HomeMy WebLinkAbout11/3/2010 - City Council - Minutes - SpecialUNAPPROVED MINUTES CITY COUNCIL JOINT WORK SESSION WITH PLANNING COMMISSION BOARD November 3, 2010 A joint work session of the Council and the Planning Commission of the City of Salem, Virginia, was held at Salem Civic Center in Parlor D, 1001 Boulevard, Salem, Virginia, on November 3, 2010, at 7:30 a.m., there being present the following members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones and Lisa D. Garst; there being present all the members of said Commission, to wit: Vickie Daulton, Bruce Thomasson, Terry Murphy, Jimmy Robertson and Samuel Carter; with Byron Randolph Foley, Mayor, and Terry Murphy, Vice-Chairman, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Melinda Payne, Director of Economic Development; Stephen M. Yost, City Attorney; William Simpson, Assistant City Engineer; Caleb Taylor, Director of Water and Sewer; Todd Sutphin, Building Official; Charles Van Allman, City Engineer; Benjamin Tripp, City Planner; and Mary Ellen Wines, Secretary to the City Manager; and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council and Planning Commission to hold a joint work session; and WHEREAS, Mayor Foley and Vice-Chairman Murphy called the meeting to order; and WHEREAS, Mr. Taliaferro presented a report regarding the sign ordinance, and a discussion was held in regards to grandfathered signs, allowable signage, various zoning districts, enforcement, restrictions, LED signs; and WHEREAS, Mr. Taliaferro presented a report regarding current and future development standards, and a discussion was held concerning underused corridors, infill, historic areas, downtown and transitional districts, neighborhoods, tools for future development, and standards for future or reconstruction; and WHEREAS, Mr. Boggess reviewed the current issues regarding Residential Business Zoning District, and a discussion was held concerning possible changes to the ordinance, overlay districts, architectural review boards, and parking; and WHEREAS, a discussion was held regarding a future date for a joint work session ; and WHEREAS, Ms. Payne reported on various projects throughout the City; and WHEREAS, there were no other topics for discussion. There being no further business to come before the Council or Planning Commission, the joint work session was adjourned at 9:10 a.m. Mayor Clerk of Council
