1. Call to Order
A. Roll Call
A special work session/retreat of the Council of the City of Sa lem, Virginia, was
held at the Preserve at Crooked Run, 1356 Camp Fincastle Lane, Fincastle, VA,
24090-3464, on March 22, 2023, at 9:00 a.m., there being present the following
members of said Council, to wit: Renée F. Turk, Mayor; James W. Wallace, III,
Vice Mayor; Council members: Byron Randolph Foley, William D. Jones, and H.
Hunter Holliday; with Renée F. Turk, Mayor, presiding; together with James E.
Taliaferro, II, City Manager; Rob Light, Assistant City Manager and Clerk of
Council; Mike Stevens, Director of Communications; Crystal L. Williams,
Assistant to the City Manager; and Charles Hartgrove, ICMA-CM, Director of
the Virginia Institute of Government (VIG) at the University of Virginia ’s
Weldon Cooper Center for Public Service, and the following bu siness was
transacted:
Mayor Turk reported that this date, place, and time had been set in order for the
Council to hold a work session/retreat and called the meeting to order; and

A. Council Discussion on Goals and Objectives
Salem City Council met to work on the prioritization of goals and objectives of
Council. Charles Hartgrove, Director of the Virginia Institute of Government at
the University of Virginia’s Weldon Cooper Center for Public Service facilitated
the discussion.
3. Closed Session
A. Closed Session
Hold a closed session in accordance with Section 2.2-3711 A (1) of the 1950
Code of Virginia, as amended, for a discussion of a personnel matter pertaining
to the City Manager's annual evaluation.
Vice-Mayor Wallace motioned that, in accordance with Section 2.2-3711 A (1)
of the 1950 Code of Virginia, as amended, Council hereby convenes to closed
session at 3:34 p.m. for the purpose of discussing the following specific matter: a
discussion of a personnel matter pertaining to the City Manager's annual
evaluation.
Randy Foley seconded the motion.
Ayes: Foley, Holliday, Jones, Turk, Wallace
Vice-Mayor Wallace motioned reconvene at 5:24 p.m. in accordance with
Section 2.2- 3712 D. of the Code of Virginia, 1950 as amended to date, Council
certifies that in closed session only items lawfully exempted from open meeting
requirements under the Virginia Freedom of Information Act and only such items
identified in the motion by which the closed session was convened were heard,
discussed, or considered by the Council. Randy Foley seconded the motion.

WORK SESSION
1. Call to Order
A work session of the Council of the City of Salem, Virginia, was held in the
Council Chambers Conference Room, City Hall, 114 N. Broad Street, Salem,
Virginia, on March 27, 2023, at 5:45 p.m., there being present the following
members of said Council to wit: Renée Ferris Turk, Mayor; James W.
Wallace, III, Vice-Mayor; Council members; Byron Randolph Foley, William
D. Jones, and H. Hunter Holliday (absent); with Renée Ferris Turk, Mayor,
presiding; together with James E. Taliaferro, II, City Manager; Rosemarie B.
Jordan, Director of Finance; Crystal Wi lliams, Assistant to the City Manager;
Laura Lea Harris, Deputy Clerk of Council; John Hull, Executive Director of
the Roanoke Regional Partnership; and Pete Eshelman, Senior Director of
Creative Strategies; and the following business was transacted;
Mayor Turk reported that this date, place, and time had been set in
order for the Council to hold a work session; and
2. New Business
A. Discussion Items
1) Annual Presentation - John Hull, Executive Director of the
Roanoke Regional Partnership
2) Follow-up on requests/comments at previous meetings.
John Hull, Executive Director with the Roanoke Regional Partnership, noted
that Pete Eshelman, Senior Director of Creative Strategies, was with him this
evening. He presented an overview of the Roanoke Region al Partnership's
structure and shared projects and accomplishments over the past year. Mr. Hull
shared that the Roanoke Regional Partnership is a public/private partnership
with a $1.6 million budget. It was noted that the Partnership launched Thrive
2027, its five-year strategic campaign, in February 2022 and that it had
exceeded its $3.6 million goal by twelve percent. The strategic priorities of the
partnership which were shared are:
economic growth and innovation, talent attraction and workforce
development, commercial real estate and infrastructure, and placemaking
and livability. Specific strategies being utilized in each area were noted. Mr.
Hull shared that the total economic impact for 2022 events was $3.7 million.
This included the Foot Levelers Blue Ridge Marathon, Freedom First Down
by Downtown, Virginia's Blue Ridge Go Cross, and Anthem Go Outside
Festival. His presentation was followed by questions from Council, which
were responded to by Mr. Hull and Mr. Eshelman.
Mayor Turk presented requests/ suggestions that had been made by citizens
during the Public Comment period of Council meetings from December
through March. One request that was discussed was to schedule Council
meeting at 7:00. Council desires to continue beginning Regular Cou ncil
meetings at 6:30 p.m. Most of the items had been discussed at the March 22,
2023, Council Work Session/Retreat and for those, further research was
being done by staff. In regard to the request to adopt a plan delineating
specific uses for and appropriating amounts for Reserve funds, development
of a capital reserve fund policy is currently underway. Council was
requested to look further into the request for a property tax freeze when a
homeowner turns 80. Some research has been done on this request, an d staff
was requested to continue to work on this item and to factor in inflation,
estimate what the cost to the City would be, and find out what percent of the
population is utilizing current real estate tax freeze/relief program. The
request to make the Registrar's Office a priority was discussed, and staff was
asked to look at options. Staff was asked to look into the financial impact for
the request for a flat fee or a higher base level on the Salem Business Tax
rate for Real Estate agents. It was agreed that requested follow-up
information would be provided once gathered at a future work session.

There being no further business, Mayor Turk adjourned the meeting at
6:28 p.m.

Chuck Van Allman, Director of Community Devel opment; Clark Ruhland,
Assistant Director of Communications; and Mike Lockaby, on behalf of
City Attorney, Jim Guynn.

4. Consent Agenda
A. Citizen Comments
Comments from the public, limited to five minutes, on matters
not already having a public hearing component at the same
meeting.
John Breen, 142 Bogey Lane, was the first citizen to address Council.
He expressed concern about the enforcement of Code vio lations. He
also suggested that Council should set Work Session agendas. Mr.
Breen suggested that the Comprehensive Plan should be reviewed and
updated every five years and that citizens should participate in this
process from the beginning. He also requested that Council ask the
Planning Commission to permit public comments and that quarterly
town meetings and citizen surveys be utilized. In conclusion, Mr. Breen
suggested that Council and the Planning Commission should meet
jointly at least annually.
Brent Caldwell, 625 Hagan Street, was the last citizen to speak before
Council this evening. He shared a copy of his comments and a map
with Council to enable them to visualize the specific area he was
speaking about. He expressed concern about the noise and the s peed of
Semi Trucks on Route 419 from the Interstate towards E. Main Street.
He requested that Section 30.1 of the existing Noise Ordinance be
amended to prohibit the use of Jake Brake Engine Retarders within the
City of Salem and that signs be posted in multiple locations on that
section of 419 warning truckers of the new noise ordinance. Mr.
Caldwell asked to clarify if the City of Salem had the authority to set
the speed limit or if this was a VDOT function. Mr. Taliaferro clarified
that this was a staff function and that ordinarily if there was an issue
with speed, a staff committee would review the situation. He also
requested that the speed limit be reduced from 45 mph to 35 mph to
limit the speed of trucks driving south on Route 419 coming off the hill
from I-81 and approaching the Lakeside area. In addition, he requested
that Council instruct the Police Department to enforce the noise
ordinance and the lowered speed limits.
Mayor Turk noted that this would be investigated further.
B. Minutes
Consider acceptance of the March 13, 2023, Work Session and Regular
Meeting minutes.
The minutes were accepted as written.
C. Financial Reports
Consider acceptance of the Statement of Revenues and
Expenditures for the eight months ending February 2023.
Mr. Jones asked if it was unusual for sales tax to be this different for
two years. Ms. Jordan responded that they do not receive any details
from the Department of Taxation and are unable to monitor why the
taxes fluctuate from month to month and year to year and have no
ability to monitor that data.
The financial reports were received.

6. New Business
A. Amendment to the Zoning Ordinance Hold public hearing and consider ordinance on first reading for the
request of Michael O. Garst and Alan L. Garst, property owners, for
rezoning the property located at 907 Florida Street (Tax Map # 185-
5-9) from HBD Highway Business District to RSF Residential
Single Family. (Advertised in the March 9 and 16, 2023, issues of
the Salem Times-Register). Planning Commission recommended
approval. See page 2 of the March 15, 2023, minutes. STAFF
REPORT
Mayor Turk opened the public hearing.
Mr. Van Allman noted that this property is on Florida across from
Calvary Baptist.
Mayor Turk closed that public hearing as no one came forward to
speak.
Mr. Foley noted that when the Comprehensive Plan is done, changing
properties in that area from HBD, Highway Business District, to RSF,
Residential Single Family, should be addressed as that area is
developed.
Mr. Taliaferro confirmed that years ago, the idea was that the 8th
Street corridor would possibly turn Commercial; however, th is has
not been the case. This is something that needs to be looked at.
William Jones motioned to adopt ordinance on first reading for the
request of Michael O. Garst and Alan L. Garst, property owners, for
rezoning the property located at 907 Florida Street (Tax Map # 185-
5-9) from HBD Highway Business District to RSF Residential Single
Family. Randy Foley seconded the motion.

B. Special Exception Permit
Hold public hearing and consider the request of Daniel N Suggs
Excavating & Grading, Inc., property owner, and AM Transportation
of Roanoke, LLC, contract purchaser, for the issuance of a Special
Exception Permit to allow a truck parking facility on the property
located at 2730 West Main Street, (Tax Map # 174-5-1). (Advertised
in the March 9 and 16, 2023, issues of the Salem Times-Register).
Planning Commission recommended denial. See page 3 of the March
15, 2023, minutes. STAFF REPORT
Mayor Turk noted that the Item 6B request had been withdrawn by
the petitioner and will not be discussed this evening.
C. Law Library Fee
Consider ordinance repealing City of Salem Law Library Fee.
Mr. Taliaferro explained that years ago Salem City Council adopted an
ordinance that established an assessment on Civil judgements. This was
initially two dollars and was later amended to four dollars. This was put
in place to maintain a Law Library at the Courthouse. Due to the move
to digitalization of documents, the need for the Law Library is no longer
there. To remove this fee, Council needs to adopt an ordinance. If
Council desires to move forward with this, please note that this will be a
first reading and there would need to be a second reading at the next
Council meeting.
Mr. Wallace asked if the City has any burden to provide the digital
library. Mr. Taliaferro responded that the City does not bear this burden.
Randy Foley motioned to adopt ordinance on first reading repealing
the City of Salem Law Library fee. William Jones seconded the
motion.

2. Annual Presentation of Budget by City Manager
In accordance with Section 4.6(b) of the Charter of the City of Salem, Virginia, City Manager
Taliaferro presented the 2023-2024 budget to City Council.
Mr. Taliaferro provided a brief overview of key aspects within the proposed fiscal year 2023-
2024 budget to Council, indicated that staff can address any questions upon review, and that
budget work session dates/times would be scheduled for Council feedback and discussion.

The subject property (907 Florida Street, Tax Map # 185-5-9) consists of a “25 foot,” 0.086-
acre property which is currently zoned HBD Highway Business District. Located in “East
Bottom” between 7th and 8th street, this parcel sits amongst a block of properties that
encompass an array of zoning designations including HBD Highway Business District, RSF
Residential Single Family, RBD Residential Business District, and CBD Community Business
District. Further, while the majority of the parcels in this are a are currently zoned HBD
Highway Business District, there are numerous tracts which are still utilized as single-family
homes as they have not been repurposed since the last zoning ordinance update.
The applicants are requesting the rezoning of this property in order to construct a single-family
home which will satisfy the setback requirements for the RSF zoning district. The Future Land
Use Map (FLUM) identifies this area as Residential, consistent with the proposed rezoning.

A regular meeting of the Planning Commission of the City of Salem,
Virginia, was held after due and proper notice in the Council Chambers,
City Hall, 114 North Broad Street, Salem, Virginia, at 7:01 p.m., on
March15, 2023. Notice of such hearing was published in the March 2 and
9, 2023, issues of the "Salem Times Register," a newspaper published and
having general circulation in the City of Salem. All adjacent property
owners were notified via the U. S. Postal Service.
The Commission, constituting a legal quorum, presided together with Jim H.
Guynn, Jr., City Attorney; James E. Taliaferro, II, City Manager and Executive
Secretary, ex officio member of said Commission, to wit; Charles E. Van
Allman, Jr., Director of Community Development; Mary Ellen Wines,

Staff noted the following:
The subject property (907 Florida Street, Tax Map # 185-5-9) consists of a “25
foot,” 0.086- acre property which is currently zoned HBD Highway Business
District. Located in “East Bottom” between 7th and 8th street, this parcel sits
amongst a block of properties that encompass an array of zoning
designations including HBD Highway Business District, RSF Residential Single
Family, RBD Residential Business District, and CBD Community Business District.
Further, while the majority of the parcels in this area are currently zoned HBD
Highway Business District, there are numerous tracts which are still utilized as
single-family homes as they have not been repurposed since the last zoning
ordinance update.
The applicants are requesting the rezoning of this property in order to
construct a single-family home which will satisfy the setback requirements for
the RSF zoning district. The Future Land Use Map (FLUM) identifies this area as
Residential, consistent with the proposed rezoning.
Michael Garst, 929 Indiana Street, property owner, appeared before the
Commission and stated that he will build an 18-foot wide house to conform to
current setback requirements, which is the reason for the rezoning request.
No other person(s) appeared related to the request.
Denise King motioned to approve the request of Michael O. Garst and Alan
L. Garst, property owners, for rezoning the property located at 907 Florida
Street (Tax Map #185-5-9) from HBD Highway Business district to RSF

B. Special Exception Permit Hold public hearing to consider the request of Daniel N Suggs
Excavating & Grading, Inc., property owner, and AM Transportation of
Roanoke, LLC, contract purchaser, for the issuance of a Special
Exception Permit to allow a truck parking facility on the property
located at 2730 West Main Street, (Tax Map # 174-5-1).
Staff noted the following: The subject property (2730 West Main Street, Tax
Map # 174-5-1) consists of a 1.7-acre tract which possesses the HBD Highway
Business District designation. This parcel was formerly occupied by a grading
business before being demolished and left vacant between 2013/2015.
The contract purchaser is requesting a Special Exception Permit in order to
construct a truck parking facility which will provide truck drivers a secure
location to store their personal cars while they are traveling and their tractor
trailers while at home. This lot will be secured with a gate/coded lock on-site
and monitored by security cameras. There will be no employees at this
location, and nobody will be permitted to stay overnight. The applicant
estimates that a general timeframe for trucks to be gone is 3-4 consecutive
days during a one-week period.
The Future Land Use Map (FLUM) identifies this area as commercial, consistent
with the proposed utilization of the property should the Special Exception
Permit be granted.
Barney Horrell, 3553 Carvins Cove Road, Salem, appeared before the
Commission on behalf of the petitioner to explain the request. He stated that
there are no permanent buildings planned--it would be a truck parking facility.
The applicant currently owns two trucks and utilizes a gravel lot in the Glenvar
area, and other people park their trucks there as well. He further stated that
no employees will be on site; freezer-type trucks (14 spaces are currently
designated, which is subject to change based on topography); and a new
driveway will be created instead of expanding the existing shared driveway.
Gurdeep Singh, owner of AM Transportation, appeared before the
Commission and stated that he currently rents a lot in Glenvar; the proposed
lot will be completely fenced with barbed wire and monitored by cameras.
He further stated that drivers will not be sleeping in the trucks; AM
Transportation LLC will be the operating business and will lease spaces to
others; the hours of operation for truckers will vary; and the site is suitable to
the business due to its proximity to delivery locations.
Vice Chair King stated she has concerns about trucks pulling out into traffic
during normal hours as traffic is heavier in Salem than in Roanoke County.
Mr. Horrell clarified that leasing to other operators may utilize their
spaces in slightly different fashions (only tractor, different hours, etc.).
Vice Chair King inquired as to how often the parking lot would be
checked for oil and other leaks, etc.
Mr. Singh stated that it would be a couple of times a week.
Dwayne Mann, 2743 W. Main Street, Vintage Vault, appeared before the
Commission and stated that he has concerns about the turning radius for the
tractor-trailers, taking a left into the lot and the impact on the traffic light. He
also has concerns about site distance and safety with trucks pulling in and out
at low speeds with a large turn radius.
Member Conner questioned the engineering requirements.
Mr. Van Allman clarified that the final plan would be subject to site plan
review and VDOT requirements.
Jeff and Patty Washenberger appeared before the Commission and stated
that they feel that their business will be negatively affected due to the noises
and emissions associated with the truck facility being located within 50 feet of
sleeping areas-- idling one and off throughout the night, diesel smells,
slamming doors, etc. They are also concerned with the impact of traffic during
normal hours, and the variation within truck schedules--not having control of
lessees.
Terry Kelly, 1672 Dalewood Avenue, Salem, and owner of 2700 and 2712 W.
Main Street, appeared before the Commission in opposition of the request. He
does not feel the proposed business would be beneficial to the city or his
business. He is also concerned with the stormwater area--ponding of water on
adjacent properties he owns, traffic, and questioned the need for truck
parking when there is truck parking near Ditch Witch.
Jon Kelly appeared before the Commission and stated he has concerns
about the potential traffic associated when there is a wreck on Interstate
81.
Mr. Horrell reappeared before the Commission to address the turning radius--
engineering specifications. He stated that access to the property will be
worked out with City engineering, and other uses will likely have a much
higher traffic count. He also stated that stormwater will be an issue and
drainage issues on adjacent properties would be taken care of in site plan
review; fencing would match that of adjacent properties; headlights will be
facing Main Street when the trucks start; noises are consistent with the area;
and the property would be purchased by the business owner.
Mr. Singh reappeared before the Commission and stated that some trucks will
likely be running while stored.
Member Garst questioned Mr. Van Allman about tractor trailer access to
Main Street in regard to signalization.
Member Conner stated that he does not feel the proposal is a bad plan, and
noted that there is a need for this use. He also stated he is not as concerned
about traffic. Emphasized that it's the Commission's job to make sure the use
"fits in" with the character of the corridor, and feels this is the wrong place for
the business.
No other person(s) appeared related to the request.
Neil Conner motioned to deny the request of Daniel N. Suggs Excavating &
Grading, Inc., property owner, and AM Transportation of Roanoke, LLC,
contract purchaser, for the issuance of a Special Exception Permit to allow a

SUMMARY OF INFORMATION:
Pursuant to Section 42.1-70 of the Code of Virginia, in 1985 the City implemented a $2.00 fee
for each civil action filed in City courts. The fee was later increased to $4.00 when the State
Code was amended in 1988. The funds from this fee were expended for the purpose as
provided in the statute for the use and maintenance of a law library open to the public.
Due to the changes in technology and availability of resources electronically, the need and
use of such libraries is not warranted. As a result, the law library at the Salem Courthouse
has been closed. Due to the specific allowed use per the State statute for the fee, the
collection of these funds is no longer applicable.
FISCAL IMPACT:
The budgeted revenue for the current fiscal year is $3,000 for the Law Library fee.
STAFF RECOMMENDATION:
Staff recommends Council adopt ordinance on second reading repealing the City of Salem
Law Library fee.
AN ORDINANCE REPEALING THE CITY OF SALEM LAW LIBRARY FEE
WHEREAS, on April 4, 1985 the Council of the City of Salem imposed an assessment of
$2.00 for law libraries on each civil action filed in courts serving the City; and
WHEREAS, on October 20, 1988 this fee was amended to $4.00 per revision of the State
statute; and
WHEREAS, the Law Library has been closed due to the changes in technology and
electronic availability of such resources; and
WHEREAS, the Law Library fee must be used for the use and maintenance of such by
statute;
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SALEM,
VIRGINIA, as follows:
1. That this ordinance repeals the City of Salem ordinance imposing a Law Library Fee.

The Roanoke Valley Resource Authority (RVRA) was established on October 23, 1991,
as a tax-exempt political subdivision within the Commonwealth of Virginia to acquire and
construct a regional sanitary landfill and waste collection and transfer station with related
treatment facilities.
Members of the RVRA are the City of Salem, County of Roanoke, City of Roanoke, and
Town of Vinton. As specified in the RVRA’s Member Use Agreement, all members
must approve the RVRA budget annually. The attached fiscal year 2023/2024 budget
was approved by the RVRA Board.
Dan Miles, Chief Executive Officer of the Roanoke Valley Resource Authority, will present
the budget on behalf of the RVRA during the City Council meeting and will be available
to answer any questions that Council may have.
FISCAL IMPACT:
The fiscal year 2023/2024 RVRA budget proposes a $1.25 per ton commercial tipping
fee increase. There is no increase in municipal tipping fees.
STAFF RECOMMENDATION:
Staff recommends approval of the Roanoke Valley Resource Authority budget for the
fiscal year 2023/2024.

SUMMARY OF INFORMATION:
The Roanoke Regional Airport Commission (the Commission) was established on July 1,
1987, by legislative act of the Commonwealth of Virginia to own and operate the Roanoke
Regional Airport (now the Roanoke-Blacksburg Regional Airport). The Commission is
composed of six (6) members. The City of Salem joined the Commission effective July
1, 2020. One (1) member is appointed by the City of Salem. Two (2) members are
appointed by Roanoke County and three (3) by Roanoke City. The County and the Cities
are each responsible for their pro-rata share, based on population, of any year-end
operating deficit or capital expenditures if any additional funding is required. The
Commission is responsible for paying all outstanding debt. No subsidy has been required
since inception.
In accordance with the requirements of the Commission contract as amended, the
Roanoke Regional Airport Commission is required to submit its budget to the Salem City
Council, Roanoke County Board of Supervisors, and the Roanoke City Council for
approval. At its meeting on March 28, 2023, the Commission approved the attached
budget for fiscal year 2023-2024 to be forwarded to the governing bodies of the three
(3) localities.
You will note that no deficit is anticipated in the Operating Budget for Fiscal Year 202 3-
2024. Therefore, no additional appropriations are being requested or anticipated from the
City of Salem, County of Roanoke, or the City of Roanoke.
The Commission also adopted the attached capital expenditure budget program totaling
over $100,000 in cost and are intended to benefit five or more future accounting periods
(Attachment II).
Mike Stewart, Executive Director of the Roanoke Regional Airport Commission, will
present the budget on behalf of the Commission during the City Council meeting and will
be available to answer any questions that Council may have.
FISCAL IMPACT:
No funds from the City of Salem are requested or anticipated for the fiscal year
2023-2024 budget.
STAFF RECOMMENDATION:
Staff recommends approval of the Roanoke Regional Airport Commission budget for the
fiscal year 2023-2024.

BACKGROUND:
In December 2005, the Personal Property Tax Relief Act (PPTRA) provided relief to
owners of personal use motor vehicles statewide. City Council adopted an ordinance
enacting these changes to the Act in December 2005. The City uses the “Specific Relief”
method to allocate the relief at the same percentage across the board to the first $20,000
of personal use vehicle value. Vehicles valued at $1,000 and below receive 100% tax
relief.
SUMMARY OF INFORMATION:
The City uses the PPTRA Allocation Model developed by the State to calculate the
effective reimbursement rate. This model uses historical trends and a five-year rolling
average to calculate the effective reimbursement rate. This same methodology for
calculating the rate is used by many of our neighboring localities. The relief percentage is
calculated to distribute the $2,588,707 block grant allocation received annually by the City
of Salem from the Commonwealth.
City Council is required by the Commonwealth to annually adopt a resolution setting the
percentage reduction in personal property tax for that year. The rate computed using the
model for 2023 is 44%.
STAFF RECOMMENDATION:
Adopt the attached resolution that establishes the percentage reduction for personal
property tax relief at 44% for the City of Salem for the 2023 tax year.

A RESOLUTION SETTING THE ALLOCATION PERCENTAGE FOR PERSONAL
PROPERTY TAX RELIEF IN THE CITY OF SALEM, VIRGINIA FOR THE 2023 TAX
YEAR
WHEREAS, in accordance with the requirements set forth in Section 58.1-3524 (C) (2) and Section
58.1-3912 (E) of the Code of Virginia, as amended by Chapter 1 of the Acts of Assembly and as set forth in
item 503.E (Personal Property Tax Relief Program or “PPTRA”) of Chapter 951 of the 2005 Acts of Assembly
and qualifying vehicle with a taxable situs within the City commencing January 1, 2023, shall receive personal
property tax relief; and,
WHEREAS, this Resolution is adopted pursuant to Ordinance adopted by the City Council on December
12, 2005.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF SALEM, VIRGINIA,
as follows:
1. That tax relief shall be allocated so as to eliminate personal property taxation for qualifying personal
use vehicles valued at $1,000 or less.
2. That qualifying personal use vehicles valued at $1,001-$20,000 will be eligible for 44% tax relief.
3. That qualifying personal use vehicles valued at $20,001 or more shall only receive 44% tax relief on
the first $20,000 of value; and
4. That all other vehicles which do not meet the definition of qualifying (for example, including but not
limited to, business use vehicles, farm use vehicles, motor homes, etc.) will not be eligible for any
form of tax relief under this program.
5. That the percentages applied to the categories of qualifying personal use vehicles are estimated fully
to use all available PPTRA funds allocated to the City of Salem by the Commonwealth of Virginia.
6. Supplemental assessments for tax years 2005 and prior shall be deemed non-qualifying for purposes
of state tax relief and the local share due from the taxpayer shall represent 100% of the assessed
personal property tax.
7. That this resolution shall be effective from and after the date of its adoption.
