HomeMy WebLinkAbout10/22/2012 - City Council - Minutes - RegularUNAPPROVED MINUTES CITY COUNCIL WORK SESSION October 22, 2012 A work session of the Council of the City of Salem, Virginia, was held in the City Council’s Conference Room, City Hall, 114 North Broad Street, Salem, Virginia, on October 22, 2012, at 6:30 p.m., there being present the following members of said Council, to wit: Byron Randolph Foley; Jane W. Johnson, William D. Jones, and Lisa D. Garst (John C. Givens – absent); with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, Assistant City Manager and Clerk of Council; Frank P. Turk, Director of Finance; and Krystal M. Coleman, Deputy Clerk of Council; and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council to hold a work session; and WHEREAS, Robin Haldiman with Child Health Investment Partnership (CHIP) gave a report on CHIP programs and thanked Council for its support ; and WHEREAS, a discussion was held regarding youth sports deadlines with John Shaner, Director of Parks and Recreation; Scott Hall and Jed Roberts, Parks and Recreation Supervisors; and WHEREAS, a discussion was held regarding a possible zoning ordinance code change; and WHEREAS, the City Manager gave an update regarding issues with parking on High Street and a discussion was held; and WHEREAS, there were no other topics for discussion. There being no further business to come before the Council, the work session was adjourned at 7:22 p.m. Mayor Clerk of Council UNAPPROVED MINUTES COUNCIL MEETING October 22, 2012 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on October 22, 2012, at 7:30 p.m., there being present the following members of said Council, to wit: Byron Randolph Foley, Jane W. Johnson, William D. Jones, and Lisa D. Garst (John C. Givens – absent); with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Frank P. Turk, Director of Finance; Melinda J. Payne, Director of Planning and Economic Development; Charles E. VanAllman, Jr., City Engineer; and Mike Stevens, Communications Director; and the following business was transacted: The October 8, 2012, regular meeting minutes were approved as written. Mayor Foley requested that Council receive a presentation from Peter Lampman, President, Virginia Amateur Sports, Inc., thanking the City of Salem for its support of the 2012 Subway Commonwealth Games of Virginia; and WHEREAS, Peter Lampman, President, Virginia Amateur Sports, Inc., appeared before the Council and presented Council with a report on the economic impact the Subway Commonwealth Games of Virginia had on the Roanoke Valley; he stated that due to Salem’s efforts and the other valley governments, the 23rd Anniversary Games were a success; over the past 23 years, over 200,000 athletes have competed in this event, known throughout Virginia as Virginia’s Olympics; he further stated that 3,044 athletes stayed overnight in the area; 6,088 spectators stayed overnight; there were 2,612 day athletes; 5,224 day spectators; 1,200 day volunteers; and estimated a total economic impact to the area of $3,032,550; he noted that the majority of the athletes were from Virginia, and 252 athletes were from Arizona, Maryland, North Carolina, Pennsylvania, Tennessee, or West Virginia; he again thanked Council for enhancing the ability to carry on the tradition of excellence associated with the Subway Commonwealth Games of Virginia; THEREUPON, said presentation was received. Mayor Foley requested that Council consider appointments to fill the expiring terms of Cindy Neathawk and Michael Chiglinsky on the Salem School Board; and ITEM 2 MICHAEL CHIGLINSKY REAPPOINTED AND NANCY BRADLEY APPOINTED TO SALEM SCHOOL BOARD ITEM 1 PRESENTATION RECEIVED FROM PETER LAMPMAN, PRESIDENT, VIRGINIA AMATEUR SPORTS, INC. 2 WHEREAS, it was noted that interviews were held on October 8 and 9, 2012; ON A MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, Michael Chiglinsky was hereby reappointed to the Salem School Board for a three-year term, said term will expire December 31, 2016 – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. ON A MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, Nancy Bradley was hereby appointed to the Salem School Board for a three-year term, said term will expire December 31, 2016 – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider appointments to fill vacancies on various boards and commissions; ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, Barbara W. Gresham was hereby reappointed as a City of Salem representative on the Blue Ridge Behavioral Healthcare Board of Directors for a three-year term, said term will expire December 31, 2015 – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider an ordinance on second reading amending Chapter 3, Sections 3.2 and 3.4 of the Charter of the City of Salem, Virginia, pertaining to Elections; ordinance was passed on first reading at the October 8, 2012, meeting; ON A MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, the proposed amendment to Section 3.2 of the Charter of the City of Salem, Virginia, pertaining to Elections was hereby passed on second reading – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. ITEM 4 ORDINANCE ADOPTED AMENDING SECTION 3.2 OF THE CHARTER OF THE CITY OF SALEM, VIRGINIA, PERTAINING TO ELECTIONS ITEM 3 BARBARA W. GRESHAM REAPPOINTED TO BRBH 3 Mayor Foley requested that Council consider an ordinance on second reading amending Chapter 82, Article V, Sections 82-101, 82-106, 82-110, 82- 111, and 82-113, of the Code of the City of Salem, Virginia, pertaining to Tax on Prepared Food and Beverages; ordinance passed on first reading at October 8, 2012, meeting; ON MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILWOMAN GARST, AND DULY CARRIED, an ordinance amending Chapter 82, Article V, Sections 82-101, 82-106, 82-110, 82-111, and 82-113, of the Code of the City of Salem, Virginia, pertaining to Tax on Prepared Food and Beverages was hereby adopted – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider an ordinance on second reading amending Chapter 82, Article V, Sections 82-136, 82-137, 82-139, 82- 140, 82-143, 82-144, and 82-146 of The Code of the City of Salem, Virginia, pertaining to Transient Lodging Tax; ordinance passed on first reading at October 8, 2012, meeting; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, an ordinance amending Chapter 82, Article V, Sections 82-136, 82-137, 82-139, 82-140, 82-143, 82-144, and 82-146 of the Code of the City of Salem, Virginia, pertaining to Transient Lodging Tax was hereby adopted – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – absent, and Byron Randolph Foley – aye. There being no further business to come before the Council, the same on motion adjourned at 7:42 p.m. ITEM 5 ORDINANCE ADOPTED AMENDING CHAPTER 82, ARTICLE IV, SECTIONS 82-101, 106, 110, 111 AND 113, OF THE CITY CODE PERTAINING TO TAX ON PREPARED FOOD AND BEVERAGES ITEM 6 ORDINANCE ADOPTED AMENDING CHAPTER 82, ARTICLE V, SECTIONS 82-136, 137, 139, 140, 143, 144, AND 146 OF THE CITY CODE PERTAINING TO TRANSIENT LODGING TAX
