UNAPPROVED MINUTES
CITY COUNCIL WORK SESSION
October 17, 2017
A special meeting work session of the Council of the City of Salem, Virginia, was held at
8:30 a.m. for the purposes of taking a city facilities tour to assist with capital improvement and
maintenance planning. There being present were the following members of said Council, to
wit: Byron Randolph Foley, William D. Jones, Jane W. Johnson, James A. Martin and James D.
Chisom; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City
Manager, Rosemarie B. Jordan, Director of Finance; Tammy Todd, Assistant Director of
Finance, Mike Tyler, Director of Streets & Maintenance and Crystal L. LaBrie, Secretary to the
City Manager; and the following business was transacted:
WHEREAS, Council visited the following facilities: Lake Spring Park, Longwood Park,
Gateway sign area on West Main Street, the Salem Library, the Salem Courthouse, Salem Fire
Station #2 and the Streets & Maintenance Department. The tour ended at 12 noon and Council
has a second tour planned for Wednesday, November 8, 2017 from 8:00 a.m. until 10:00 a.m.

A special meeting of the Council of the C ity of Salem, Virginia, was called to order
at 8:00 am, there being present the following members to wit: Byron Randolph
Foley, Mayor, William D. J ones, Vice-Mayor, C ouncil members: J ane W. J ohnson,
J ames A. Martin, and J ames L. C hisom; along with Kevin S. Boggess, City
Manager; J ames E. Taliaferro, II, Assistant City Manager and C lerk of Council;
and Rosemarie B. J ordan, Director of Finance.

Hold a closed session in accordance with the provisions of Section 2.2-
3711A(3) of the 1950 C ode of Virginia, as amended, to discuss property the
C ity may wish to sell.
Vice Mayor J ones motioned to move to closed session in accordance with Section
2.2-3711A(3) of the 1950 C ode of Virginia, as amended for the purpose of a
discussion concerning publicly held real property the C ity may wish to sell or
convey. J ane J ohnson seconded the motion.
Ayes: C hisom, Martin, J ohnson, J ones, Foley
William J ones motioned to reconvene at 8:38 a.m. and that in accordance with
Section 2.2-3712D. of the C ode of Virginia, 1950 as amended to date, Council
hereby certifies that in Closed Session only items lawfully exempted from open
meeting requirements under the Virginia Freedom of Information Act and only such
items identified in the motion by which the Closed Session was convened were
heard, discussed, or considered by the Council. J ames C hisom seconded the
