APPLICANTS’ REQUEST
To construct a brick well house within the floodway on the property located at 1220 West
Riverside Drive, Tax Map # 180-5-2.1.
Applicants’ Notes:
• In 2015, the Department of Environmental Quality required modifications to the
City’s River Water Intake Permit. These modifications restrict the allowable water
withdrawal from the river. In order to assure an adequate water supply additional
sources must be obtained. This location was identified as a supplemental well site.
• The applicant proposes to construct a 13’ x 13’ brick well house to contain the well,
pumps, piping, and all support equipment. This property will be unmanned except
for routine work and maintenance.
• Fill material in an equal amount to that of construction will be removed at the
project site and possibly Tax Map # 164-1-1 and 164-1-2 if needed.
BACKGROUND INFORMATION
1220 West Riverside Drive is zoned LM, Light Manufacturing and consists of .262
acres. This parcel was a portion of the lot subdivided by DQ Properties and then
sold to the City of Salem in 2017. The property is vacant and is located 100% in the
floodway.
RELEVANT EXCERPTS FROM ZONING ORDINANCE
Sec. 106-226.7. - Development restrictions, floodway.
(A) Generally. Under no circumstances shall any use, activity, stream bed alteration or
relocation, new construction, substantial improvements and/or development adversely
affect the capacity of the channels or floodways of any watercourse, drainage ditch or
any other drainage facility or system. In floodways, no encroachments, fill, new
construction, substantial improvements or other development shall be permitted, except
where the effect of such development (as may be permitted in accordance with the
regulations of the underlying zoning district) on flood heights is fully offset by
accompanying improvements which have been approved by appropriate local, state
and/or federal authorities as required by law (i.e., no proposed use, development or
activity shall be permitted within the floodway which would cause any increase in flood
levels during the 100-year flood).

hold a PUBLIC HEARING at 4:00 p.m. on October 22, 2020, in the
Community Room of the Salem Civic Center,
1001 Roanoke Boulevard
to consider the following:
Request of City of Salem, property owners, for a variance from Section 106-
226.7 pertaining to development restrictions in a floodway, for the property
located at 1220 West Riverside Drive, Tax Map # 180-5-2.1. The
petitioners are requesting to construct a brick well house within the
floodway.
A map of this area, as well as other information submitted by the above
petitioner, may be examined in the Office of Community Development, 21
South Bruffey Street, Salem, Virginia.
At the above-mentioned public hearing, parties in interest and citizens
shall have an opportunity to be heard relative to said request.
