HomeMy WebLinkAbout7/2/2012 - City Council - Minutes - SpecialUNAPPROVED MINUTES COUNCIL MEETING July 2, 2012 An organizational meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on July 2, 2012, at 9:00 a.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; together with Kevin S. Boggess, City Manager; Krystal M. Coleman, Deputy Clerk of Council; Frank P. Turk, Director of Finance; Mike Stevens, Communications Director; and Stephen M. Yost, City Attorney; and the following business was transacted: It was noted that, in accordance with Section 4.6 (a) of the Charter of The Code of the City of Salem, Virginia, this date and time had been desig nated as an organizational meeting of Council due to the election of three members of Council and the expiration of the terms of the Mayor and Vice Mayor of the City of Salem; and WHEREAS, it was noted that the news media were notified of this meeting by letter e-mailed on June 26, 2012; ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, Kevin S. Boggess, City Manager, was hereby elected Temporary Chairman of the Council for this meeting of Council -- the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. WHEREAS, the Temporary Chairman reported that Lisa D. Garst, William D. Jones, and Jane W. Johnson were reelected to Salem City Council for four- year terms commencing July 1, 2012, and ending June 30, 2016; and WHEREAS, G. Chance Crawford administered the Oaths of Office required by law as a member of Council to Lisa D. Garst, Jane W. Johnson, and William D. Jones; and WHEREAS, G. Chance Crawford, Circuit Court Clerk of the City of Salem, will properly file the Oaths of Office for Mr. Givens and Mr. Foley; and WHEREAS, the Temporary Chairman stated the next order of business was to elect a Mayor for the City of Salem for a two-year term and Vice Mayor for the City of Salem for a two-year term; and WHEREAS, Councilman Jones nominated Byron Randolph Foley for the office of Mayor of the City of Salem; ON MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILMAN GIVENS, AND DULY CARRIED, nominations were hereby closed for office of Mayor, and Byron Randolph Foley was hereby elected Mayor for the City of Salem for a two-year term beginning July 1, 2012, and ending June 30, 2014 -- the roll call vote being as follows: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. THEREUPON, G. Chance Crawford administered the Oath of Office required by law to Byron Randolph Foley for the office of Mayor, and the same will be filed by G. Chance Crawford. WHEREAS, Mayor Foley assumed the duties of the presiding officer and requested nominations for the office of Vice Mayor; and WHEREAS, Councilwoman Johnson nominated John C. Givens for the office of Vice Mayor of the City of Salem; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, nominations were closed for the office of Vice Mayor of the City of Salem, and John C. Givens was hereby elected Vice Mayor of the City of Salem for a two-year term beginning July 1, 2012, and ending June 30, 2014 -- the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. THEREUPON, G. Chance Crawford administered the Oath of Office required by law to John C. Givens for the office of Vice Mayor, and the same will be filed by G. Chance Crawford. WHEREAS, Andrea E. Sexton, Vice Chairman; Katherin Elam, Chairman, and Everette B. Obenshain, Jr., Secretary of the City of Salem Electoral Board, presented framed Certificates of Election to Lisa D. Garst, Jane W. Johnson, and William D. Jones on behalf of the City of Salem Electoral Board and the City of Salem Registrar's Office. There being no further business to come before the Council, the same on motion adjourned at 9:18 a.m.
