CITY COUNCIL WORK SESSION
October 12, 2009
A work session of the Council of the City of Salem, Virginia, was held in the City
Manager’s Conference Room, City Hall, 114 North Broad Street, Salem, Virginia, on October 12,
2009, at 6:30 p.m., there being present all the members of said Council, to wit: Byron Randolph
Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron
Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E.
Taliaferro, II, Assistant City Manager and Clerk of Council; and Frank P. Turk, Director of
Finance; and the following business was transacted:
Mayor Foley reported that this date, place, and time had been set in order for the
Council to hold a work session; and
WHEREAS, a discussion was held regarding Gasby 45 and a report was given by the
Director of Finance; and
WHEREAS, the City Manager gave a report on the Police Department Project; and
WHEREAS, there no other topics were discussed.
There being no further business to come before the Council, the work session was
adjourned at 7:25 p.m.

COUNCIL MEETING
October 12, 2009
A regular meeting of the Council of the City of Salem, Virginia, was held in
the Council Chambers, City Hall, 114 North Broad Street, on October 12, 2009, at
7:30 p.m., there being present all the members of said Council, to wit: Byron
Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D.
Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S.
Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk
of Council; Frank P. Turk, Director of Finance; Melinda J. Payne, Director of
Planning and Economic Development; Charles E. Van Allman, City Engineer; Mike
Stevens, Communications Director; and Stephen M. Yost, City Attorney; and the
following business was transacted:
The September 28, 2009, work session minutes and regular meeting
minutes were approved as written.
The report by the Director of Finance of the City’s financial status for a
two-month period ending August 31, 2009, was received and ordered filed.
Mayor Foley requested that Council consider Resolution 1145
commending Chief James R. Bryant and his service with the City of Salem Police
Department; and
WHEREAS, Mayor Foley stated that the resolution will be formally
presented to Chief Bryant at his retirement celebration on October 22, 2009;
Mayor Foley thanked Chief Bryant for his 43 years of service to the City of Salem,
and also thanked him for his service to our Country; he stated that he
appreciates everything Chief Bryant has done; he will be missed; and
WHEREAS, Councilman Jones stated that he got to know Chief Bryant
during his time at Yokohama Tire Company; he stated that Chief Bryant has
always been very professional and fair; he further stated that Chief Bryant has
always kept the best interests of the City in mind; he thanked Chief Bryant for
what he does for the City and for what he will continue to do for the City; and
WHEREAS, Councilwoman Johnson stated that he has done so much for
the community and that the way he has lead the men and women of the police
department is phenomenal; she further stated that as a small business owner
and a resident of Salem, she has always felt very safe and she can’t say enough
good things about Chief Bryant and the entire Salem Poli ce Department; she
stated that Chief Bryant will be missed; and

WHEREAS, Vice Mayor stated that he echoes the comments that have
been made; he stated that Council appreciates all he and his staff have done in
developing one of the state’s best police forces; and
WHEREAS, Councilwoman Garst thanked Chief Bryant for his years of
service and stated that it was a comfort knowing he was in charge when she was
elected to Council;
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY
COUNCILWOMAN JOHNSON, AND DULY CARRIED, Resolution 1145 was hereby
adopted commending Chief James R. Bryant and his service with the City of
Salem Police Department:

– aye, John C. Givens – aye, and Byron Randolph Foley – aye.
Mayor Foley requested that Council receive a presentation from Virginia
Amateur Sports, Inc., thanking the City of Salem for its support of the 2009
Coventry Commonwealth Games of Virginia; and
WHEREAS, Peter Lampman, President, Virginia Amateur Sports, Inc.,
appeared before the Council and thanked Council and the City of Salem for its
on-going support of the Coventry Commonwealth Games of Virginia; he stated
that the 20th Anniversary of the games just finished and it was another gold
medal event due to the success and efforts of the City of Salem; he stated that
without the City’s financial support and the immeasurable support of the City of
Salem’s Parks and Recreation Department under the directorship of John Shaner,
the event could not be held; he further stated that the Parks and Recreation staff
does an outstanding job in supporting the events throughout the city by having
facilities ready and in planning the largest amateur multi-sporting event in
Virginia; Mr. Lampman provided Council with a brief economic report on the
demographics of the 2009 games; he stated that the economic impact from this
year’s event was $3.5 million; there was a two percent increase in athletes
participating in the games this year with nearly 9,000 athletes participating in
the various events with 74 percent of the athletes coming from outside the
Roanoke Valley; he stated that more than 170,000 athletes have participated in
the Coventry Commonwealth Games of Virginia over the past 20 years; he again
thanked Council for its support of the games and Council’s plan to continue the
excellence for next year’s event to be held July 16-18, 2010; and

WHEREAS, Councilman Jones thanked Mr. Lampman for his hard work in
making the event a success; and
WHEREAS, Mayor Foley also thanked the staff of the Parks and
Recreation Department and the Salem Police Department for their support
during this event;
THEREUPON, said presentation was received.
Mayor Foley requested that Council consider setting bond for erosion
and sediment control for the DQ Properties project; and
WHEREAS, Vice Mayor Givens, Chairman of Council’s Audit-Finance
Committee, reported that the Committee reviewed the performance bond for
erosion and sediment control and storm water management for the DQ
Properties, LLC, project and recommends setting bond at $14,633.00 with a time
limit of twelve (12) months for completion; he stated that DQ does not stand for
Dairy Queen;
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY
COUNCILMAN JONES, AND DULY CARRIED, the bond for erosion and sediment
control for the DQ Properties project was hereby set at $14,633.00 with a time
limit of twelve (12) months for completion – the roll call vote: Lisa D. Garst –
aye, William D. Jones – aye, Jane W. Johnson – aye, John C. Givens – aye, and
Byron Randolph Foley – aye.
Mayor Foley requested that Council consider appointments to fill
vacancies on various boards and commissions;
THEREUPON, no action was taken.
There being no further business to come before the Council, the same on
motion adjourned at 7:46 p.m.
