HomeMy WebLinkAbout1/22/2018 - City Council - Minutes - RegularUNAPPROVED MINUTES CITY COUNCIL WORK SESSION January 22, 2018 A work session of the Council of the City of Salem, Virginia, was held in the City Manager’s Conference Room, 114 North Broad Street, Salem, Virginia, on January 22, 2018, at 6:30p.m., there being present the following members of said Council, to wit: Byron Randolph Foley, William D. Jones, Jane W. Johnson, James A. Martin, and James L. Chisom; with Byron Randolph Foley, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Rosemarie B. Jordan, Director of Finance; Melinda J. Payne, Director of Planning and Economic Development; Justin W. Kuzmich, Director of Real Estate; and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council to hold a work session; and WHEREAS, Mr. Kuzmich gave Council an update on the City’s real estate assessment values; and WHEREAS, Ms. Payne gave an update on Economic Development; and WHEREAS, there were no other topics for discussion. J ones, Vice-Mayor, C ouncil members: J ane W. J ohnson, J ames A. Martin, and J ames L. C hisom; along with Kevin S. Boggess, C ity Manager; J ames E. Taliaferro, II, Assistant City Manager and C lerk of C ouncil; Rosemarie B. J ordan, Director of Finance; Melinda J . Payne, Director of Economic Development; Mike Stevens, C ommunications Director; and Stephen M. Yost, City Attorney. Mayor Foley recognized new Salem Police Officer C hristopher N. Hawks and thanked him for his service. He also noted that Officer Hawks had previously been a firefighter for the City. 2.Pledge of Allegiance 3.Bid Openings, Awards, Recognitions 4.C onsent Agenda A.Minutes Consider acceptance of minutes from the J anuary 8, 2018, special meeting, work session, and regular meeting. Received 5.Old Business 6.New Business A.Special Exception P ermit Hold public hearing to consider the request of J ennifer Wiseman, lessee, and Roanoke Investments LLC, property owner, for the issuance of a Special Exception Permit to allow a beauty salon and day spa on the property located at 1200 Electric Road (Tax Map # 230-2-1). (Advertised in the J anuary 4 and 11 issues of the Salem Times Register. Recommend approval see Page 1 Planning C ommission minutes.) STA FF REPO RT Mayor Foley reported that notice of such public hearing had been published in the J anuary 4 and 11 issues of the Salem Times Register, and the Planning C ommission at its J anuary 10 meeting recommended approval of the request. Staff noted the following regarding the Special Exception Permit request: the subject property consists of a single parcel of approximately 0.4 acres, located at the southeast corner of Electric Road and C ampbell Street, north of the intersection of Electric Road and Indiana Street. T he property is occupied by a two-story office building. T his request is to allow a beauty salon and day spa as a tenant in the office building. A beauty salon and day spa is considered a personal service and requires a special exception permit in RB zoning. Mr. Taliaferro noted the property is zoned RB Residential Business District which requires a Special Exception Permit for a salon. He further noted that the petitioners were in attendance, the Planning Commission recommended approval, and no one spoke in opposition at that meeting. J ames Martin noted that he did not have any specific questions. He believes this will be a good use for the property, and he hopes that everything goes well for the lessees. Mayor Foley opened the public hearing and asked if anyone would like to speak regarding this request. T here was no response, and the public hearing was closed. J ames Martin motioned to approve the request of J ennifer Wiseman, lessee, and Roanoke Investments LLC , property owner, for the issuance of a Special Exception Permit to allow a beauty salon and day spa on the property located at 1200 Electric Road (Tax Map # 230-2-1). J ane J ohnson seconded the motion. Ayes: Chisom, Foley, J ohnson, J ones, Martin B.Taxicabs Consider setting the date for a public hearing in accordance with Section 98-94 of T HE C O D E O F T HE C IT Y O F SA LEM, VIRG IN IA, for the issuance of Certificates of Public Convenience and Necessity for the next twelve (12) months. (Suggest March 12, 2018). Mayor Foley noted that staff has recommended setting the public hearing for March 12, 2018. William J ones motioned to set a public hearing in accordance with Section 98-94 of T HE C O D E O F T HE C IT Y O F SA LEM, VIRG IN IA, for the issuance of C ertificates of Public C onvenience and Necessity for March 12, 2018. J ames C hisom seconded the motion. Ayes: Chisom, Foley, J ohnson, J ones, Martin C .Wireless Communications I nfrastructure B ills Consider adopting Resolution 1328 regarding wireless communications infrastructure bills HB1258 and SB405. Supplemental Item Mr. Taliaferro noted last year the General Assembly had a couple of bills similar to the ones this year that would remove a lot of local government control over cellular towers. T here was a compromise bill last year, but those same bills have basically reappeared this year. So Resolution 1328 would oppose the two bills in the General Assembly. Mayor Foley asked there was anything else besides this resolution we should be doing. Should C ouncil follow up with emails to Delegate Habeeb, Senator Suetterlein, and the others? Mr. Taliaferro noted that this would be a good idea. J ames Martin motioned to adopt Resolution 1328 regarding wireless infrastructure bills HB1258 and SB405. J ames C hisom seconded the motion. Ayes: Chisom, Foley, J ohnson, J ones, Martin D.2017 F ootball State Championship Consider adopting Resolution 1329 honoring the Salem High School Football team for winning the 2017 Virginia High School League 4A State Championship. Supplemental Item Mayor Foley congratulated the team on their win and noted C ity Council will present the resolution to the entire team in a joint presentation with the Salem School Board on Wednesday, J anuary 31 at the high school. William J ones motioned to adopt Resolution 1329 honoring the Salem Football team for winning the 2017 Virginia High School League 4A State C hampionship. J ane J ohnson seconded the motion.
