HomeMy WebLinkAbout4/8/2025 - Economic Development (EDA) - Minutes - Regular (2) MINUTES OF THE MEETING OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF SALEM, VIRGINIA The Economic Development Authority of the City of Salem, Virginia, held a meeting on April 8, 2025, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street, Salem, Virginia 24153. Quinn Mongan, Joe Curran, Dave Robbins (remote), Sean Kosmann, Jason Fountain, and Cindy Shelor. Paul Kuhnel was absent. Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Jim Guynn, Legal Counsel; Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; Rosie Jordan, Treasurer; and Crystal Williams, Secretary, were present. Vice Chair Mongan called the meeting to order at 3:00 p.m. Mr. Mongan stated that he had received a request from Mr. Robbins to participate remotely in today’s meeting. Ms. Williams read the following statement on behalf of Dave Robbins to participate remotely in today’s meeting. ” In accordance with Section 2.2-3708.2(A) of the Code of Virginia and the remote participation policy of the City of Salem, I, Dave Robbins, hereby request to participate remotely due to a personal matter, specifically that I am out of town.” Motion: Shelor; Second: Fountain: All Aye (Mr. Robbins did not vote) The meeting minutes of March 11, 2025, were approved as written. Ms. Jordan reviewed the financial report as of February 28, 2025, and the report was received as presented. Megan Gilleland, Kaufman, and Canoles could not attend today’s meeting. Ben Willis, representing Roanoke College, was present. Mr. Willis stated that the Authority had received a copy of the resolution for review and asked if there were any questions. A motion was made to approve the resolution of the City of Salem Economic Development Authority, authorizing the issuance and sale of educational facilities revenue bonds. Motion: Shelor; Second: Kosmann; All Aye A motion was made to hold a closed session in accordance with Section 2.2-3711 A(5) of the 1950 Code of Virginia, as amended, for a discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business or industry’s interest in locating or expanding its facilities in the community, relating to manufacturers constrained on available production space and/or talent; also concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business or industry’s interest in locating or expanding its facilities in the community, relating to a retail operation. Motion: Curran; Second: Kossman; Aye Upon reconvening, a motion was made in accordance with Section 2.2-3712D of the Code of Virginia, 1950, as amended to date. The EDA certified that in a closed session, only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the closed session was convened were heard, discussed, or considered by the EDA. Motion: Curran; Second: Shelor; All Aye Mr. Adkins stated that City staff and some members of the Authority had met to select a mural for the property owned by Snyder Nursing Home, Inc. at 7 West Main Street. Mr. Adkins provided copies of the mural, noting the cost is $20,674.00. Snyder Nursing Home is paying additional fees to prepare the wall for the mural for $3,800.00. The total cost to the EDA for the mural project is $23,000. Motion: Shelor: Second: Curran; All Aye As there was no other business, the meeting was adjourned at 4:12 p.m.
