HomeMy WebLinkAbout11/18/2025 - Economic Development (EDA) - Minutes - Regular MINUTES OF THE MEETING OF THE ECONOMIC DEVELOPMEN AUTHORITY OF THE CITY OF SALEM, VIRGINIA The Economic Development Authority of the City of Salem, Virginia, held a meeting on November 18, 2025, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street, Salem, Virginia 24153. Quinn Mongan, Joe Curran, Jason Fountain, and Cindy Shelor (remote), Paul Kuhnel, Sean Kosmann, and Kim Blair. Also present were Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Chris Dadak, Guynn Waddell, Tommy Miller, Director of Economic Development; Wayne Adkins, Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; Rosie Jordan, Treasurer; and Crystal Williams, Secretary. The Chair called the meeting to order at 3:00 p.m., noting Cindy Shelor's request to participate remotely. Ms. Williams read a statement from Ms. Shelor, who was participating in the meeting due to a personal matter. A motion was made to approve Ms. Shelor’s remote participation. Motion: Mongan; Second: Fountain; All Aye (Ms. Shelor did not vote) The Chair noted that today is Kim Blair’s first meeting. Ms. Blair is filling the vacancy for Dave Robbins. In Mayor Turk’s absence, Chair Kuhnel read a statement on behalf of the City Council, recognizing Dave Robbins for his many years of service on the EDA. The minutes from the October 14, 2025, meeting were approved as written. Ms. Jordan reviewed the financial report as of September 30, 2025, and accepted it as presented. Mr. Miller presented a request authorizing the Chair to execute a Performance Agreement between McClung Lumber Company, Incorporated, the City of Salem, and the Economic Development Authority of the City of Salem. A motion was made authorizing the Chair of the EDA to execute the agreement upon City Council approval. Motion: Curran: Second: Mongan; All Aye Mr. Miller presented a request authorizing the City Manager to execute a Performance Agreement between LOS POLLOS AMIGOS INC. (dba Wings Etc.), the City of Salem, and the Economic Development Authority of the City of Salem. A motion was made authorizing the Chair of the EDA to execute the agreement upon City Council approval. Motion: Fountain: Second: Mongan; All Aye The EDA held a closed session pursuant to Virginia Code § 2.2-711(a)(39) to discuss and consider information subject to the exclusion in subdivision 3 of § 2-2 3705.6, specifically for the discussion of proprietary information related to financing and incentives, voluntarily provided by private business pursuant to a promise of confidentiality from a public body and used by the public body for business and trade development and retention. Motion: Mongan; Second: Kuhnel; All Aye Upon reconvening, a motion was made in accordance with Section 2.2- 3712D of the Code of Virginia, 1950, as amended to date. The EDA certified that in a Closed Session, only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the Closed Session was convened were heard, discussed, or considered by the EDA. Motion: Mongan; Second: Kosmann; All Aye Mr. Adkins presented a request for façade improvements from Mac N Bob’s restaurant at 316 E. Main Street for exterior lighting. The total cost for the lighting improvements is $4,794.00. The EDA's cost would be a 50% match of the total cost. A motion was made to provide $2,397.00 in funds to Mac N Bob’s for exterior lighting. Motion: Mongan; Second: Kosmann; All Aye Mr. Adkins presented an application request from Maggie Brill for a mural project on the Front Street side of the Dilly building, located at 1511 Eddy Avenue. The total cost of the mural is $10,800, with a 50% payment match by the EDA. A motion was made to approve the EDA's application for half of the mural's cost of $5,400.00. Motion: Mongan; Second: Kuhnel; All Aye Mr. Miller provided some general updates to the EDA. The National Main Street focus groups will be held on December 9, 2025, at Roanoke College. The sessions are approximately 45 minutes long. As noted on the agenda, the EDA members were scheduled to tour the STS facility at 1501 Roanoke Blvd, Salem, VA 24153. After the tour, there was no other business; the meeting was adjourned at 5:13 p.m.
