MEETING MINUTES
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
January 13, 2026, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Quinn Mongan, Joe Curran (late), Jason Fountain, Cindy Shelor, Paul
Kuhnel, and Kim Blair. Sean Kosmann was absent.
Also present were Chris Dorsey, City Manager; Rob Light, Assistant City Manager; Jim
Guynn, Guynn Waddell, Tommy Miller, Director of Economic Development; Wayne Adkins,
Business Outreach Coordinator; Rebecca Marsh, Economic Development Specialist; Rosie
Jordan, Treasurer; and Crystal Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m.
The minutes from the November 18, 2025, meeting were approved as presented. Ms.
Jordan reviewed the financial report as of December 31, 2025. The report was received as
presented.
The EDA held a closed session in accordance with the provisions of Section 2.2-3711A
(5) of the 1950 Code of Virginia, as amended, for discussion concerning a prospective business
or industry or the expansion of an existing business or industry’s interest in locating or
expanding its facilities in the community.
Motion: Mongan; Second: Shelor All Aye
Upon reconvening, a motion was made in accordance with Section 2.2- 3712D of the
Code of Virginia, 1950, as amended to date. The EDA certified that in a Closed Session, only
items lawfully exempted from open meeting requirements under the Virginia Freedom of
Information Act and only such items identified in the motion by which the Closed Session was
convened were heard, discussed, or considered by the EDA.

Mr. Curran joined the EDA meeting during the Closed Session.
Mr. Adkins presented a request regarding the cost of lunch for the 2026 Salem Job Fair,
where lunch will be provided for job fair participants. In previous years, the EDA has funded the
meal, which is prepared by the Culinary Arts students at Salem High School. A motion was
made to provide $2,000 to cover the lunch for the participants of the 2026 Salem Job Fair.

With no other business, the meeting adjourned at 4:00 p.m.
