UNAPPROVED MINUTES
COUNCIL MEETING
November 24, 2014
A regular meeting of the Council of the City of Salem, Virginia, was held
in Council Chambers, City Hall, 114 North Broad Street, on November 24,
2014, at 7:30 p.m., there being present the following members of said Council,
to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D.
Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together
with Kevin S. Boggess, City Manager; James E. Taliaferro, Assistant City Manager
and Clerk of Council; Melinda J. Payne, Director of Planning and Economic
Development; Mike Stevens, Communications Director; and Stephen M. Yost,
City Attorney; and the following business was transacted:
Mayor Foley called the meeting to order at 7:30 p.m.
The November 10, 2014, work session and regular meeting minutes
were approved as written.
Mayor Foley requested that Council receive a presentation from Dan
Joiner regarding the 2014 Roanoke Valley Horse Show; and
WHEREAS, Mr. Joiner appeared before the Council stating that the 2014
Roanoke Valley Horse Show program has been given to each member of
Council. He further stated that the contributions of the City of Salem are
invaluable to the Horse Show and that it means so much to the Horse Show, his
family, and his father-in-law, who was one of the founding members. He
continued citing that all it takes is a phone call to Mike Tyler, Jim Fender, John
Saunders, the Electric Department and others within the City of Salem and any
and all issues are resolved quickly. He confirmed that it is not like this at other
horse shows and this is one of the main reasons the trainers and owners return
every year. He indicated that this place is special, and it is one of the very few
horse shows left in this country that is indoors and still draws a large crowd.
Furthermore, Mr. Joiner introduced Stacey Wright, the new Chair of the
Roanoke Valley Horse Show, citing that she is a native of the Roanoke Valley, has
been involved with horses since 1972, is a recent recipient of the American
Saddlehorse Association Hall of Fame, and is currently a United States Equitation
Association Steward. He further stated that for the last nine years Ms. Wright
has been a Steward at the World’s Grand Championship Horse Show in
Kentucky, as well as a Steward, eight times, at the Morgan Grand National
Horse Show, and the World Arabian Horse Show; and
WHEREAS, Ms. Stacey Wright appeared before the Council stating that
sixty volunteers put on this Horse Show and it takes the entire year to prepare.
She further stated that it is a three hundred and fifty thousand dollar show so
the support received from the City of Salem is very important. She continued
stating that this was the forty-third year and as a result the Roanoke Valley
Horseman’s Association was able to make a large donation to the Bradley Free
Clinic. She explained that the Roanoke Valley Horse Show is the largest and
longest running sporting event in the Roanoke Valley and it is held here in the

Salem Civic Center. She continued stating that it is a multi-breed show, one of
just a few in the country and in 2013 the United States Equestrian Federation
awarded that show the very prestigious Heritage Horse Show award which is a
result of the work of the volunteers, the people of Salem, and what is
accomplished with the donations. She explained that eight hundred twenty-
four stalls were sold for this year’s show, with almost one thousand horses on
the grounds. There was more than two hundred fifty thousand dollars awarded
in prize money in our five hundred twenty-six classes during the six-day show.
She thanked Council for the support of this show, which included participants
from eighteen states and eight foreign countries. She then presented Mr.
Boggess with a check to the City of Salem in appreciation for all the support.
Mayor Foley reported that this date and time had been set to hold a
public hearing and consider an ordinance on first reading regarding the request
of Nikola Sumenic, property owner, for rezoning the properties located at 805 &
811 Craig Avenue (Tax Map #’s 47 – 4 – 4 & 38 – 6 – 5.1) from RSF Residential
Single Family District to RMF Residential Multi-Family District; notice of such
hearing was published in the October 9, and 16, 2014, issues of the Salem
Times Register, a newspaper having general circulation in the City of Salem; and
WHEREAS, the Planning Commission at its November 12, 2014, regular
meeting continued this item until the December 10, 2014, Planning
Commission meeting; and
ON MOTION MADE BY VICE-MAYOR GIVENS, SECONDED BY
COUNCILWOMAN GARST, AND DULY CARRIED, the request of Nikola
Sumenic, property owner, for rezoning the properties located at 805 & 811
Craig Avenue (Tax Map #’s 47–4–4 & 38–6–5.1) from RSF Residential Single
Family District to RMF Residential Multi-Family District was hereby continued
until the January 12, 2014, meeting – the roll call vote: Lisa D. Garst – aye,
William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron
Randolph Foley – aye.
Mayor Foley requested that Council consider the request to amend the
School Grants Fund Budget as approved by the School Board on Novemer 11,
2014; and
WHEREAS, Vice Mayor Givens, Chair of Council’s Audit-Finance
Committee, reported that the Committee reviewed the request to amend the
School Grants Fund budget. The School Grants Fund was amended by the
School Board at their meeting on November 11, 2014. Budget amendments
totaling $190,458 were approved as amendments to the revenue and
expenditure accounts. These changes are due to unspent funds being carried
forward for grants that have not ended, as well as updates to grant amounts
which differ from the original adopted budget. Also included on the
appropriation changes were any new grants that have been awarded since
budget adoption. This Committee recommended approval of the School Board’s

COUNCILMAN JONES, AND DULY CARRIED, the request to amend the School
Grants Fund Budget as approved by the School Board on November 11, 2014,
was hereby approved – the roll call vote: Lisa D. Garst – aye, William D. Jones –
aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley –
aye.
Mayor Foley requested that Council consider renewing the Salem
Municipal Golf Course lease for 2015;
ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY
VICE-MAYOR GIVENS, AND DULY CARRIED, the Salem Municipal Golf Course
lease was hereby renewed for 2015 – the roll call vote: Lisa D. Garst – aye,
William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye; and Byron
Randolph Foley – aye.
Mayor Foley requested that Council hold a closed session pursuant to
provision of Section 2.2-3711 A. (3) of the 1950 Code of Virginia, as amended,
to discuss property the City may wish to sell;
ON MOTION MADE BY VICE-MAYOR GIVENS, SECONDED BY
COUNCILWOMAN JOHNSON, AND DULY CARRIED, in accordance with
Section 2.2-3711 A. of the Code of Virginia, 1950 as amended to date, Council
convened to Closed Session at 7:45 p.m. for the purpose of discussing the
following specific matters: discussion of a real estate matter pertaining to
property the City may desire to sell, which is authorized by Section 2.2-3711 A.
3. of the Code of Virginia, 1950 as amended to date -- the roll call vote: Lisa D.
Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens –
aye, and Byron Randolph Foley – aye.
Upon reconvening at 9:21 p.m.;
ON MOTION MADE BY VICE-MAYOR GIVENS, SECONDED BY
COUNCILWOMAN GARST, AND DULY CARRIED, in accordance with Section
2.2-3712 D. of the Code of Virginia, 1950 as amended to date, Council hereby
certifies that in Closed Session only items lawfully exempted from open meeting
requirements under the Virginia Freedom of Information Act and only such
items identified in the motion by which the Closed Session was convened were
heard, discussed, or considered by the Council – the roll call vote: Lisa D. Garst
– aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and
Byron Randolph Foley – aye.
There being no further business to come before the Council, the same on
motion adjourned at 9:22 p.m.
