MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
December 10, 2024, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Paul Kuhnel, Quinn Mongan, Joe Curran, Dave Robbins, Cindy Shelor,
and Sean Kosmann. Jason Fountain was absent.
Rob Light, Assistant City Manager; Rosie Jordan, Treasurer; Jim Guynn, Legal Counsel;
Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach
Coordinator; Rebecca Marsh, Economic Development Specialist; and Crystal Williams,
Secretary, were present.
The Chair called the meeting to order at 3:00 p.m. The November 12, 2024, meeting
minutes were approved as written. Ms. Jordan reviewed the financial report as of October 31,
2024, and the report was received as presented.
A motion was made to hold a closed session in accordance with Section 2.2-3711 A(5) of
the 1950 Code of Virginia, as amended, for discussion concerning a prospective business or
industry or the expansion of an existing business or industry where no previous announcement
has been made of the business or industry’s interest in locating or expanding its facilities in the
community, relating to a manufacturer’s constrained on available production space and/or talent.
Motion: Mongan; Second: Robbins; All Aye
Upon reconvening, a motion was made in accordance with Section 2.2-3712D of the
Code of Virginia, 1950, as amended to date. The EDA certified that in closed session, only items
lawfully exempted from open meeting requirements under the Virginia Freedom of Information
Act and only such items identified in the motion by which the closed session was convened were
heard, discussed, or considered by the EDA.
Motion: Mongan; Second: Shelor; All Aye
Mr. Miller presented an incentive policy draft for review. The plan is to return the
proposed draft to the EDA at the February meeting.
Mr. Adkins presented a façade grant application for the Barker Realty property at 13
E. Main Street. A motion was made to reimburse Lewis Barker for $7,500.

There being no other business, the meeting was adjourned.
