Broad St., Salem, VA 24153 1.C all to Order A regular meeting of the Planning C ommission of the C ity of Salem, Virginia, was called to order at 7:00 p.m., there being present the following members to wit: Vicki G. Daulton, Chair; Denise P. King, Vice C hair (absent); Reid A. Garst II, N. J ackson Beamer, and Neil L. C onner; with Vicki G. Daulton, C hair, presiding; together with J ames E. Taliaferro, Interim C ity Manager and Executive Secretary; Benjamin W. Tripp, C ity Planner; and William C. Maxwell, Assistant C ity Attorney. 2.C onsent Agenda A.Minutes Consider approval of the minutes from the May 15, 2019, work session and regular meeting. Approved as presented 3.Old Business A.Downtown Salem Urban Dev elopment Area Hold public hearing to consider adopting Resolution of Recommendation regarding T he Downtown Salem Urban Development Area (UD A) Study and for amending the “C omprehensive Plan of the City of Salem, Virginia” to reflect the addition. (C ontinued from the May 15, 2019, meeting.) T he Executive Secretary noted this item was continued from the May 15, 2019, meeting. He noted the actual request is for the Commission to recommend to C ity C ouncil to adopt the Resolution of Recommendation regarding T he Downtown Salem Urban Development Area (UD A) plan. T here is no resolution for Planning C ommission to pass this evening. Staff noted the following regarding the request: in 2015, the City of Salem adopted several Urban Development Areas (UD As) as part of the Comprehensive Plan, one of which encompasses Downtown and is known as the City C ore UD A. Urban Development Areas identify areas that have transportation needs where the locality wishes to direct state transportation dollars. Expanding on the UD A program and in conjunction with the C ity’s consultants Rhodeside & Harwell, the attached Downtown UD A Study is presented. Mr. Tripp noted the document before the C ommission was prepared by Rhodeside and Harwell through a grant program paid for by the state. T he program looks at urban development areas and helps localities to develop those areas as part of the V-Trans and Smart Scale planning process. He noted the Downtown Salem UD A is a collection of ideas and suggestions which could be looked at in the future that carry on the goals and outline that is contained in the Downtown Plan. He further noted he would be glad to answer any questions the C ommission might have regarding the document. C hair Daulton noted this is a public hearing and asked if there was anyone present who would like to speak regarding this matter. T here was no response, and the public hearing was closed. Reid Garst motioned to recommend to the Council of the City of Salem to adopt a Resolution of Recommendation regarding the Downtown Salem Urban Development Area (UD A) plan and for amending the "Comprehensive Plan of the City of Salem, Virginia" to reflect the addition. Neil Conner seconded the motion. Ayes: Beamer, Conner, Daulton, Garst Absent: King 4.Adjournment T he meeting was adjourned at 7:03 p.m.
