HomeMy WebLinkAbout1/10/2011 - City Council - Minutes - RegularUNAPPROVED MINUTES CITY COUNCIL WORK SESSION January 10, 2011 A work session of the Council of the City of Salem, Virginia, was held in the City Manager’s Conference Room, City Hall, 114 North Broad Street, Salem, Virginia, on January 10, 2011, at 6:30 p.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Frank P. Turk, Director of Finance; and Krystal M. Coleman, Deputy Clerk of Council, and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council to hold a work session; and WHEREAS, a discussion was held regarding the Greenway capital campaign; and WHEREAS, an update on the ERP Software was given by the City Manager ; and WHEREAS, an update on Real Estate assessments was given by the City Manager; and WHEREAS, a discussion was held regarding the Salem Police Department receiving its third reaccreditation; and WHEREAS, there were no other topics for discussion. There being no further business to come before the Council, the work session was adjourned at 7:25 p.m. Mayor Clerk of Council UNAPPROVED MINUTES COUNCIL MEETING January 10, 2011 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on January 10, 2011, at 7:30 p.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Frank P. Turk, Director of Finance; Melinda J. Payne, Director of Planning and Economic Development; Charles E. Van Allman, Jr., City Engineer; Mike Stevens, Communications Director; and Stephen M. Yost, City Attorney, and the following business was transacted: The December 13, 2010, work session and regular meeting minutes were approved as written. The October and November 2020 reports by the City Manager were received and ordered filed. The report by the Director of Finance of the City’s financial status for a five-month period ending November 30, 2010, was received and ordered filed. It was noted that two members of Boy Scout Troop 39 were present at the meeting. Mayor Foley requested that Council receive a presentation congratulating the Salem Police Department on receiving State Reaccreditation; and WHEREAS, Gary Dillon, with the Department of Criminal Justice Services in Richmond, appeared before the Council and offered greetings from the Secretary of Public Safety and the Director of the Department of Criminal Justice Services; he stated that he was present at the meeting to recognize the Salem Police Department for its continued commitment to law enforcement excellence by its continued participation in Virginia’s Law Enforcement Accreditation Program; he stated that Virginia law enforcement agencies can seek and achieve accredited status but are not required to do so—accreditation in Virginia is completely voluntary, which further distinguishes the Salem Police Department for its commitment to professionalism and the willingness to be measured and compared to the best in the profession; he further stated that the program was formed in the early 1990s to give police departments and sheriff off ices of all ITEM 1 PRESENTATION CONGRATU- LATING THE SALEM POLICE DEPARTMENT ON STATE REACCREDITATION 2 sizes in the Commonwealth an opportunity to become accredited and meet approximately 187 professional standards for effective agency operation; out of just over 400 eligible agencies in the Commonwealth, only 82 have become accredited; he stated that on behalf of the Department of Criminal Justice Services, the Secretary of Public Safety, and the Director of DCJS, he congratulated the entire Salem Police Department for receiving reaccreditation and commended City Council for its support of the police department; and WHEREAS, Chief Day of the Bedford Police Department presented the certificate of accreditation to Salem Police Chief Dudley; and WHEREAS, Chief Dudley appeared before the Council to thank Council and City Administration for their support; he commended Senior Officer Carla Spencer for her efforts during the reaccreditation process; he further commended Captain Tim Guthrie and members of the Police Department; he stated that achieving reaccreditation is an accomplishment to be proud of; and WHEREAS, Vice Mayor Givens commended the Salem Police Department on achieving reaccreditation; and WHEREAS, Councilman Jones also commended the Salem Police Department; THEREUPON, presentation was received. Mayor Foley requested that Council receive a presentation from Beth Doughty, Executive Director, Roanoke Regional Partnership, regarding the 2010 Annual Report; and WHEREAS, Beth Doughty, Executive Director, Roanoke Regional Partnership, appeared before the Council and stated that it is a pleasure to work with everyone in the City of Salem—she further commended the Salem Planning Department team for being so easy to work with; she stated that overall activity increased in 2010, particularly the second half of 2010; she highlighted the different inquiries, etc., activities, ways the region was promoted in 2010, and the services the Partnership offers businesses and its government partners; and WHEREAS, Council commended Mrs. Doughty and the Partnership for their hard work; THEREUPON, presentation was received. ITEM 2 PRESENTATION RECEIVED FROM BETH DOUGHTY, EXECUTIVE DIRECTOR, ROANOKE REGIONAL PARTNERSHIP, REGARDING 2010 ANNUAL REPORT 3 Mayor Foley requested that Council consider appointments to fill vacancies on various boards and commissions; and ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, Larry Lynch was hereby reappointed to the Personnel Board for a two-year term, said term will expire January 28, 2013; – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. Mayor Foley requested that Council consider the request of the City Manager to hold a closed session pursuant to provisions of Section 2.2-3711 A(3) of the 1950 Code of Virginia, as amended, to discuss property the City may wish to sell; ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, in accordance with Section 2.2-3711 A. (3) of the Code of Virginia, 1950 as amended to date, Council convened to Closed Session at 8:02 p.m. for the purpose of discussing property the City may wish to sell -- the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye. Upon reconvening at 8:41 p.m.; ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, in accordance with Section 2.2-3712 D. of the Code of Virginia, 1950 as amended to date, Council hereby certifies that in Closed Session only items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the Closed Session was convened were heard, discussed, or considered by the Council -- the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and Byron Randolph Foley – aye.
