CITY COUNCIL WORK SESSION
October 10, 2011
A work session of the Council of the City of Salem, Virginia, was held in the City
Manager’s Conference Room, City Hall, 114 North Broad Street, Salem, Virginia, on October 10,
2011, at 6:30 p.m., there being present all the members of said Council, to wit: Byron Randolph
Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron
Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; Frank P. Turk,
Director of Finance; Caleb Taylor, Director of Water and Sewer; and Krystal M. Coleman, Deputy
City Clerk; and the following business was transacted:
Mayor Foley reported that this date, place, and time had been set in order for the
Council to hold a work session; and
WHEREAS, a discussion was held regarding water emergencies and the Regional Water
Supply Plan; and
WHEREAS, a discussion was held regarding the Coke recycling program; and
WHEREAS, a discussion was held regarding the City of Salem license plate; and
WHEREAS, it was noted that the Roanoke River Greenway Commission will host a picnic
on October 30th from 3:30 to 5:30 p.m.; and
WHEREAS, there were no other topics for discussion.
There being no further business to come before the Council, the work session was
adjourned at 7:28 p.m.

COUNCIL MEETING
October 10, 2011
A regular meeting of the Council of the City of Salem, Virginia, was held in
Council Chambers, City Hall, 114 North Broad Street, on October 10, 2011, at
7:30 p.m., there being present all the members of said Council, to wit: Byron
Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D.
Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S.
Boggess, City Manager; Krystal M. Coleman, Deputy Clerk of Council; Frank P.
Turk, Director of Finance; Melinda J. Payne, Director of Planning and Economic
Development; Charles E. Van Allman, Jr., City Engineer; Mike Stevens,
Communications Director; and Stephen M. Yost, City Attorney, and the following
business was transacted:
It was noted that Boy Scout Troops 39 from First Christian Church and
420 from Calvary United Methodist Church were present at the meeting.
The September 26, 2011, work session and regular meeting minutes were
approved as written.
Mayor Foley requested that Council receive a presentation from Virginia
Amateur Sports, Inc., thanking the City of Salem for its support of the 2011
Coventry Commonwealth Games of Virginia; and
WHEREAS, Pete Lampman, President, Virginia Amateur Sports, Inc.,
appeared before the Council to thank Council and the City for its continued
support of the Coventry Commonwealth Games of Virginia; he stated that
approximately 4,000 of the athletes who participated in the games spent the
night in the valley and approximately another 2,600 athletes participated in the
games who did not spend the night in the valley; he stated that the Virginia
Commonwealth Games is the largest multi-sport festival held in Virginia; he
thanked the Salem Parks and Recreation for its in-kind support of the games; he
stated that over 190,000 athletes have competed in the games over the past 22
years; he stated that the economic impact on the Roanoke Valley this year was
$3.6 million; he further stated that the games will be held July 20-22, 2012, and
will be called the Subway Commonwealth Games of Virginia; he presented
Council with a plaque for its support; and
WHEREAS, Council thanked Mr. Lampman for his hard work with Virginia
Amateur Sports that help make this event a success; and

WHEREAS, Mr. Lampman stated that he currently has a staff of three and
without the support of over 1,000 volunteers the Commonwealth Games would
not be a success;
THEREUPON, said presentation was received.
Mayor Foley reported that this date and time had been set to hold a
public hearing and consider adopting the Greater Roanoke Regional Water
Supply Plan and Drought Ordinance, amending Chapter 90 of The Code of the
City of Salem, Virginia, by enacting Article V, Sections 90 -391 thru 90-397,
pertaining to water emergencies; notice of such hearing was published in the
September 28 and October 5, 2011, issues of The Roanoke Times, a newspaper
having general circulation in the City of Salem; and
WHEREAS, the City Manager stated that the City of Salem is participating
as part of the Roanoke Valley Alleghany Regional Commission’s Regional Water
Supply Planning Group; he stated that this has to be done regionally for several
reason: first because it makes sense to be aware of our water supply and its
limitations, but also because DEQ requires it in order to be eligible for certain
loans and other grants to help preserve or develop additional water supplies; he
stated that as part of the Regional Water Supply Plan, each locality involved is
required to adopt an ordinance which sets out three levels of drought
instances—drought warning, drought emergency, and drought watch; he further
stated that there are different restrictions citizens must follow for each instance
in order to preserve the water supply; he stated there are penalties outlined in
the ordinance that can be enforced if a citizen does not follow the restrictions;
and
WHEREAS, Councilwoman Garst stated that a plan to notify the public
should be in place before an alert needs to be issued; and
WHEREAS, no other person(s) appeared before the Council;
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY
COUNCILMAN JONES, AND DULY CARRIED, the Greater Roanoke Regional Water
Supply Plan was hereby adopted and an ordinance entitled, “AN ORDINANCE TO
AMEND, REVISE, AND REORDAIN CHAPTER 90 BY ENACTING ARTICLE V, OF THE
CODE OF THE CITY OF SALEM, VIRGINIA, PERTAINING TO WATER EMERGENCIES,”
was hereby passed on first reading – the roll call vote: Lisa D. Garst – aye,
William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron
Randolph Foley – aye.

Mayor Foley requested that Council consider an ordinance on second
reading rezoning the property of Ronkeith and Judith Ann Adkins located at 1618
Roanoke Boulevard (Tax Map #222-2-4) from RB Residential Business District to
HBD Highway Business District with proffered conditions; ordinance was passed
on first reading at the September 26, 2011, meeting;
ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY
COUNCILWOMAN GARST, AND DULY CARRIED, an ordinance rezoning the
property of Ronkeith and Judith Ann Adkins located at 1618 Roanoke Boulevard
(Tax Map #222-2-4) from RB Residential Business District to HBD Highway
Business District with proffered conditions was hereby adopted:

Mayor Foley requested that Council consider appointments to fill
vacancies on various boards and commissions; and
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY
COUNCILWOMAN JOHNSON, AND DULY CARRIED, Linda Franke was hereby
reappointed to the Blue Ridge Behavioral Healthcare Board of Directors for a
three-year term, said term will expire December 31, 2014 – the roll call vote:
Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens
– aye, and Byron Randolph Foley – aye.
There being no further business to come before the Council, the same on
motion adjourned at 7:43 p.m.
