HomeMy WebLinkAbout10/14/2013 - City Council - Minutes - RegularUNAPPROVED MINUTES COUNCIL MEETING October 14, 2013 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on October 14, 2013, at 7:30 p.m., there being present the following members of said Council, to wit: John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst (Byron Randolph Foley – absent); with John C. Givens, Vice Mayor, presiding; together with James E. Taliaferro, Assistant City Manager and Clerk of Council; Stephen M. Yost, City Attorney; and Rosie Jordan, Director of Finance; and the following business was transacted: The September 23, 2013, work session and regular meeting minutes were approved as written. Vice Mayor Givens requested that Council receive a presentation from Peter Lampman, President, Virginia Amateur Sports, Inc., thanking the City of Salem for its support of the 2013 Subway Commonwealth Games of Virginia; and WHEREAS, Pete Lampman, President, Virginia Amateur Sports, Inc., appeared before the Council to thank Council and the City of Salem for its support of the 24th Annual Subway Commonwealth Games of Virginia; he stated that nearly 210,000 athletes have competed in the event over the past 24 years; he stated that there was an eight percent increase in athletes over last year, approximately 9,100 athletes; the majority of the athletes come from the Roanoke Valley; he then reviewed some of the statistics from the games; he presented Council with a plaque for its sponsorship of the games; THEREUPON, said presentation was received. Vice Mayor Givens requested that Council consider adopting Resolution 1240 electing not to participate in the Virginia Local Disability Program; and WHEREAS, the Director of Finance stated this is a plan that VRS has adopted and is for employees who are hired on or after January 1, 2014, without eligible retirement service in VRS; those employees will be placed into what is called the hybrid plan as required by state law; the new plan is a combination of defined benefit and defined contribution plan partnered with a short-term and a long-term disability plan; the Virginia Local Disability Program (VLDP) will be offered by VRS, but localities are allowed to pursue their own disability plans on ITEM 1 PRESENTATION FROM PETE LAMPMAN, PRESIDENT, VIRGINIA AMATEUR SPORTS INC. REGARDING 2013 SUBWAY COMMONWEALTH GAMES OF VIRGINIA ITEM 2 RESOLUTION 1240 ADOPTED ELECTING NOT TO PARTICIPATE IN THE VIRGINIA LOCAL DISABILITY PROGRAM 2 the open market as long as the plan meets or exceeds the benefits that are offered by VLDP; members of the State Police Officers Retirement System, Virginia Law Officers Retirement System, Hazardous Duty Employees covered under enhanced benefits, and members of the Judicial Retirement System appointed or elected to an original term before January 1, 2014, are not eligible for the hybrid retirement plan; in other words, anyone who is hazardous duty (Police/Fire in the City of Salem) will not be eligible for this program as VRS has grandfathered those employees into the current plan; staff has researched the options available to the City of Salem and a summary of the comparative rates was compiled; the plans are all comparable and meet or exceed the state code requirements for all steps of the program; if the City chooses to opt out of the VLDP, it is an irrevocable election and the resolution must be adopted by Council before November 1, 2013; staff recommends the VACoRP/The Standard program and to adopt Resolution 1240 to opt-out of the VLDP; and WHEREAS, a discussion was held regarding the recommended plan, etc.; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, Resolution 1240 electing to not participate in the Virginia Local Disability Program was hereby adopted – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye; and Byron Randolph Foley – absent. Vice Mayor Givens requested that Council consider appointments to fill vacancies on various boards and commissions; ON A MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, Rosemarie Jordan was hereby appointed to the Western Virginia Regional Jail Authority to replace Frank P. Turk (alternate); Rosemarie Jordan was hereby appointed to the Court Community Corrections Regional Community Criminal Justice Board to replace Frank P. Turk for a three-year term, said term will expire June 30, 2016; and Melvin H. Lutz was hereby recommended to be reappointed to the Board of Zoning Appeals – Alternate for a five-year term, said term will expire October 12, 2018 – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye; Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – absent.
