WORK SESSION
1. Call to Order
A work session of the Council of the City of Salem, Virginia, was held in Council
Chambers, City Hall, 114 N. Broad Street, Salem, Virginia, on January 23, 2023,
at 5:45 p.m., there being present the following members of said Council to wit:
Renée Ferris Turk, Mayor; James W. Wallace, III, Vice-Mayor; Council members;
Byron Randolph Foley, William D. Jones, and H. Hunter Holliday; with Renée
Ferris Turk, Mayor, presiding; together with James E. Taliaferro, II, City Manager;
Rob Light, Assistant City Manager and Clerk of Council; Rosemarie B. Jordan,
Director of Finance; Chuck Van Allman, Director of Community Development;
Chief Michael Crawley, Salem Police Department; Mary Ellen Wines, Planning
and Zoning Administrator; Max Dillon, City Planner; Crystal Williams, Assistant
to the City Manager; Laura Lea Harris, Deputy Clerk of Council; and the
following business was transacted;
Mayor Turk reported that this date, place, and time had been set in order for the
Council to hold a work session; and

A. Discussion Items
1) Proposed Code Chapter Related to Hotels and Similar Establishments
2) Continued Discussion on Code Changes - Signage, Nuisances, Tires, Storage
containers
WHEREAS, Mary Ellen Wines, Planning and Zoning Administrator, asked Chief
Michael Crawley, Salem Police Department, to come forward. He presented
background information on criminal activity at some of the local hotels that have led
to this proposed Code change. He also shared that a Task Force had been working
on this for the last couple of years; and
WHEREAS, Ms. Wines presented a summary and highlights of the proposed
ordinance. Questions were raised by Council and responded to; and

WHEREAS, Mary Ellen Wines also presented further information on tires and
storage containers as a continuation to the Work Session held November 28, 2022.
She noted that research had been conducted on other localities and how they were
handling this issue. Discussion was held and questions were posed about the cost
of having tires disposed of. Suggestions were offered, and Ms. Wines noted that
this topic would be looked into further. Storage containers were also discussed.
Current regulations were reviewed for the benefit of the audience. Options for this
section of Code were discussed. It was noted that needs are not the same for each
of the corridors of Salem and that it should be considered that Code be revamped to
vary by district and individual needs of various businesses. Further work will be
done on this proposed amendment and brought back to Council. An approximate
inventory of storage containers was requested;

A regular meeting of the Council of the City of Salem, Virginia was called to
order at 6:30 p.m., there being present the following members to wit: Renée
Ferris Turk, Mayor; James W. Wallace, III, Vice-Mayor; Councilmembers:
Byron Randolph Foley, William D. Jones, and H. Hunter Holliday; with Renée
Ferris Turk, Mayor, presiding together with James E. Taliaferro, II, City
Manager; Rob Light, Assistant City Manager and Clerk of Council; Rosemarie
B. Jordan, Director of Finance; Chuck Van Allman, Director of Community
Development; Mike Stevens, Director of Communications; and Jim Guynn, City
Attorney.

Recognitions
Mayor Turk welcomed from the Salem Police Department Senior Police Officer
Jonathan Watkins and asked that he introduce the new officers that were present
with him this evening. Officer Watkins introduced Officer Turpin and Officer
Wygal. Mayor Turk expressed appreciation to them for their commitment to the
City of Salem to protect the citizens here and for all that they do. Council thanked
them for their service and the audience expressed appreciation to the officers.

A. Recognition of Bob Rotanz
Recognition of Bob Rotanz for the many ways in which he has contributed to the
City of Salem.
Mayor Turk requested that Bob Rotanz come forward. She noted that he graduated
from Roanoke College in 1978 after leading the Maroons to a National
Championship in Men's Lacrosse. He was a three-time All American. Mr. Rotanz
has been serving others since his graduation from Roanoke College and the opening of
Mac and Bob's in 1980. This establishment is a Landmark in the City of Salem. The
annual Mac and Bob's Golf Tournament was noted for raising thousands of dollars
for Down Syndrome families in the valley. His provision of free food to non-profits
in the area was also highlighted as well as the quiet manner in which it is delivered.
Mayor Turk stated that the Lacrosse program at Salem High School was there
because of Bob Rotanz . She shared that he started it as a Club team, recruited
coaches to support the team, and that it eventually became a part of the Virginia
High School League. City Manager Taliaferro said "We're so lucky that he came
to this community and decided to stay here. He gives of his time and gives of
himself, and he just does so many things to help others." Rotanz was inducted into
the Roanoke College Hall of Fame in 1988 and will become the third Lacrosse
player in the 50-year history of the Virginia Sports Hall of Fame to earn induction
into the statewide organization when he is enshrined in Virginia Beach later this
year. Mayor Turk noted that "there is no way to put a value on his overall
contributions to the City."
Mayor Turk presented a Salem Salutes Award to Mr. Rotanz and Mike Stevens
took a picture of him with Council.
Mr. Rotanz shared how he and his wife decided to stay here in Salem after
graduating from college and that they had lived within a four-block radius since
1978.

The minutes were accepted as written.
C. Financial Reports
Consider the acceptance of the Statement of Revenues and Expenditures for the
six months ending December 31, 2022.
The financial reports were received. Mayor Turk noted that from last month the
meals taxes were low but that they were back up in December. She encouraged
citizens to keep supporting our Salem businesses.

6. New Business
A. Amendment to the Zoning Ordinance
Hold public hearing and consider ordinance on first reading for the request of
the City of Salem, property owner, of the 1900 block of Mill Lane (Tax Map #
179 - 2 - 1.1) for rezoning the property from AG Agriculture District to LM
Light Manufacturing. Planning Commission recommends approval 4 to 1 vote;
see pages 3 and 4 of Planning Commission minutes. STAFF REPORT
Mayor Turk opened the public hearing. No one came forward to speak.

Mr. Jones asked to clarify if this item was related to item #6B this evening. It was
confirmed that the two items are unrelated.
Mr. Jones requested confirmation as to whether he should abstain from the vote as
he owns property in this area. It was confirmed that he should abstain from this
vote.
Randy Foley motioned to adopt ordinance on first reading for rezoning the property
of the City of Salem, property owner, located at the 1900 block of Mill Lane (Tax

speak.

negotiating strategy of the public body.
Jim Wallace motioned that, in accordance with Section 2.2-3711 A(3) of the 1950
Code of Virginia, as amended, Council hereby convenes to closed session at 6:44
p.m. for the purpose of discussing the following specific matter:
For discussion of: the disposition of publicly held real property, specifically the
disposition of real property owned by the City, where discussion in an open meeting
would adversely affect the bargaining position or negotiating strategy of the public
body interest in locating or expanding its facilities in the community. Randy Foley
seconded the motion.

The subject property, located at the 1900 block of Mill Lane, consists of approximately 12.281
acres and currently sits in AG Agriculture District. Acquired by the City of Salem in 2022, the
City anticipates rezoning the property in order to create additional space for future industrial
development. If approved, the City will market the property to prospective businesses which
operate within the use types permitted by the LM Light Manufacturing District.
While currently zoned AG Agriculture, the Future Land Use Map (FLUM) identifies the majority
of this parcel as an Economic Development Area with a smaller component designated
Residential. Though this parcel is addressed Mill Lane, there appears to be opportunities to
possibly create additional access off of Southside Drive.
The topography of the site provides a natural buffer between the area designated for potential
future industrial development and the residential areas located to the south and southeast of
the subject property. Despite bordering very few existing residential parcels, elevation
changes and existing vegetation on—site serve as natural screening mechanisms. Any
additional screening required by City Code would be identified and installed.
The proposal meets the requirements of Section 106-218.3. Site development regulations for
LM.

WORK SESSION
1. Call to Order
A work session of the Planning Commission of the City of Salem, Virginia, was held
in Council Chambers Conference Room, City Hall, 114 North Broad Street, Salem,
Virginia, at 6:00 p.m. on January 11, 2023; there being the members of said
Commission, to wit: Vicki G. Daulton, Chair; Denise P. King, Vice Chair; Reid Garst,
Jackson Beamer, and Neil L. Conner; together with Mary Ellen Wines, Planning &
Zoning Administrator; Maxwell Dillon, Planner; and Jim H. Guynn, Jr., City
Attorney; and the following business was transacted: Chair Daulton called the meeting
to order at 6:00 p.m. and reported that this date, place and time had been set for the
Commission to hold a work session.

Hold public hearing to consider the request of the City of Salem, property
owner, of the 1900 block of Mill Lane (Tax Map # 179 - 2 - 1.1) for rezoning
the property from AG Agriculture District to LM Light Manufacturing.
Staff noted the following:
The subject property, located at the 1900 block of Mill Lane, consists of
approximately 12.281 acres and currently sits in AG Agriculture District. Acquired
by the City of Salem in 2022, the City anticipates rezoning the property in order to
create additional space for future industrial development. If approved, the City will
market the property to prospective businesses which operate within the use types
permitted by the LM Light Manufacturing District.
While currently zoned AG Agriculture, the Future Land Use Map (FLUM)
identifies the majority of this parcel as an Economic Development Area with a
smaller component designated Residential. Though this parcel is addressed Mill
Lane, there appears to be opportunities to possibly create additional access off of
Southside Drive.
The topography of the site provides a natural buffer between the area designated for
potential future industrial development and the residential areas located to the south
and southeast of the subject property. Despite bordering very few existing residential
parcels, elevation changes and existing vegetation on—site serve as natural screening
mechanisms. Any additional screening required by City Code would be identified and
installed.
Tommy Miller, Director of Economic Development, appeared before the Commission
on behalf of the City of Salem and stated that the City acquired the property with a
long-term vision of supporting future industrial business development. He stated that
the current zoning is agricultural/single family and the City would like for it to be
rezoned to light industrial zoning for the best future use and to complement the
existing businesses in the area.
Member Garst noted that there is no current tenant or buyer for the City, this is all
being done for future plans.
Mr. Miller stated that there are no active projects for the property, but the property is
being marketed. It was also noted that some of the property is in the 500-year flood
plain.
Edward Dyer, Helm Building, 1491 Southside Drive, appeared before the
Commission and stated that he owns several properties in the City of Salem, and
stated that a few months ago a discussion was held before the Commission about big
A/C units and anything moving closer to the neighborhoods. This was not the future
plan of Salem, and his question is why is Salem taking good manufacturing property
in the East Bottom and changing it to residential, and then taking what is future plans
for residential in the master plan and changing it to light manufacturing where it is
closer to residential, a school, and a low-water bridge that can't currently support a
sufficient amount of traffic? He also questioned the future plan for egress to make the
land viable, and storm water issues related to the development. He stated that there
are too many unknowns with the request. Typically, there is a more thought-out plan
when a request is submitted, but nothing was submitted with the request. He
questioned why a full set of plans was not submitted with the request like is required
with other rezoning requests.
A discussion was held regarding development of the property, plans required, due
diligence being done, site plan procedure, etc. It was noted that the area is
designated as an "Economic Development Area" in the Future Land Use Map.
No other person(s) appeared related to the request.

the 1900 block of Mill Lane (Tax Map # 179 - 2 - 1.1) for rezoning the property from

Formerly part of a larger farm spanning over 27 acres, a 1997 ordinance adopted by
the Salem City Council allowed for 1.553 acres of the total property area to be
modified from the Agricultural District to a Residential District. Several subsequent
subdivisions culminated in the ultimate split-zoning of the subject property, which is
now moving through the rezoning process in an attempt to remove that designation.
The applicants utilize the property as a residence, and thus are seeking to remove
the AG Agriculture component of its zoning classification. The Future Land Use
Map (FLUM) identifies this area as Residential, consistent with the proposed
rezoning.
Tommy Miller, Economic Development Director, reappeared before the Commission
on behalf of the property owner and stated that the request is to remove the split
zoning of the property so that the parcel would be zoned RSF only for intended
development.
It was noted that there is no current/active plan to develop the property at this time.
No other person(s) appeared related to the request.

SUMMARY OF INFORMATION:
The School General Fund, Grant Fund, Cafeteria Fund, and Capital Projects Fund budgets
were amended for fiscal year 2022-2023 by the School Board at their meeting on
December 13, 2022. The Board amended the School General Fund budget to decrease
revenues and expenditures by $1,843,258, the School Grant Fund budget to increase
revenues and expenditures by $25,160, the School Cafeteria Fund budget to increase
revenues and expenditures by $3,135, and the School Capital Projects Fund budget to
increase revenues and expenditures by $1,905,758. The attached memo details the
appropriation changes.
FISCAL IMPACT:
Appropriation changes totaling ($1,843,258), $25,160, $3,135, and $1,905,758 are to be
made to the School Operating Fund, School Grant Fund, School Cafeteria Fund, and
School Capital Projects Fund, respectively.
STAFF RECOMMENDATION:
Staff recommends that Council approve the School Board’s appropriation changes of
($1,843,258), $25,160, $3,135, and $1,905,758 be made to the School Operating Fund,
School Grant Fund, School Cafeteria Fund, and School Capital Projects Fund,
respectively, per the attached report.

Budget Adjustments Report
December 13, 2022
Summary of Issue:
At times during the year, additional funding may be r eceived by the school division through
donation, grant, increased funding due to ADM (Average Daily Membership) increases, or some
other means. This revenue increases the budget requiring Board approval before the funds can
be utilized.
Grant fund budgets need to be adjusted at this time because new grants have been awarded since
budget adoption and needs to be accounted for on the books.
We received notification from VDOE on November 14, 2022 that we were awarded $24,000 total
for the Virginia Tiered System of Supports (VTSS). The purpose of the grant is to expand and
enhance implementation of a system of positive behavioral interventions and supports in
alignment with academic and mental wellness initiatives with the VTSS framework. The plan is
to provide stipends to teachers to support the VTSS work being done in the division and
substitutes for the teachers when there are out of the classroom for professional development
provided by the grant.
We also received notification on November 4, 2022 that we were allocated an additional $1,160
toward the School Based Health Workforce grant already received. The allotted funds to schools
to establish, expand, and sustain a public health workforce. These funds are to allow schools to
address the needs and challenges of the school health workforce with school – based initiatives.
The funding will be added to the grant accounts to help fund one school nurse, to provide training
for all nurses and substitutes on the web -based medical record software used in the division, to
provide payment toward courses for nurses to move toward bachelor’s degrees, to provide a
mobile workstation and to provide registration and expenses for attendance at the summer
institute of school nurses to acquire valuable professional development.
Cafeteria fund budgets need to be adjusted at this time because new funds have been awarded
or received since budget adoption and need to be accounted for on the books.
We received notification from VDOE on September 9, 2022, that we were allocated an additional
year of funding from the Pandemic EBT (Electronic Benefit Transfer) Local Level Administrat ive
Cost Grant in the amount of $3,135. The purpose of this grant is to offset efforts and expenses
incurred by the school nutrition programs for P-EBT benefit issuance such as data sharing and
fielding calls from the public. These funds will be added to the cafeteria fund budget and used to
offset administrative costs incurred.
General fund budgets need to be adjusted at this time because new funds have been awarded or
received since budget adoption and need to be accounted for on the books.
On November 18, 2022, we received official notification from the DOE that we were awarded
$62,500 for the National Board Certification Incentive Award for payments to teachers who have
reached this eligibility in their careers. A budget adjustment to the School Operating Fund will add
the revenue and associated expenditure budgets to the approved FY 23 budget.
Capital projects fund budgets need to be adjusted at this time because of accounting
housekeeping purposes.
On August 9, 2022, the school board approved the State School Construction funding to be
allocated within the School General fund ($1,905,758). Then on October 11, 2022, the annual
Capital Improvement Plan (CIP) was approved that assigned these same funds to capital projects
needed within the division. Projects of this nature are more suited for the Capital Projects fund,
and not the School General Fund for accounting purposes. Included in this budget adjustment is
the request to reduce the revenue and expenditure budgets within the School General Fun d by
$1,905,758 and increase/appropriate the revenue and expenditure budgets within the School
Capital Projects fund for those projects that have already been approved by both School Board
and City Council.

General Fund by -$1,843,258, increase the budgets in the School Grant Fund by $25,160,
increase the budgets in the School Cafeteria Fund by $3,135 (all in attachment A) and increase
the budgets in the School Capital Projects fund by $1,905,758 (attachment B).
Recommended Action:
Move approval of the budget adjustments in the School General Fund, the School Grant Fund,
the School Cafeteria Fund and the School Capital Projects Fund as presented and recommend
that City Council approve the same.

SUMMARY OF INFORMATION:
The Salem Farmers Market was awarded the Supplemental Nutrition Assistance Program
grant (SNAP) that is administered by Virginia Fresh Match. The grant was awarded for a
three-year period beginning January 1, 2023. The intent of this program is to increase the
purchase of fruits and vegetables among low-income customers participating in SNAP. The
grant will be used to match the SNAP amount spent by customers. The fiscal year 2023
budget needs to be adjusted for the grant a ward.
FISCAL IMPACT:
The Salem Farmers Market will provide assistance through June 30, 2023.
STAFF RECOMMENDATION:
Appropriate $1,500 in grant revenue to the SNAP grant account 10-018-0100-48546 and
increase the budget for the Farmer’s Market SNAP grant, account 10-018-7251-55959 by
$1,500.
