HomeMy WebLinkAbout7/1/2016 - City Council - Minutes - SpecialUNAPPROVED MINUTES COUNCIL MEETING July 1, 2016 An organizational meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on July 1, 2016, at 9:00 a.m., there being present all the members of said Council, to wit: Byron R. Foley, John C. Givens, Jane W. Johnson, William D. Jones and James A. Martin; together with Kevin S. Boggess, City Manager; James E. Taliaferro, Clerk of Council, Rose Marie Jordan, Director of Finance; Honorable Chance Crawford, Clerk of Court and Stephen M. Yost, City Attorney; and the following business was transacted: It was noted that, in accordance with Section 4.6 (a) of the Charter of the Code of the City of Salem, Virginia, this date and time had been designated as an organizational meeting of Council due to the election of two members of Council and the expiration of the terms of the Mayor and Vice Mayor of the City of Salem; and ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY VICE- MAYOR GIVENS, AND DULY CARRIED, Kevin S. Boggess, City Manager, was hereby elected Temporary Chairman of the Council for this meeting of Council -- the roll call vote: all - aye. WHEREAS, the Temporary Chairman reported that Jane W. Johnson and William D. Jones were reelected to Salem City Council for four-year terms commencing July 1, 2016, and ending June 30, 2020; and James A. Martin was elected to Council for a four-year term commencing July 1, 2016, and ending June 30, 2020; and WHEREAS, the Honorable Chance Crawford, the Clerk of Court administered the Oaths of Office required by law as a member of Council to Jane W. Johnson, William D. Jones, and James A. Martin; and 2 WHEREAS, the Honorable Chance Crawford will properly file the Oaths of Office for Ms. Johnson, Mr. Jones, and Mr. Martin; and WHEREAS, the Temporary Chairman stated the next order of business was to elect a Mayor for the City of Salem for a two-year term and Vice Mayor for the City of Salem for a two-year term; and WHEREAS, the Temporary Chairman stated that in accordance with Section 2.2- 3711 A. of the Code of Virginia, 1950 as amended to date, Council has the right to convene to Closed Session for the purpose of discussing the following specific matter: 1. Discussion of a personnel matter concerning the Council appointed position of Mayor, which is authorized by Section 2.2- 3711 A. (1) of the Code of Virginia, 1950 as amended to date; -- Council declined that right and; WHEREAS, Councilman Jones nominated Byron R. Foley for the office of Mayor of the City of Salem; ON MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, nominations were hereby closed for office of Mayor, and Byron R. Foley was hereby elected Mayor for the City of Salem for a two-year term beginning July 1, 2016, and ending June 30, 2018 -- the roll call vote being as follows: all – aye. THEREUPON, the Honorable Chance Crawford administered the Oath of Office required by law to Byron R. Foley for the office of Mayor, and the same will be filed by the Honorable Chance R. Crawford. WHEREAS, Mayor Foley assumed the duties of the presiding officer asked if Council would like to move to Closed Session or receive nominations for the office of Vice Mayor; and 3 WHEREAS, Councilwoman Johnson nominated John C. Givens for the office of Vice Mayor of the City of Salem; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILMAN MARTIN, AND DULY CARRIED, nominations were closed for the office of Vice Mayor of the City of Salem, and John C. Givens was hereby elected Vice Mayor of the City of Salem for a two-year term beginning July 1, 2016, and ending June 30, 2018 -- the roll call vote: all – aye. THEREUPON, the Honorable Chance Crawford administered the Oath of Office required by law to John C. Givens for the office of Vice Mayor, and the same will be filed by the Honorable Chance Crawford. WHEREAS, Mayor Foley thanked Council for supporting him and Vice Mayor Givens; he stated that he is honored to serve as Mayor of the City of Salem. Councilman Jones, thanked Council and his wife for supporting him. This position has matured him and although his parents could not be here to share, this election was about his dad. Councilwoman Jones stated she would like to thank all her friends and family for their support and is excited about the upcoming term. She further stated she felt it would be a good one and was looking forward to working with Councilman Martin. Councilman Martin stated he would like to thank the citizens of Salem and is looking forward to leading us into the future and serving with Council. Councilman Jones stated Council also needed to thank Mr. James Chisom for stepping in to replace Mrs. Lisa Garst as they both helped Council through some hard times over the last eight years and as a group Council expressed appreciation what they did to support the City. There being no further business to come before the Council, the same on motion adjourned at 9:12 a.m. 4
