taliaferro, City Manager, Rob Light, Assistant
City Manager, Rosie Jordan, Director of Finance, Sidney Kuzmich, Deputy
Commissioner and Crystal Williams, Assistant to the City Manager and Secretary to the
EDA.
The Chair called the meeting to order at 11:01 a.m.
A motion was made to approve the minutes from September 15, 2020 meeting.

Ms. Jordan reviewed the August financial report. The report was received and
filed.
Mr. Adkins reviewed a draft application for the small business assistance grant
program noting we still have not addressed our non-profits therefore the EDA will need
direction from the City Attorney to proceed. Mr. Taliaferro stated the auditors could
provide feedback. Ms. Jordan agreed to follow up on this and report back to the EDA.
A motion was made to approve the application for round two of the small business
assistance grants with the changes noted, designating $400,000 for the small businesses
with the remaining $100,000 designated, as amendable for non-profits.

Mr. Taliaferro presented a draft copy of the performance agreement and reviewed
the grant incentives for the Tractor Supply performance agreement between the City of
Salem, the City of Salem EDA and TKCCCXXXIX, LLC. There were no changes made
to the agreement and a motion was made to approve.

The Chair stated our businesses have varied needs and we may want to consider a
survey to determine what businesses need to help.
Mr. Robbins stated he would like to have the Zoning Administrator give us an
update on the CDBG façade grants.
There being no further business the meeting adjourned at 11:55a.m.
