HomeMy WebLinkAbout7/12/2010 - City Council - Minutes - RegularUNAPPROVED MINUTES COUNCIL MEETING July 12, 2010 A regular meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114 North Broad Street, on July 12, 2010, at 7:30 p.m., there being present the following members of said Council, to wit: John C. Givens, William D. Jones, and Lisa D. Garst (Byron Randolph Foley and Jane W. Johnson – absent); with John C. Givens, Vice Mayor, presiding; together with Kevin S. Boggess, City Manager; Krystal M. Coleman, Deputy Clerk of Council; Charles E. Van Allman, Jr., City Engineer; and Stephen M. Yost, City Attorney, and the following business was transacted: The June 28, 2010, work session and regular meeting minutes and the July 1, 2010, organizational meeting minutes were approved as written. The report by the City Manager of the City’s activities for May 2010 was received and ordered filed. Vice Mayor Givens requested that Council consider an ordinance on second reading amending Chapter 82, Article IX, Section 82-255 and 82-256 pertaining to Recordation Tax; ordinance was passed on first reading at the June 28, 2010, meeting; and ON MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILWOMAN GARST, AND DULY CARRIED, an ordinance amending Chapter 82, Article IX, Section 82-255 and 82-256 pertaining to Recordation Tax was hereby adopted: (HERE SET OUT ORDINANCE) – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – absent, John C. Givens – aye, and Byron Randolph Foley – absent. Mayor Foley requested that Council consider an ordinance on second reading adding Section 82-5.1 Administrative Fees and Costs of Collection to the Code of the City of Salem, Virginia; ordinance was passed on first reading at the June 28, 2010, meeting; ITEM 1 ORDINANCE ADOPTED AMENDING CHAPTER 82, ARTICLE IX, SECTIONS 82-255 AND 82-256 PERTAINING TO RECORDATION TAX ITEM 2 ORDINANCE ADOPTED ADDING SECTION 82-5.1 ADMINISTRATIVE FEES AND COSTS OF COLLECTION TO THE CODE OF THE CITY OF SALEM, VIRGINIA 2 ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, an ordinance adding Section 82-5.1 Administrative Fees and Costs of Collection to the Code of the City of Salem, Virginia, was herby adopted: (HERE SET OUT ORDINANCE) – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – absent, John C. Givens – aye, and Byron Randolph Foley – absent. Vice Mayor Givens requested that Council consider awarding contract for the 2010 annual paving program; and WHEREAS, Vice Mayor Givens, Chairman of Council’s Audit-Finance Committee, stated that on June 7 the City issued its request for bids for the 2010-11 paving program; the bid included 3,800 tons of asphalt concrete, 39,525 square yards of milling, along with crack sealant and tack coat; bids were reviewed by the staff of both the Engineering and Finance Departments, and the Committee; the Committee recommends the low bid from S. R. Draper Paving Company in the amount of $411,969.75 be accepted; the 2010-11 budget contains sufficient funds for this project; ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY COUNCILMAN JONES, AND DULY CARRIED, the contract for the 2010-11 Annual Street Paving Program was hereby awarded to S. R. Draper Paving Company in the amount of $411,969.75 – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – absent, John C. Givens – aye, and Byron Randolph Foley – absent. Vice Mayor Givens requested that Council consider setting bond for erosion and sediment control and storm water management for the Bowman Hall Project at Roanoke College; and WHEREAS, Vice Mayor Givens, Chairman of Council’s Audit-Finance Committee, stated that the Committee met and recommends setting bond for erosion and sediment control and storm water management for the Bowman Hall Project at Roanoke College at $220,320 with a time limit of twelve (12) months for completion; ITEM 4 BOND AND TIME LIMIT SET FOR BOWMAN HALL PROJECT AT ROANOKE COLLEGE ITEM 3 CONTRACT AWARDED TO S. R. DRAPER PAVING COMPANY FOR 2010-11 PAVING PROGRAM 3 ON MOTION MADE BY COUNCILMAN JONES, SECONDED BY COUNCILWOMAN GARST, AND DULY CARRIED, bond for erosion and sediment control and storm water management for the Bowman Hall Project at Roanoke College was hereby set at $220,320 with a time limit of twelve (12) months for completion – the roll call vote: Lisa D. Garst – aye, William D. Jones – aye, Jane W. Johnson – absent, John C. Givens – aye, and Byron Randolph Foley – absent. There being no further business to come before the Council, the same on motion adjourned at 7:43 p.m.
