HomeMy WebLinkAbout6/11/2008 - Planning Commission - Minutes - RegularAPPROVED MINUTES PLANNING COMMISSION June 11, 2008 A regular meeting of the Planning Commission of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, at 7:00 p.m., on June 11, 2008, there being present the following members of said Commission, to wit: Terrance D. Murphy, Jimmy W. Robertson, Vicki G. Daulton, and Bruce N. Thomasson (Gardner W. Smith – absent); with Terrance D. Murphy, Vice Chairman, presiding; together with James E. Taliaferro, II, Assistant City Manager and Executive Secretary, ex officio member of said Commission; Melinda J. Payne, Director of Planning and Development; Charles VanAllman, City Engineer; Charles B. Aldridge, Sr., Acting Building Official and Zoning Administrator; Benjamin W. Tripp, Planner; and William C. Maxwell, Assistant City Attorney; and the following business was transacted: ON MOTION MADE BY COMMISSION MEMBER DAULTON, AND DULY CARRIED, the minutes of the regular meeting and work session held on April 16, 2008, were approved as written – the roll call vote: all present - aye. In re: Consider the request for preliminary and final approval of a proposed subdivision plat filed by Henmark Inc., contract purchaser/developer, for a 1.298 acre parcel located at 209 Ross Street (Tax Map #76-3-1) The Executive Secretary reported the Commission had received a request for preliminary and final approval of a proposed subdivision plat filed by Henmark Inc., contract purchaser/developer, for a 1.298 acre parcel located at 209 Ross Street (76-3-1); and WHEREAS, staff noted the following: the subject property consists of one parcel located on Ross Street, directly east of Masons Creek; the property is mostly vacant except for a small garage that formerly operated as an automobile repair shop; the property was rezoned from LM to RMF in April; it is approximately 2 1.29 acres; this request is for approval of a major subdivision allowing twelve townhomes to be built on the site; the units are arranged into two blocks of six with an entrance on Ross Street in the center; parking will be in the rear of the property; the individual townhome lots are located within Lot 13, a commonly-held lot providing access to the individual units; after discussions with city staff, the design was changed so that the individual lots extend all the way to the Ross Street right-of-way; a revised plat will be distributed prior to the Planning Commission meeting on June 11, 2008; City Council permanently vacated the unopened section of Lenox Avenue on the north side of the property at the May 12, 2008, meeting; a site plan has been submitted to the city for this development and is currently under review; the western portion of this property is located in the floodway, and most of the remaining portion is located within the 100 year and 500 year flood zones; and WHEREAS, Ben Crew of Balzer and Associates, 1208 Corporate Circle, Roanoke, representing the contract purchaser/developer, appeared before the Commission explaining the request to subdivide this parcel in order to construct twelve townhomes; he noted that the development will be constructed in two blocks of six townhomes with the entrance in the center of the two buildings; he further noted that Mark Henrickson of Henmark Inc. was in attendance and would be glad to answer any questions; and WHEREAS, Mark Henrickson of Henmark Inc., contract purchaser/developer, appeared before the Commission in support of the request; he noted that the purchase contract is contingent on the approval of the site plan so once the subdivision is approved, then they can proceed with the site plan approval; they anticipate closing on the property once these approvals are complete; Commission Member Daulton asked the price of the proposed units, and Mr. Henrickson noted that the proposed units will probably be in the $125,000 to $135,000 range; he stated he believes this price will be competitive in this area and in the City; he noted that the units will be two story with two bedrooms, etc.; 3 WHEREAS, Commission Member Robertson asked if the entranceway would come in between the two buildings and if the parking would be in the rear, and Mr. Henrickson noted that the entrance would be between the buildings and the parking would be behind the units; and WHEREAS, no other person(s) appeared related to said request; ON MOTION MADE BY COMMISSION MEMBER THOMASSON, AND DULY CARRIED, the request for preliminary and final approval of a proposed subdivision plat filed by Henmark Inc., contract purchaser/developer, for a 1.298 acre parcel located at 209 Ross Street (Tax Map #76-3-1) is hereby approved and the Executive Secretary and City Engineer are hereby authorized to endorse such final approval on said final plat in accordance with The Code of the City of Salem, Virginia – the roll call vote: all present – aye. WHEREAS, Vice Chairman Murphy noted Boy Scout Troup #352 and their leaders were in attendance at the meeting to fulfill requirements for their Citizenship in the Community Merit Badge. There being no further business to come before the Commission, the same on motion adjourned at 7:07 p.m.
