HomeMy WebLinkAbout10/8/2024 - Economic Development (EDA) - Minutes - Regular MINUTES OF THE MEETING OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF SALEM, VIRGINIA The Economic Development Authority of the City of Salem, Virginia, held a meeting on October 8, 2024, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street, Salem, Virginia 24153. Quinn Mongan, Joe Curran, Jason Fountain, Sean Kosmann and Paul Kuhnel. Dave Robbins and Cindy Shelor were absent. Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Rosie Jordan, Treasurer; Jim Guynn, Legal Counsel; Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; and Crystal Williams, Secretary, were also present. The Chair called the meeting to order at 3:00 p.m. The September 10, 2024 meeting minutes were presented and approved as written. Ms. Jordan reviewed the financial report as of August 31, 2024, and the report was received as presented. A motion was made to hold a closed session in accordance with Section 2.2-3711 A(5) of the 1950 Code of Virginia, as amended, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business or industry’s interest in locating or expanding its facilities in the community, relating to a manufacturer’s constrained on available production space and/or talent. Motion: Mongan; Second: Kosmann; All Aye Upon reconvening, a motion was made in accordance with Section 2.2-3712D of the Code of Virginia, 1950, as amended to date. The EDA certified that in closed session, only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the closed session was convened were heard, discussed, or considered by the EDA. Motion: Mongan; Second: Kosmann; All Aye Mr. Adkins gave the façade grant updates. Wonderous Books & More, 25 West Main Street: The expenditures are projected at $5,600. The EDA Grant would be $2,800. The project work consists of painting the front of the store including some detail sign work, tinting the windows, and installing a hanging sign on the west corner of the storefront. A motion was made to approve the façade grant project. Motion: Mongan; Second: Fountain; All Aye Lucky Cat, 1 West Main Street: This is a maintenance and repair façade grant with the EDA paying the full cost of the work. The projected cost is $6,584 with a contingency of $1,416 due to the nature of the work. Work consists of painting, restoring some copper trimmings at the entrance, door window and post repair, cleaning up the brick side of the building including mortar repair and a door replacement. The property is owned by the Minnie Snyder Foundation which has spent more than $30,000 in repairs and improvements to the building over the past three years. A motion was made to approve the project. Motion: Mongan; Second: Kosmann; All Aye Economic Development staff provided some general updates. Since there was no further business, the meeting was adjourned at 4:56 p.m.
