A special meeting of the C ouncil of the C ity of Salem, Virginia, was called to order
at 2 p.m., there being present the following members to wit: Byron Randolph Foley,
Mayor, Councilmembers: J ane W. J ohnson, William D. J ones, and J ames A.
Martin; along with Kevin S. Boggess, City Manager; J ames E. Taliaferro, II,
Assistant C ity Manager and Clerk of Council; Rosemarie B. J ordan, Director of
Finance; C harles E. Van Allman, J r., Director of Community Development; Mike
Stevens, C ommunications Director; and Stephen M. Yost, City Attorney.

A.Closed Session
Hold a closed session pursuant to provisions of Section 2.2-3711A(1) of the 1950
code of Virginia, as amended, to discuss a personnel matter(s).
William J ones motioned to move to closed session pursuant to provisions of Section
2.2-3711A(1) of the 1950 code of Virginia, as amended, to discuss the appointment
of a specific public officer to a public body. J ane J ohnson seconded the motion.
Ayes: Foley, J ohnson, J ones, Martin
B.Appointment of Council Vacancy
Consider appointment to fill a vacancy for an unexpired term for a position on C ity
Council.
William J ones motioned to appoint J ames L. Chisom to C ity Council to fulfill the
unexpired term of J ohn C . Givens, term to expire J une 30, 2018. J ane J ohnson
seconded the motion.
Ayes: Foley, J ohnson, J ones, Martin
