HomeMy WebLinkAbout5/12/2014 - City Council - Minutes - RegularUNAPPROVED MINUTES COUNCIL MEETING May 12, 2014 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on May 12, 2014, at 7:30 p.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, Assistant City Manager and Clerk of Council; Rosie Jordan, Director of Finance; Charles E. Van Allman, City Engineer; and Stephen M. Yost, City Attorney; and the following business was transacted: The April 28, 2014, regular meeting minutes were approved as written. Hunter Bell was recognized for receiving an art award . Mayor Foley requested that Council consider request to appropriate funds to purchase property located at 912 Central Avenue; and WHEREAS, Vice Mayor Givens, Chair of Council’s Audit-Finance Committee, reported that at the April 14, 2014, Council meeting, Council approved the purchase and subsequent lease/purchase of 912 Central Avenue; the Cardinal Criminal Justice Academy will lease the property for an annual charge of $14,500 per year for ten years; at the end of the ten-year period, the Academy can purchase the property for $1; Contingency Funds will be used to purchase the property; the Committee recommends appropriation of $127,912 from the Contingency Fund to cover the cost of said property; ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, the request to appropriate funds ($127,912 from the Contingency Fund) to purchase the property located at 912 Central Avenue was hereby approved – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider setting bond for physical improvements and erosion and sediment control for the Elizabeth Campus Fill Site project; and ITEM 2 BOND AND TIME LIMIT SET FOR ELIZABETH CAMPUS FILL SITE PROJECT ITEM 1 FUNDS APPROPRIATED TO PURCHASE PROPERTY LOCATED AT 912 CENTRAL AVENUE 2 WHEREAS, Vice Mayor Givens, Chair of Council’s Audit-Finance Committee, reported that the Committee reviewed the estimate for physical improvements and erosion and sediment control for the Elizabeth Campus Fill Site project; the Committee concurs with the Engineering Department’s recommendation that bond be set in the amount of $10,604 with a time limit of twelve (12) months for completion; and WHEREAS, it was noted that Roanoke College will take the fill dirt from its project on High Street and place it on a low area on property it owns on the Elizabeth Campus; and WHEREAS, it was noted that no drainage work will be needed on the Elizabeth Campus property to accept the fill; the fill will be used to grade the property located on the Elizabeth Campus; ON A MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, bond for the Elizabeth Campus Fill Site project was hereby set in the amount of $10,604 with a time limit of twelve (12) months for completion – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider setting bond for physical improvements and erosion and sediment control for the Heritage Downs Subdivision project; and WHEREAS, Vice Mayor Givens, Chair of Council’s Audit-Finance Committee, reported that the Committee reviewed the estimate for physical improvements and erosion and sediment control for the Heritage Downs Subdivision project; the Committee concurs with the Engineering Department’s recommendation that bond be set in the amount of $181,604 with a time limit of twelve (12) months for completion; ON A MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, bond for the Heritage Downs Subdivision project was hereby set in the amount of $181,604 with a time limit of twelve (12) months for completion – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. ITEM 3 BOND AND TIME LIMIT SET FOR HERITAGE DOWNS SUBDIVISION PROJECT 3 Mayor Foley requested that Council receive the Abstract of Votes cast at the May 6, 2014, General Election; THEREUPON, Abstract of Votes was received. Mayor Foley noted that this is Small Business Week and encouraged people to shop at local businesses. Councilwoman Garst recognized Hunter Bell on receiving a state-wide Art Blue Ribbon for his art projects. He received a letter from the Virginia Superintendents’ Association and will be touring the state.
