MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
A meeting of the Economic Development Authority of the City of Salem, Virginia was
held on November 13, 2023, at 3:00 p.m. in Council Chambers of City Hall, 114 North Broad
Street, Salem, Virginia 24153. The following members of the Authority were present: Dave
Robbins, Quinn Mongan, Macel Janoschka, Paul Kuhnel, and Cindy Shelor. Sean Kosmann was
absent.
There, also present, Rosie Jordan, Treasurer, Jim Guynn, Legal Counsel, Tommy Miller,
Director of Economic Development, Wayne Adkins, Business Outreach Coordinator and Crystal
Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m.
The minutes from the October 10, 2023 meeting were presented and approved as written.
Ms. Jordan reviewed the financial report as of October 31, 2023. The report was received
as presented.
Mr. Miller provided an update on the East Bottom meeting. Mr. Adkins is working on
collecting feedback from the Council, EDA members, and city staff who attended.
A motion was made to hold a Closed Session in accordance with Section 2.2-3711 A(5) of the
1950 Code of Virginia, for a discussion concerning a prospective business or industry or the expansion of
an existing business or industry where no previous announcement has been made of the business or
industry’s interest in locating or expanding its facilities in the community, relating to a manufacturer.

Upon reconvening a motion was made in accordance with Section 2.2-3712D of the Code of
Virginia, 1950 as amended to date, and the EDA certified that in closed session only items lawfully
exempted from open meeting requirements under the Virginia Freedom of Information Act and only such
items identified in the motion by which the closed session was convened were heard, discussed, or
considered by the EDA. Motion: Mongan; Second: Kuhnel; All Aye
Mr. Adkins presented information on the façade grants for the Sports Haven property
located at 4 E Main Street and 2nd On Main property located at 2 E Main Street. Within the last
three years, Snyder’s spent a total of $50,103.22 for maintenance and repairs. The façade work
cost for the Sports Haven property is $3,870.00. The EDA would pay these costs under the
Façade Grant Maintenance and Repairs program.
The façade work for the 2nd On Main is complete. The total cost of the completed project
was $6,121.52. Audra Doyle submitted a request for reimbursement from the EDA for 50% of
the cost which is $3,060.76.
Mr. Adkins noted another thing for the city to consider on the 2nd On Main property is
$12,092.35 was spent on the interior which is in addition to what Snyders spent. In speaking with
the EDA Chair, Audra Doyle has a contract for a mural on the building. The cost is $7,000.
Normally, the ask to the EDA would be for a 50% reimbursement. City staff is asking the EDA
to consider paying the full amount for the mural. All rights to the mural would be assigned to the
city upon approval.
Ms. Janoschka stated she has only seen positive comments about the mural. She further stated
she feels we can justify paying for the mural versus a façade grant.
Ms. Shelor asked if we are setting a precedence if we pay for the mural.
The Chair commented we have been approached and communicated to the other individuals the
EDA makes considerations on a case-by-case basis.
A motion was made to approve the reimbursement of $3,060.76 and for the EDA to pay $7,000
which covers the full cost of the mural for the 2nd on Main property.

Mr. Miller provided some general updates.
