HomeMy WebLinkAbout5/14/2024 - Economic Development (EDA) - Minutes - Regular MINUTES OF THE MEETING OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF SALEM, VIRGINIA The Economic Development Authority of the City of Salem, Virginia, held a meeting on May 14, 2024, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street, Salem, Virginia 24153. Quinn Mongan, Dave Robbins (remote), Paul Kuhnel, Cindy Shelor, Macel Janoschka (remote), and Joe Curran were present. Sean Kossman was absent. Chris Dorsey, City Manager (absent); Rob Light, Assistant City Manager; Rosie Jordan, Treasurer; Jim Guynn, Legal Counsel; Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; and Crystal Williams, Secretary, were also present. The Chair called the meeting to order at 3:00 p.m. The April 9, 2024, meeting minutes were presented and approved as written. The secretary read the following statement on behalf of Dave Robbins to participate remotely in today’s meeting. ‘” In accordance with Section 2.2-3708.2(A) of the Code of Virginia and the remote participation policy of the City of Salem, I, Dave Robbins, hereby request to participate remotely due to a personal matter, specifically that I am out of town.” Motion: Mongan; Second: Shelor; All Aye (Robbins did not vote) The secretary read the following statement on behalf of Macel Janoschka to participate remotely in today’s meeting. “In accordance with Section 2.2-3708.2(A) of the Code of Virginia and the remote participation policy of the City of Salem, I, Macel Janoschka, hereby request to participate remotely due to a personal appointment out of town.” Motion: Mongan; Second: Shelor; All Aye (Janoschka did not vote) Today’s meeting agenda was amended, moving Item 6, titled Present Proposed Budget, after Item 4, Financials. Ms. Jordan reviewed the financial report as of March 31, 2024. The report was received as presented. Ms. Jordan then reviewed The EDA’s FY 24/25 proposed budget. A discussion was held. No action was taken at today’s meeting. The item will be considered by the EDA at the June 10, 2024 meeting. A motion was made to hold a closed session in accordance with Section 2.2-3711 A(5) of the 1950 Code of Virginia, as amended, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community, relating to a manufacturer. Motion: Mongan; Shelor: All Aye Upon reconvening, a motion was made in accordance with Section 2.2-3712D of the Code of Virginia, 1950, as amended to date. The EDA certified that in closed session, only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the closed session was convened were heard, discussed, or considered by the EDA. Motion: Mongan; Second: Shelor; All Aye Mr. Adkins presented information related to the EDA’s current façade grant program. As costs have risen, Mr. Adkins proposed that the EDA increase the match amount. A motion was made to increase the match amount from $5,000 to $7,500, effective July 1, 2024. Motion: Shelor; Second: Mongan; All Aye Mr. Adkins presented an application for reimbursement for expenses for the Maintenance and Repair façade grant program. Snyder Nursing Home has performed repairs on the property that exceed $30,000. A motion was made to reimburse Snyder Nursing Home for $10,000. Motion: Shelor: Second: Mongan; All Aye As a follow-up, Mr. Adkins stated the awnings are on order, and the painting will start May 20th. There being no further business, the meeting adjourned at 4:10 p.m.
