HomeMy WebLinkAbout2/9/2015 - City Council - Minutes - RegularUNAPPROVED MINUTES CITY COUNCIL WORK SESSION February 9, 2015 A work session of the Council of the City of Salem, Virginia, was held in the City Manager’s Conference Room, 114 North Broad Street, Salem, Virginia, on February 9, 2015, at 6:30p.m., there being present the following members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council, Rosie Jordan, Director of Finance; Mary Ellen Wines, Deputy Zoning Administrator/Secretary; and Benjamin W. Tripp, Planner; and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council to hold a work session; and WHEREAS, Mr. Boggess presented Councilwoman Johnson her ten year service award packet; and WHEREAS, Mr. Tripp discussed the Urban Development Areas Program Grant, the Community Development Block Program Grant, and the 419 Sidewalk Project; and WHEREAS, the budget work session was scheduled for February 16, 2015, 1:00p.m., City Manager’s Conference Room; and WHEREAS, there were no other topics for discussion. There being no further business to come before the Council, the work session was adjourned at 7:23p.m. ____________________________________ Mayor _____________________________________ Clerk of Council 1 | Page UNAPPROVED MINUTES COUNCIL MEETING February 9, 2015 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on February 9, 2015, at 7:30 p.m., there being present the following members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council, Rosie Jordan, Director of Finance, and Stephen M. Yost, City Attorney; and the following business was transacted: DUE TO AN EQUIPMENT MALFUNCTION, THESE MINUTES WERE PREPARED WITHOUT THE USE OF AN AUDIO RECORDING. Mayor Foley called the meeting to order at 7:30 p.m. The January 26, 2015, work session, and regular meeting minutes were approved as written. Vice Mayor Givens requested that Council consider request to appropriate funds for a fence at the Glenvar Water Treatment Plant; and WHEREAS, Vice-Mayor Givens, Chair of Council’s Audit-Finance Committee reported that the Glenvar Water Plant became obsolete with the construction of the new plant on Tidewater Street in 2005. This change coincided with the Main Street expansion project by VDOT. Due to VDOT purchasing right-of-way from the City at the plant, a part of the fence surrounding the property was removed. At that time, VDOT also paid the City $11,600 to reclose the security fence. This fencing needs to be replaced for safety and security reasons. It is proposed to install 640 feet of 8’ fencing around critical components of the plant. This fence will be higher than the fence that was removed, but is needed to protect the property. The estimates received show that the project can be completed for ITEM 1 FUNDS FOR FENCING AT GLENVAR WATER PLANT HEREBY APPROPRIATED 2 | Page $30,000 or less. This Committee recommended appropriation of said funds for fence replacement at the Glenvar Water Plant. The final estimate will be reviewed by this Committee; and ON A MOTION MADE BY VICE-MAYOR GIVENS, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, appropriation of $30,000 for fencing at the Glenvar Water Treatment Plant was hereby approved – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider an ordinance on second reading amending Part II, Chapter 86, of the CODE OF THE CITY OF SALEM, VIRGINIA, by enacting Section 86-16, pertaining to distribution of handbills, etc., solicitation of contributions, and sale of merchandise, services, etc., on highways; ordinance was passed on first reading at the January 26, 2015, meeting; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILWOMAN GARST, AND DULY CARRIED, an ordinance amending Part II, Chapter 86, of the CODE OF THE CITY OF SALEM, VIRGINIA, by enacting Section 86-16, pertaining to distribution of handbills, etc., solicitation of contributions, and sale of merchandise, services, etc., on highways was hereby adopted – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. There being no further business to come before the Council, the same on motion adjourned at 7:38 p.m. ITEM 2 ORDINANCE ADOPTED ENACTING SECTION 86-16 PERTAINING TO SOLICITATION ON HIGHWAYS
