1. Call to Order
A special meeting of the Council of the City of Salem, Virginia, was called to order at 8:00
a.m., there being present the following members to wit: Renee F. Turk, Mayor, James W.
Wallace, III, Vice-Mayor, Council members: Byron Randolph Foley, William D. Jones, and
H. Hunter Holliday(absent); with Renée F. Turk, Mayor, presiding; together with James E.
Taliaferro, II, City Manager; Rob Light, Assistant City Manager and Clerk of Council;
Rosemarie B. Jordan, Director of Finance; Tammy Todd, Assistant Director of Finance; and
Crystal Williams, Assistant to the City Manager.
2. Annual Presentation of Budget by City Manager
In accordance with Section 4.6(b) of the Charter of the City of Salem, Virginia, City Manager
Taliaferro presented the 2023-2024 budget to City Council.
Mr. Taliaferro provided a brief overview of key aspects within the proposed fiscal year 2023-
2024 budget to Council, indicated that staff can address any questions upon review, and that
budget work session dates/times would be scheduled for Council feedback and discussion.
3. Adjournment
The meeting was adjourned at 8:15 a.m.
