MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
September 10, 2024, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Quinn Mongan, Dave Robbins, Cindy Shelor, Joe Curran, and Jason
Fountain. Sean Kossman and Paul Kuhnel were absent.
Chris Dorsey, City Manager; Rosie Jordan, Treasurer; Jim Guynn, Legal Counsel;
Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach
Coordinator; Rebecca Marsh, Economic Development Specialist; and Crystal Williams,
Secretary, were also present.
The Chair called the meeting to order at 3:00 p.m. The August 13, 2024, meeting minutes
were presented and approved as written. Ms. Jordan reviewed the financial report as of July 31,
2024, and the report was received as presented.
A motion was made to hold a closed session in accordance with Section 2.2-3711 A(5) of
the 1950 Code of Virginia, as amended, for discussion concerning a prospective business or
industry or the expansion of an existing business or industry where no previous announcement
has been made of the business or industry’s interest in locating or expanding its facilities in the
community, relating to a manufacturer. Also, for discussion concerning a prospective business or
industry or the expansion of an existing business or industry where no previous announcement
has been made of the business or industry’s interest in locating or expanding its facilities in the
community, relating to a retail operation.
Motion: Shelor; Robbins: All Aye
Upon reconvening, a motion was made in accordance with Section 2.2-3712D of the
Code of Virginia, 1950, as amended to date. The EDA certified that in closed session, only items
lawfully exempted from open meeting requirements under the Virginia Freedom of Information
Act and only such items identified in the motion by which the closed session was convened were
heard, discussed, or considered by the EDA.

Mr. Adkins noted that the Authority received a mural concept for the Salem Antique
Market via email. Andrew Williams is the mural artist who will perform the work. City staff met
and approved the mural concept. The total cost of the mural is $6,800, and it is split 50/50
between Terry Kelly, the property owner, and the EDA. A discussion was held, and a motion
was made to approve $3,400 to cover 50% of the mural.

Mr. Adkins stated the mural work is scheduled to commence immediately, with a
completion date of October 14th.
Economic Development staff provided some general updates. Since there was no further
business, the meeting was adjourned at 3:42 p.m.
