1.C all to Order
A regular meeting of the C ouncil of the City of Salem, Virginia, was called to order
at 7:30 p.m., there being present the following members to wit: Byron Randolph
Foley, Mayor, William D. J ones, Vice-Mayor, C ouncil members: J ane W. J ohnson,
J ames A. Martin, and J ames L. C hisom (absent); along with Kevin S. Boggess, C ity
Manager; J ames E. Taliaferro, II, Assistant City Manager and C lerk of Council;
Rosemarie B. J ordan, Director of Finance; and Stephen M. Yost, C ity Attorney.

5.Old Business
A.Amendment to the Zoning Ordinance
C onsider ordinance on second reading, the request of J oseph M. Sullivan, property
owner, for rezoning the property located at 124 Fort Lewis Boulevard, (Tax Map #
137-5-7 and 137-5-6) from HBD Highway Business D istrict to RSF Residential
Single Family. (Approved on first reading at the J une 26, 2017, meeting)
William J ones motioned to adopt the ordinance on second reading, the request of
J oseph M. Sullivan, property owner, for rezoning the property located at 124 Fort
Lewis Boulevard, (Tax Map # 137-5-7 and 137-5-6) from HBD Highway Business
D istrict to RSF Residential Single Family. J ane J ohnson seconded the motion.

B.Amendment to the City Code
C onsider ordinance on second reading amending C hapter 106 Zoning, Article II
D istrict Regulations, Section 106-218(B)(5) Light Manufacturing District,
C ommercial Uses and Section 106-220(B)(5) Heavy Manufacturing District,
C ommercial Uses, and Article III Use and Design Standards, Section 106-310.19
C ommercial Uses, pertaining to microbreweries. (Approved on first reading at the
J une 26, 2017, meeting.)
J ane J ohnson motioned to adopt the ordinance on second reading amending Chapter
106 Zoning, Article II District Regulations, Section 106-218(B)(5) Light
Manufacturing District, Commercial Uses and Section 106-220(B)(5) Heavy
Manufacturing District, Commercial Uses, and Article III Use and Design
Standards, Section 106-310.19 C ommercial Uses, pertaining to microbreweries.
William J ones seconded the motion.

6.New Business
A.Appalachian P ower Company
C onsider approval and authorize the C ity Manager to execute the amended
agreement between American Electric Power Service C orporation, as agent for
A ppalachian Power C ompany, and the City of Salem.
Mr. Boggess noted that the consultants the C ity uses to review the Appalachian
Power contract discovered an error after ten years of the contract which resulted in
the C ity overpaying for wholesale electric over this period of time. T he proposed
amended contract is the vehicle which they will return a large percentage of this
money back to the C ity and also corrects the error moving forward. T here are a few
other minor changes to the contract. Mayor Foley noted that C ity C ouncil had
previously discussed this item in a work session so they were aware of the changes.
William J ones motioned approval and authorize the C ity Manager to execute the
amended agreement between American Electric Power Service C orporation, as
agent for Appalachian Power C ompany, and the City of Salem. J ane J ohnson
seconded the motion.

B.Appropriation of F unds
C onsider request to appropriate C D BG Downtown Salem Planning grant carryover
funds. Audit - Finance C ommittee.
Vice Mayor J ones noted that the Audit Finance C ommittee met to discuss this item.
T he C ity was awarded $20,000 for a C D BG Planning G rant in F Y2017. T hese
funds will be used for preliminary engineering work, etc. for the Downtown
Streetscape project. Due to the project schedule, the State has extended the grant
period to J une 30, 2018. T he C ommittee reviewed the request and recommended
carryover of the grant to FY 2018.
William J ones motioned to carryover C D BG Downtown Salem Planning grant
funds to FY2018. J ames Martin seconded the motion.

C .B oards & Commissions
C onsider appointments to fill vacancies on various boards and commissions.
William J ones motioned to appoint Lisa Garst to Blue Ridge Behavioral Healthcare
Board as an at-large member to an unexpired partial term from J une 8, 2017,
through December 31, 2019. J ane J ohnson seconded the motion.

J ane J ohnson motioned to reappoint Betty Waldron to a three-year term (current
term expired J uly 1, 2016) and to appoint Melton J ohnson and Sharyn McCullough
for three-year terms to the Fair Housing Board. William J ones seconded the
motion.
