Daulton, Denise P. King, Reid A. Garst II, N. Jackson Beamer, and Neil L. Conner; together with James E. Taliaferro, II, Assistant City Manager and Executive Secretary, ex officio member of said Commission; Charles E. Van Allman, Jr., Director of Community Development; Benjamin W. Tripp, City Planner; and William C. Maxwell, Assistant City Attorney; and the following business was transacted: The Executive Secretary reported that this date, place, and time had been set in order for the Commission to hold a work session; and In re: Hold public hearing to consider the request of Indiana Street, LLC, property owner, for the issuance of a Use Not Provided for Permit to allow an Adaptive Reuse Project on the properties located at 710 Eighth Street, 900 blk. Indiana Street, and 900 blk. Iowa Street (Tax Map #s 186-6-1, 186-10-6 & 186-10-10) WHEREAS, staff noted the following: the subject property consists of a single parcel of approximately 10.62 acres, located at the southeast corner of the intersection of Indiana Street and Eighth Street; the property is occupied by the former Valleydale manufacturing plant; this request is for a Use Not Provided For Permit to allow an Adaptive Reuse Project for the site; an Adaptive Reuse Project repurposes a derelict building or site for multiple uses other than what it was originally designed; such projects may include multi-family residential, retail, restaurants, breweries, clean non-hazardous industrial uses, and various other uses in a mixed-use format; and this property is partially located within the 100 year and 500 year floodplains; and WHEREAS, Ben Tripp discussed the Use Not Provided for Permit; and WHEREAS, a full and lengthy discussion was held regarding the request of Indiana Street, LLC, property owner, for the issuance of a Use Not Provided for Permit to allow an Adaptive Reuse Project on the properties located at 710 Eighth Street, 900 blk. Indiana Street, and 900 blk. Iowa Street (Tax Map #s 186-6-1, 186-10-6 & 186-10-10). In re: Discussion regarding proclamations for Terry Murphy, Jimmy Robertson, Bruce Thomasson, and Sam Carter WHEREAS, the Planning Commission discussed the proclamations for Terry Murphy, Jimmy Robertson, Bruce Thomasson, and Sam Carter. It was noted that Jimmy and 2 Peggy Robertson, and Lonna and Reed Carter would be in attendance for the reception and the meeting. THEREUPON, the Commission at this work session took no action. A pproved as written T he Executive Secretary noted the C ommission had proclamations for four retired members of the C ommission. He further noted that former members and families of the members were in attendance. He then read into the record proclamations for Samuel R. C arter III, J immy W. Robertson, Bruce N. T homasson, and Terrance D. Murphy. C hair Daulton presented the proclamations to Lonna C arter, spouse of Samuel R. C arter III, and J immy W. Robertson. 3.New Business A.U se N ot P rov ided F or P ermit C onsider the request of Indiana Street, LLC, property owner, for the issuance of a Use Not Provided for Permit to allow an Adaptive Reuse Project on the properties located at 710 Eighth Street, 900 blk. Indiana Street, and 900 blk. Iowa Street (Tax Map #s 186-6-1, 186-10-6 & 186-10-10). An Adaptive Reuse Project repurposes a derelict building or site for multiple uses other than what it was originally designed. Such projects may include multi-family residential, retail, restaurants, breweries, clean non-hazardous industrial uses, and various other uses in a mixed-use format. T he Executive Secretary reported that notice of such hearing had been published in the N ovember 2 an 9, 2017, issues of the Salem Times Register and adjacent property owners were notified by letter mailed October 31, 2017. Staff noted the following regarding the Use Not Provided For Permit request: the subject property consists of a single parcel of approximately 10.62 acres, located at the southeast corner of the intersection of Indiana Street and Eighth Street; the property is occupied by the former Valleydale manufacturing plant; this request is for a Use Not Provided For Permit to allow an Adaptive Reuse Project for the site; an Adaptive Reuse Project repurposes a derelict building or site for multiple uses other than what it was originally designed; such projects may include multi-family residential, retail, restaurants, breweries, clean non-hazardous industrial uses, and various other uses in a mixed-use format; and this property is partially located within the 100 year and 500 year floodplains. C hair Daulton opened the public hearing and asked if there was anyone present who would like to speak regarding this matter. Brent C ochran of 2334 Mount Vernon Road, Roanoke, representing Indiana Street LLC , appeared before the C ommission to explain the request. Mr. C ochran noted that this is the old Valleydale Meat Packing plant, and they would like to redevelop the property. T here are a variety of opportunities right now for the redevelopment. O ne of those is hopefully landing a large commercial prospect which would be a light industrial user and would take over most of the existing building for their operation. T here would still be some space to utilize, and they have always intended to have a mixed use development which would include some residential and then a variety of commercial elements. T he building is very large and the only way to develop it is to turn it into a village, or a variety of different commercial and residential elements unless they find one large company who would like to use the entire building. Currently they have a very good prospect who would absorb about 80,000 square feet of the building for light industrial operation. T hey still intend to use the remainder of the building for some sort of apartments, possibly a brewery or brewpub space, crossfit gym, storage space, etc. T hey do not fully know what they will do with the building so they need kind of a broad zoning so that they have options for redeveloping it. C hair Daulton asked what is the approximate square footage of the building, and Mr. C ochran noted that it is listed at 160,000 square feet, but their estimate is that it is closer to 200,000 square feet. T hey currently have a survey being done and will know definitely by the end of the month. Mr. C ochran further discussed the development of the building. C ommissioner King noted that it was her understanding that they had made some proffered conditions for the request. She asked if this was correct, and Mr. C ochran noted that this was correct. Mr. C ochran further discussed the potential tenant, proposed uses, and the proffered conditions. C hair Daulton asked if there was anyone else to speak regarding this request. T here was no response, and the public hearing was closed. Reid G arst motioned to recommend to the Council of the C ity of Salem that the request of Indiana Street, LLC , property owner, for the issuance of a Use Not Provided for Permit to allow an Adaptive Reuse Project on the properties located at 710 Eighth Street, 900 blk. Indiana Street, and 900 blk. Iowa Street (Tax Map #s 186-6-1, 186-10-6 & 186-10-10) be approved subject to the following proffered conditions: the allowed uses within the Adaptive Resue Project shall be limited to the following, i.e., agriculture, agritourism, multi-family dwelling, general offices, commercial outdoor entertainment (amphitheatre), commercial indoor entertainment, athletic instruction services, fine arts studio, restaurant, microbrewery, microdistillery, brewery, distillery, industry type I, and mixed use. J ackson Beamer seconded the motion. Ayes: Beamer, C onner, Daulton, Garst, King 4.Adjournment C hair Daulton noted she would like to recognize a new member of the C ommission, N eil C onner, and she welcomed him to the Commission. Mr. C onner thanked the C hair. T he Executive Secretary noted that he would like to thank the four former C ommission members for their service. He stated that he has known Bruce and Terry for years they were tremendous to work with on the C ommission. Also, he worked with Sam when he was with Sawyer Paving and he was in the Engineering D epartment. So he knew Sam for years before he joined the C ommission and was glad to see him join the Commission. Further, all the C ommissioners were great to work with, and he respects and appreciates them for what they did for the City. Mr. Robertson noted that those 18 or 19 years was a great time for him. He had the pleasure of working with some wonderful people, staff and C ommission members, who became great friends over the years. Further, it was a joy for him to do this. and he learned a lot about the C ity. He appreciates the kind comments for he and the other former Commissioners.
