PLANNING COMMISSION
October 10, 2012
A regular meeting of the Planning Commission of the City of Salem, Virginia, was held in
Council Chambers, City Hall, 114 North Broad Street, at 7:00 p.m., on October 10, 2012, there
being present the following members of said Commission, to wit: Vicki G. Daulton, Jimmy W.
Robertson, Bruce N. Thomasson, and Samuel R. Carter, III (Terrance D. Murphy– absent); with
Vicki G. Daulton, Vice Chair, presiding; together with James E. Taliaferro, II, Assistant City
Manager and Executive Secretary, ex officio member of said Commission; Melinda J. Payne,
Director of Planning and Development; William L. Simpson, Jr., Assistant City Engineer;
Benjamin W. Tripp, Planner; Judy L. Hough, Planner; and William C. Maxwell, Assistant City
Attorney; and the following business was transacted:
ON MOTION MADE BY COMMISSION MEMBER THOMASSON, SECONDED BY
COMMISSION MEMBER CARTER, AND DULY CARRIED, the minutes of the regular meeting and
work session held on September 12, 2012, were approved as written – the roll call vote: all
present - aye.
In re: Request for preliminary and final approval of a proposed subdivision plat filed
by Henmark Inc., property owner, for a 2.15 acre parcel located at 1106 Kesler
Mill Road (Tax Map # 6-1-6)
The Executive Secretary reported the Commission had received a request for
preliminary and final approval of a proposed subdivision plat filed by Henmark Inc., property
owner, for a 2.15 acre parcel located at 1106 Kesler Mill Road (Tax Map # 6-1-6); and
WHEREAS, staff noted the following: the subject property contains 2.15 acres and was
rezoned to RMF at the August 13, 2012, meeting of Salem City Council; the parcel would be
divided into 14 townhouse lots, surrounded by a common area tract of 1.483 acres; there is an
approved site plan for this development; and a portion of the rear of this property is located
within the floodway; and

WHEREAS, Mark Henrickson of Henmark Inc., property owner, appeared before the
Commission explaining the request to subdivide the property; he noted he wanted to thank the
Commission for taking the time to meet this evening when there is only this item on the
agenda; he further noted this meant a lot, and he appreciated staff’s assistance to move
forward on the project; further, he stated that he would be glad to answer any questions the
Commission members might have; and
WHEREAS, the Commission noted that all the questions had been addressed when they
considered the rezoning of the property; Commission Member Thomasson noted that he
wished Mr. Henrickson the best of luck on this project; and
WHEREAS, Mr. Henrickson thanked Commission Member Thomasson for his comment
and noted he thinks this will be an exciting project and that there is a market for this type of
dwelling in Salem; and
WHEREAS, Commission Member Carter noted he believes that Mr. Henrickson does a
real professional, caring job and that the work he did for him could not have been done any
better; further, he wished him well on the project; and
WHEREAS, no other person(s) appeared related to said request; and
WHEREAS, Vice Chair Daulton asked if staff was pleased with the subdivision plat, and it
was noted that staff is fine with the plat;
ON MOTION MADE BY COMMISSION MEMBER ROBERTSON, SECONDED BY
COMMISSION MEMBER THOMASSON, AND DULY CARRIED, the request for preliminary and
final approval of a proposed subdivision plat filed by Henmark Inc., property owner, for a 2.15
acre parcel located at 1106 Kesler Mill Road (Tax Map # 6-1-6) is hereby approved; further, the
Executive Secretary and City Engineer are hereby authorized to endorse such final approval on
said final plat in accordance with The Code of the City of Salem, Virginia – the roll call vote: all
present - aye.
There being no further business to come before the Commission, the same on motion
adjourned at 7:05 p.m.
