COUNCIL MEETING
April 18, 2014
A special meeting of the Council of the City of Salem, Virginia, was held in
Council Chambers, City Hall, 114 North Broad Street, on April 18, 2014, at 8:00
a.m., there being present the following members of said Council, to wit: John C.
Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst (Byron Randolph
Foley – absent); with John C. Givens, Vice Mayor, presiding; together with James
E. Taliaferro, II, Assistant City Manager and Clerk of Council; and Rosemarie
Jordan, Director of Finance; and the following business was transacted:
Vice Mayor Givens reported that this date, place, and time was set as a
special meeting of City Council, in accordance with Section 4.6 (b) of The Charter
of the City of Salem, Virginia, in order for the City Manager/Assistant City
Manager to present the budget to Council for fiscal year 2014-2015 in
accordance with Section 8.3 of The Charter of the City of Salem, Virginia, and for
Council to set dates for the Budget Work Study Sessions for the 20 14-2015 fiscal
year budget; and
WHEREAS, members of the news media were notified of said meeting by
letter e-mailed on April 15, 2014; and
WHEREAS, the Assistant City Manager appeared before the Council and
stated that it has been a tough budget year and he is pleased to present to
Council for its consideration and deliberation, a balanced budget; he thanked the
City Manager, the Director of Finance; the entire Finance Department; and all
Department Directors for their work in the preparation of the budget for the
fiscal year 2014-2015; he then presented the budget for the fiscal year 2014-
2015 to Council on behalf of the City Manager and explained the following letter
highlighting certain aspects of the budget:

THEREUPON, said budget for the fiscal year 2014-2015 was received as
presented by the Assistant City Manager.
A budget Work Study Session was hereby set for May 1, 2014, 4:00 p.m.,
in the Council Chambers Conference Room, City Hall, 114 North Broad Street;
and a second work session will be held on May 8, 2014, at 4:00 p.m., in the
Council Chambers Conference Room, City Hall, 114 North Broad Street, if
needed, in order to complete the remainder of the Budget Work Study Session
for the 2014-2015 budget.

Vice Mayor Givens requested that Council consider adopting Resolution
1250 in support of Lewis-Gale Medical Center’s application to provide special
care nursery services; and
WHEREAS, Councilwoman Garst gave a summary of the request;
ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY
COUNCILWOMAN JOHNSON, AND DULY CARRIED, Resolution 1250 in support of
Lewis-Gale Medical Center’s application to provide special care nursery services
was hereby adopted – the roll call vote: Lisa D. Garst – aye, William D. Jones –
aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley –
absent.
There being no further business to come before the Council, the same on
motion adjourned at 8:13 a.m.
