MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
August 12, 2025, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Paul Kuhnel, Quinn Mongan, Joe Curran, Sean Kosmann, Jason
Fountain, and Cindy Shelor.
Also present were Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Jim
Guynn, Legal Counsel; Tommy Miller, Director of Economic Development; Wayne Adkins,
Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; Rosie
Jordan, Treasurer; and Crystal Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m. noting a quorum was present. The July
8, 2025, meeting minutes were approved as written. Ms. Jordan reviewed the financial report as of
June 30, 2025, and the report was received as presented.
The Chair stated there are several performance agreements before the EDA today for
their approval. The first agreement for consideration are between the City of Salem, the EDA
and Integer; and a second performance agreement between the City of Salem, the EDA and the
Virginia. Economic Development Partnership Commonwealth Opportunity Fund performance
agreement A motion was made to approve both agreements.
Motion: Shelor; Second: Mongan; All Aye
The next agreement for consideration of approval is the performance agreement for
Novonesis. A motion was made to approve the performance agreement between the City of
Salem, the EDA and Novonesis.
Motion: Mongan; Second: Kosmann; All Aye
The final performance agreement before the Authority for consideration is between the
City of Salem, the EDA and QualiChem. A motion was made to approve the performance
agreement.
Motion: Curran; Second: Kosmann; All Aye
As there was no other business, the meeting was adjourned at 3:35 p.m.
