1.C all to Order
A regular meeting of the Planning C ommission of the C ity of Salem, Virginia, was
called to order at 7:00 p.m., there being present the following members to wit: Vicki
G. Daulton, Chair; Denise P. King, Vice C hair; Reid A. Garst II (absent), N.
J ackson Beamer, and Neil L. C onner; with Vicki G. Daulton, C hair, presiding;
together with J ames E. Taliaferro, Interim C ity Manager and Executive Secretary;
C harles E. VanAllman, J r., C ommunity Development Director; Mary Ellen Wines,
Zoning Administrator; Benjamin W. Tripp, C ity Planner; and William C. Maxwell,
Assistant C ity Attorney.

Consider approval of the minutes from the February 13, 2019, work session and
regular meeting.

A.Salem Historic Registry
Consider petition from Still Waters Resources LLC for inclusion in the Salem
Historic Registry of the property located at 1507-1511 Eddy Avenue.
T he Executive Secretary noted the Commission has received a request to consider
the petition from Still Water Resources, LLC, for inclusion of the property located
at 1507-1511 Eddy Avenue (Tax Map #183-3-10) in the Salem Historic Registry.
Staff noted the following regarding the request: the subject property consists of a
single parcel of approximately 0.14 acres. It is located at the northeast corner of the
intersection of Eddy Avenue and Front Avenue, and is commonly known as the
“Dilly-Dally”. T his request is to add the property to the Salem Historic Registry,
which will recognize the important role the property has played in the cultural
history of Salem, and will recognize and help to preserve one of the best surviving
examples of early 1900’s commercial architecture from this area.
Mr. Tripp noted that City C ouncil recently passed an ordinance establishing the
Salem Historic Registry and setting forth standards and procedures for inclusion in
the registry. He further discussed the ordinance. T he criteria for inclusion in the
registry is that the property must be at least 100 years old and that it meet one of the
following four conditions: (a) the building must be of significant historic
architectural design; (b) the building must have played a significant role in
community history; (c) the building must have ties to a historic event; or (d) the
building must be associated with a person of historic significance. T he Commission
has the authority to approve, disapprove, or approve with conditions any application
for inclusion on the register.
Lisa Garst of 316 Sunset Road, Salem, property owner, appeared before the
C ommission. She noted that she is here to ask the Commission for their
consideration in placing the property of 1507, 1509 and 1511 Eddy Avenue on the
newly created Salem Historic Registry. She noted they may better know the location
as the former "Dilly Dally." T hey closed on this property on Halloween 2018.
Before purchasing the building, she was in contact with the Community
Development office because she realized she would be owning a piece of Salem
history, and she did not want to mess it up. She is honored to be the first applicant
for the historic registry. She and her family feel more like trustees for this beloved
neighborhood icon than owners. Since 1910 this building has been an anchor for
business and social activity in south Salem. While the real value of this structure is
how it can actively serve the community, she noted she wanted to briefly discuss
why she feels this building should be included on the historic registry. She further
discussed the architecture and the interior design of the building. If they are granted
this historic designation, they hope to again serve as a community hub for residents
but also to serve as a welcoming spot for greenway users and visitors to our
ballparks. It is their intent to create something of a country store with modern
convenience but perhaps most importantly, they hope to once again be an important
and meaningful touchstone for an old historic neighborhood.
C ommissioner Conner noted he believes what they are doing with the property is
great. He grew up on the hill, and this was one of the safe places you could move
around in. It was okay to go there on a bicycle by yourself. He noted he was giving
them kudos for undertaking this project. Mrs. Garst thanked him for his comments.
Vice C hair King asked if the Ludwicks had opened the grocery store before they
purchased the building or does she know the answer. Mrs. Garst stated she did not
know the answer to her question.
C hair Daulton asked if there was anyone present who would like to speak regarding
this matter. T here was no response.
Vice C hair King noted with regards to the criteria to be included on the registry, the
building is at least 100 years old, and it definitely meets both Item A and Item B of
the requirements for inclusion.
Denise King motioned that the application of Still Water Resources, LLC , property
owner, to be included in the Salem Historic Registry for the property located at
1507 - 1511 Eddy Avenue (Tax Map #183-3-10) be approved. J ackson Beamer
seconded the motion.
