1.Call to Order
A regular meeting of the Council of the City of Salem, Virginia was called to order
at 7:30 p.m., there being present the following members to wit: Byron Randolph
Foley, Mayor, John C. Givens, Vice-Mayor, Councilmembers: Jane W. Johnson,
William D. Jones, and James L. Chisom (Absent); along with Kevin S. Boggess,
City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council;
Melinda J. Payne, Director of Planning and Economic Development; Rosemarie B.
Jordan, Director of Finance; Charles E. Van Allmann, Jr., City Engineer; Mike
Stevens, Communications Director; and Stephen M. Yost, City Attorney.

A.Minutes
Consider acceptance of the minutes from the April 11, 2016, Work Session and
regular meetings and minutes of the April 25, 2016, regular meeting. (There was no
Work Session held on April 25, 2016.)

Consider the Acceptance of the Statement of Revenues and Expenditures for Nine
Months ending March 2016.

5.Old Business
A.Roanoke Valley Greenway Commission
Consider Ordinance on second reading revising the Intergovernmental Agreement
amending the Roanoke Valley Greenway Commission between the City of Roanoke,
the County of Roanoke, the Town of Vinton, the City of Salem, to include the
County of Botetourt. Passed on first reading at April 25, 2016 meeting.
Jane Johnson motioned approval of the Ordinance on first reading revising the
Intergovernmental Agreement amending the Roanoke Valley Greenway Commission
between the City of Roanoke, the County of Roanoke, the Town of Vinton, the City
of Salem, to include the County of Botetourt. Passed on second reading on May 9,
2016. Vice-Mayor John Givens seconded the motion.

6.New Business
A.Presentation of Annual Budget for 2016-2017
Hold a public hearing on the proposed annual budget for fiscal year 2016-2017. A
summary of the proposed budget was advertised in the Salem Times Register on
April 28, 2016.
Ms. Jordan stated the budget was presented to City Council on March 14, 2016 and
the budget Work Session was held on March 28, 2016. Tonight will be the public
hearing as well as the first reading of the budget. The second reading will be at the
May 23, 2016 meeting. The bulk of the changes made were to insure the City has
budgeted for the disability insurance and some regional contracts for the Regional
Jail along with a couple other funding items that made a change to the general fund
of $34,000. The City has received the renewal on dental insurance and there was no
increase. There are no figures available at this time for the City's health insurance
at this time, but 5% has been budgeted for that.
Vice-Mayor Givens asked if the 5% that has been budgeted is not needed if that
could be added to a reserve fund for next fiscal year and Ms. Jordan confirmed it
could.
Mayor Foley opened the floor to the public.
Lisa Carroll, a retiree from the City of Salem appeared before Council asking if the
City is considering bidding out the health insurance and moving to a plan similar
to the state of Virginia's plan. Ms. Jordan stated the City has not bid out the health
insurance at this time and if the City decides to they would have to get a quote from
the Local Choice and there is still time to do that. Ms. Carroll asked if that is being
seriously considered and Ms. Jordan stated that consideration would make it
difficult for the City to make the health insurance more affordable for both the City
and employees. Ms. Carroll presented a hand out to Council. Ms. Carroll also
asked if the City is still proposing a 2.5% increase for employees and Mayor Foley
confirmed that. Ms. Carroll asked why part-time employees were included in the
2.5% increase. Mr. Jones stated it is because they did not receive a raise the last
time.
Norma Dickerson of 600 High Street asked Council to seek ways to give raises
every year and fund projects to enhance the working and living environment by
restoring the tax rate to the way it was in the 1980s.
Leslie "Les" Eary of 2821 Simms Circle stated taxes have been raised enough and
asked Council to stop increasing fees and taxes and look for ways to cut back.
The public hearing was closed.
B.Virginia Juv enile Community Crime Control Act
Consider adoption of Resolution 1286 for Participation in the Virginia Juvenile
Community Crime Control Act. Audit - Finance Committee
Vice-Mayor John Givens motioned to adopt Resolution 1286 for Participation in the
Virginia Juvenile Community Crime Control Act. William Jones seconded the
motion.

C.Mount Regis Center
Consider setting bond for physical improvements and erosion and sediment
control for Mount Regis Center. Audit - Finance Committee
Vice-Mayor John Givens motioned for approval of the bond set for physical
improvements and erosion and sediment control for Mount Regis Center. William
Jones seconded the motion.

Consider ordinance on first reading to appropriate funds for the fiscal year 2016 -
2017 budget Audit - Finance Committee

Vice-Mayor John Givens motioned to approve the ordinance on first reading to
appropriate funds for the fiscal year 2016 -2017 budget. William Jones seconded
the motion.

F.Resolution 1287
Consider Resolution 1287 authorizing the City of Salem to Contract, upon
conditions to Solid Waste Transportation and Disposal Services with the Roanoke
Valley Resource Authority.
Supplemental Item
Mr. Boggess stated the proposed resolution represents a process where the City has
been reviewing options of the disposal of solid waste. Currently, the trash comes to
the City's Transfer Station, is loaded onto trucks that are contracted out to transport
it to a landfill in Amelia County. The current contract is up for renewal and the City
has been reviewing its option in relation to that. Resolution 1287 would direct us to
accept the alternate bid by the Roanoke Valley Resource Authority to become a
member of the Roanoke Valley Resource Authority and use as our solid
waste disposal system after the contract award. There are some conditions as we
move forward which would include a public hearing, also the local charter members
have to approve membership. Adoption of Resolution 1287 will begin the process.
Vice-Mayor John Givens motioned to approve Resolution 1287, authorizing the City
of Salem to contract, upon conditions, for solid waste transportation and disposal
services with the Roanoke Valley Resource Authority. Jane Johnson seconded the
motion.

7.Closed Session
A.Closed Session
Hold a closed Session to in accordance with Section 2.2-3711A(3) of the 1950
Code of Virginia, as amended for the purposes of a discussion or consideration
of the acquisition of real property for a public purpose the City may wish to sell
or convey; Section 2.2-3711A(6) For discussion or consideration of public
funds whose competition and bargaining is involved, where, if made public,
initially, the financial interest of the City would be adversely affected; Section
2.2-3711A(7) For consultation with legal counsel retained by the public body
regarding specific legal matters requiring the provision of legal advice by said
counsel; 2.2-3711A(29) For discussion of the award of a public contract
involving the expenditure of public funds and discussion of the terms or scope
of such contract, where discussion in an open session would adversely affect
the bargaining position or negotiating strategy of the public body.
Vice-Mayor John Givens motioned to hold Closed Session in accordance with
Section 2.2-3711A(3) of the 1950 Code of Virginia, as amended for the purposes of
a discussion or consideration of the acquisition of real property for a public purpose
