MINUTES OF THE MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
October 14, 2025, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Quinn Mongan, Joe Curran, Jason Fountain, and Cindy Shelor. Paul
Kuhnel and Sean Kosmann were absent.
Also present were Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Jim
Guynn, Legal Counsel; Tommy Miller, Director of Economic Development; Wayne Adkins,
Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; Rosie
Jordan, Treasurer; and Crystal Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m., noting a quorum was present. The
August 12, 2025, meeting minutes were approved as written. Ms. Jordan reviewed the financial
report as of August 31, 2025, and the report was received as presented.
Mr. Miller presented a request for $3,000 for Roanoke College’s Civic Challenge, an
event the EDA has sponsored in previous years. As part of the challenge, the students evaluate
potential uses for property in the city. This year, the college will assess potential recreation uses.
A motion was made to fund the request in its full amount and to have the individuals come to a
future EDA meeting to present the ideas.
Motion: Shelor; Second: Fountain; All Aye
Mr. Miller presented the performance agreements for McClung Lumber and Wings, Etc.
The agreements would be submitted to the City Council for review and then returned to the EDA
at a future meeting.
Mr. Adkins discussed a potential façade grant request before the EDA for Mac and Bob’s
restaurant. After a discussion, the EDA decided they needed more information before they could
make a decision.
As there was no other business, the meeting was adjourned at 3:55 p.m.
